Check the PCB NOC List 2026: 38 Pakistani Players Cleared for Foreign Leagues, No Winter League Yet
The PCB NOC list 2026 clears 38 Pakistani players for foreign leagues, 16 for the Global Super League. Check every player, league and date, and what is missing.

The PCB's NOC list for 2026 names 38 Pakistani cricketers cleared to play in foreign leagues and county cricket, across 56 separate permissions. The Global Super League had the most, with 16 players. Every window on the list ended by 29 September, and the page was last updated on 8 August, so no NOC for the ILT20 or other winter leagues appears yet.
An NOC is a No Objection Certificate. Pakistani cricketers need one from the Pakistan Cricket Board (PCB) before playing for a foreign team. We read the PCB's "Players NOC list 2026" on 20 October 2026 and counted every player, league and date ourselves.
The PCB has cleared 38 players for foreign cricket in 2026
The list has 38 different players and 56 rows, because some players have more than one league or more than one window. Each row gives the player, the league or county, and the start and end dates the NOC covers. Nothing on the list runs past 29 September 2026.
| League or team | Pakistani players cleared |
|---|---|
| Global Super League 2026 | 16 |
| Caribbean Premier League (CPL) 2026 | 11 |
| Lanka Premier League | 10 |
| Vitality T20 Blast 2026 | 7 |
| The Hundred 2026 | 2 |
| County and other single deals | 7 |
The county deals are Mohammad Abbas at Derbyshire, Hassan Ali at Yorkshire, Noman Ali at Lancashire, Mohammad Ali and Mohammad Tayyab Tahir at Nottinghamshire, and Faheem Ashraf for the Blast and County Championship. Haris Rauf's only NOC was for Major League Cricket (MLC) in the United States, from 18 June to 18 July.

Four players got NOCs for three leagues each
Usama Mir, Shadab Khan, Sufyan Moqim and Usman Tariq each have three leagues on the list. For the first three it was the Vitality Blast, the Global Super League and the CPL. Usman Tariq played the Blast, The Hundred and the CPL instead. That is most of a summer abroad.
Mohammad Abbas has the most separate windows, four short spells with Derbyshire between 3 April and 27 September. The PCB gives each spell its own dates, which shows how closely it tracks a player's time away from home cricket.
Two of the triple-league players were ill on 18 October. Shadab Khan and Sufyan Moqim missed Pakistan's opening game of the ODI tri-series, as we reported in our story on Shadab and Sufyan's illness.
Shaheen, Naseem and Haris were cleared for one league each
Pakistan's leading fast bowlers each had a single NOC. Shaheen Shah Afridi was cleared for the Lanka Premier League, 17 July to 8 August. Naseem Shah was cleared for the CPL, 19 August to 20 September. Haris Rauf was cleared for MLC.
| Player | League on the NOC list | Dates |
|---|---|---|
| Shaheen Shah Afridi | Lanka Premier League | 17 July to 8 August |
| Naseem Shah | CPL 2026 | 19 August to 20 September |
| Haris Rauf | MLC 2026 | 18 June to 18 July |
| Sahibzada Farhan | Lanka Premier League, then CPL | 17 July to 21 September |
| Abrar Ahmed | The Hundred 2026 | 21 July to 16 August |
Some big names are missing from the 2026 list. Babar Azam, Mohammad Rizwan and Fakhar Zaman do not appear. That does not mean they were refused. It only means the PCB recorded no foreign league for them in the windows it has published.

No winter league NOC is on the list yet
The PCB page says it was last updated on 8 August. So winter leagues are not on it yet. Babar Azam's deal with Desert Vipers for ILT20 Season 5, which runs from 22 November to 20 December 2026, has no NOC row on the PCB list as of 20 October.
The list was last updated before the ILT20 auction on 1 October, so a missing row is not a warning sign. But it means the list cannot answer a question about the coming winter yet. The details of Babar's signing are in our report on Babar Azam joining Desert Vipers.
Watch this list against Pakistan's own fixtures. The two Tests against Sri Lanka start on 9 and 17 November, in our note on the Test start times. A winter NOC for a Test player may have to fit around them.
How to check whether a player has a PCB NOC
It takes about a minute. Open the PCB Players NOC page, find the player's name in the first column, then read the league and the dates beside it. Check the "last updated" line at the bottom before you rely on it.
- Open the PCB website and go to the Players NOC page.
- Find the player in the Player Name column.
- Read every row under that name, since one player can have several leagues.
- Check the From and To dates for the window you care about.
- Read the "Last updated" date at the foot of the table.
- If the league is not listed, treat the NOC as not yet published, not as refused.

How we verified this
What we checked, where we read it, and what we could not confirm.
We read the PCB Players NOC list 2026 on 20 October 2026 and counted players, rows and leagues with a short script. The ILT20 dates and Babar's signing come from our 3 October report, which read the Desert Vipers' announcement. We could not find the PCB's rules for granting an NOC, any list of refused requests, or any NOC issued after 8 August.
