The Election Commission of Pakistan (ECP) has opened an Election Monitoring and Control Centre (EMCC) for the 8 November 2026 polls. Voters can complain on the helpline 051-111-327-000, by email at complaints@ecp.gov.pk, or by fax on 051-9204404. The centre runs from 7 November until the results come in.
Three polls take place on Sunday. NA-77 Gujranwala-I and PP-203 Sahiwal-VI hold by-elections in Punjab. Union Council No. 8, Kalri Shah Baig Lane, holds a local government poll in Sindh. The new centre covers all three.
We read the ECP press release dated 7 November 2026, which the ECP posted in Urdu on its own website. We also read the ECP press release of 6 November on the end of the campaign. This page sets out what the centre does, the three ways to reach it, and what to report.

The ECP control centre takes complaints from 7 November until results arrive
The EMCC opened on 7 November 2026 and will work without a break on polling day. The ECP says it keeps working until the results are received. Trained staff have been posted there, and the ECP says complaints will get quick action.
A control centre is simply a desk that receives complaints and passes them to the officer who can act. In an election, that officer is usually the Returning Officer (RO), the official who runs the poll in one constituency, or the District Election Commissioner.
The ECP press release says the centre also monitors social media and electronic media. So a false claim or a viral video about the poll can be flagged to the same desk.
Three contact routes reach the centre: helpline, email and fax
The ECP has given one helpline, one email address and one fax number. All three appear in its 7 November press release. We copied them exactly as printed.
| Route | Contact | Best for |
|---|---|---|
| Helpline | 051-111-327-000 | Urgent problems on polling day |
| complaints@ecp.gov.pk | Complaints with photos or documents | |
| Fax | 051-9204404 | Signed written complaints |
| Hours | From 7 November until results | The ECP says it works continuously |
The helpline number is written in the release as 051111327000. Dial it as 051-111-327-000 from any phone. The fax number is written as 0519204404.
The ECP has not listed a WhatsApp number for this centre. Ignore any WhatsApp number that claims to be the ECP complaint line unless it appears on ecp.gov.pk.
Control rooms work at four levels, from Islamabad down to the district
The ECP says it has set up control rooms at four levels. The main one is at the ECP Secretariat in Islamabad. The others sit at the provincial, divisional and district levels.
For a voter in Gujranwala or Sahiwal, the district control room is the closest. But you do not need to find it yourself. A complaint to the national helpline or email reaches the system and is passed down.

- ECP Secretariat, Islamabad: the main EMCC, with the helpline, email and fax.
- Provincial: the Provincial Election Commissioner's office in Lahore for Punjab, and in Karachi for Sindh.
- Divisional: the Regional Election Commissioner's office.
- District: the District Election Commissioner's office in Gujranwala, Sahiwal and Karachi.
Report a complaint in five steps so it can be acted on
A useful complaint names the place, the time and what happened. Vague messages are hard to act on. Follow these steps.
- Note your constituency (NA-77, PP-203 or UC-8 Kalri) and the name or number of the polling station.
- Write down the time and what you saw, in one or two sentences.
- Take a photo or video only outside the polling station. Never photograph a marked ballot paper, which is an offence.
- Call 051-111-327-000 for anything urgent, or email complaints@ecp.gov.pk with your photos.
- Write down the name of the person you spoke to, or keep the email, so you can follow up.
Our guide on checking your vote and polling station by 8300 helps you find the station number before you go.
What to report on polling day, and what the law says about it
The Elections Act, 2017 lists the acts that are offences on polling day. These are the common ones a voter might see. Each one is worth a complaint.
| What you see | Why it matters |
|---|---|
| A rally or procession in the constituency | Banned since midnight on 6 November under Section 182 |
| Canvassing within 400 metres of a polling station | An illegal practice under Section 177 |
| Someone offering money or goods for a vote | Bribery, a corrupt practice under Section 168 |
| A weapon carried near the station | An illegal practice under Section 175 |
| Polling stopped or a ballot box taken | The Presiding Officer must stop the poll and report it under Section 88 |
The ECP's 6 November press release says that breaking the rally ban can bring up to two years in prison, a fine of up to Rs 100,000, or both. Our page on the NA-77 and PP-203 polling time and candidates covers the poll itself.
The Sindh union council poll is part of the same centre
The third poll on 8 November is a local government election. It is for Union Council No. 8, Kalri Shah Baig Lane, in Sindh. A union council is the smallest unit of local government. The ECP's release names it alongside the two Punjab by-elections.
The ECP had earlier notified monitoring officers for local government by-elections to vacant council seats in Sindh, in two notices dated 3 November 2026. We could not read those two files, as they are scanned images with no text. So we do not list the candidates or the polling hours for UC-8 here.
Voters in that union council can use the same helpline, email and fax.
What the centre will not do
The EMCC takes complaints and passes them on. It does not announce results. Results come from the forms the Presiding Officer and the Returning Officer sign. Our guide to ECP Forms 45, 47 and 49 explains how to read them.
We do not predict results. We will report the outcome once the ECP's numbers are available.
