How to Get a BOI Airport Entry Pass in Pakistan: US$10 Million Equity, 1 to 3 Passes
The BOI recommends airport entry passes for companies with US$10 million or more equity in Pakistan. See the pass limits, documents and US$100 fee on its page.

The Board of Investment (BOI) recommends airport entry passes for companies that keep at least US$10 million of equity investment in Pakistan. One pass is allowed up to US$10 million, two up to US$20 million and three up to US$50 million. The processing fee on the BOI page is US$100, payable in rupees. The BOI page looks old, so confirm each figure with the BOI first.
We read the BOI's Airport Entry Pass page on 14 October 2026. It says the fees on BOI services were revised from 1 January 2017 and refers to an SECP certificate "for the year 2019". Those dates show the page has not been refreshed for some time. We have not seen a newer notice, so the numbers below are what the BOI page states, not a confirmed current rate.
An airport entry pass depends on how much equity the company keeps in Pakistan
An airport entry pass is a pass for airport access issued to people from qualifying investor companies. The BOI page does not spell out which airport areas it opens, so ask when you apply. The BOI evaluates cases and recommends them. The page lists a security clearance report from the police Special Branch.
The number of passes grows with equity investment. The page puts the entry level at US$10 million. Companies below that amount are not entitled to a pass under this route.

| Equity investment kept in Pakistan | Passes the BOI page allows |
|---|---|
| Up to US$10 million | 1 |
| Up to US$20 million | 2 |
| Up to US$50 million | 3 |
The page lists nothing above US$50 million. A larger investor should ask the BOI directly what applies.
The application needs audited accounts and a security clearance
The BOI asks the company to download the application form and the security clearance form and submit both in triplicate with a covering letter. It also asks for a certified copy of the latest audited financial statement showing the equity investment, and the SECP certificate.
For each person who will hold a pass, the BOI lists a copy of the CNIC, a departmental card and the old airport entry pass if one exists. It also asks for five colour photographs and the Special Branch security clearance report.

The US$100 fee is paid in rupees into the BOI account
The page states a processing fee of US$100, to be paid in the equivalent amount in Pakistani rupees. The page names the BOI bank account and branch for the deposit. We do not repeat the account number here. Copy it only from the BOI's own page or from a letter issued by the BOI, and never from a message sent to you by an agent.
Fraud around official fees is common. Paying into a personal account because "the BOI account is closed" is a red flag. Call the BOI office first.
- Confirm that your company's equity investment is at least US$10 million and can be shown in audited accounts.
- Decide how many passes your equity level allows.
- Download the airport entry pass form and the security clearance form from the BOI page.
- Fill both forms in triplicate and attach the covering letter.
- Attach audited accounts, the SECP certificate and each person's CNIC copy and photographs.
- Pay the US$100 equivalent fee into the BOI account shown on the BOI page and keep the proof.
- Submit the file to the BOI, which sends it to the stakeholders for their views.
Large investors are the group this pass is written for
The equity test keeps the pass for large investors only. A company with US$3 million in Pakistan does not qualify under this route, however many foreign staff it sends. Smaller firms should ask the BOI or the airport authority what other access arrangements exist, rather than paying an agent for a pass the rules do not give them.
China led foreign investment into Pakistan in July and August 2026, according to the SBP investment data, and many firms bring teams who need to move in and out of airports. Companies in the CPEC zones can read the zone status in our CPEC zone review.
If your team members are foreigners, the staff also need visas. The route for employees is described in our guide to the Pakistan work visa for foreign employees.

How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked 14 October 2026. The equity levels, pass numbers, document list and fee come from the BOI Airport Entry Pass page, which refers to 2017 and 2019. We did not find a newer notice and could not confirm that the fee or limits are still current. We have not applied for a pass ourselves.
