AJK ATL Check: Azad Kashmir Filer Status by SMS 9966 With CNIC or NTN, Every Code
Check Azad Kashmir filer status: send AJKATL, a space and your CNIC to 9966. The AJK list counts the same as FBR's ATL by law. Every code and what to show.

To check an Azad Kashmir filer status, send AJKATL, a space and your CNIC without dashes to 9966; a business with an AJK NTN sends AJKATL, a space and the 11-digit NTN. FBR lists both formats on its ATL status page. By law, the AJK Active Taxpayers List counts the same as FBR's own list, so an AJK filer should get filer rates across Pakistan.
This matters for the large AJK and Mirpur families who buy cars, land and shares in Punjab and Islamabad. A bank, a registrar or an excise office may check only FBR's list and wrongly treat an AJK filer as a non-filer. Here are the SMS codes, the law that puts the two lists on par, and what to show an office that does not know the rule.
FBR gives separate SMS codes for AJK filers
FBR's page on checking active taxpayer status lists four SMS formats, all sent to 9966. Two are for FBR's own list and two are for Azad Jammu and Kashmir. The AJK codes start with AJKATL instead of ATL.
| Who you are checking | Type this | Send to |
|---|---|---|
| Individual on FBR's list | ATL (space) 13-digit CNIC | 9966 |
| Company or AOP on FBR's list | ATL (space) 7-digit NTN | 9966 |
| Individual on the AJK list | AJKATL (space) CNIC without dashes | 9966 |
| NTN holder on the AJK list | AJKATL (space) 11-digit NTN without dashes | 9966 |
For example, a person with CNIC 82203-1234567-1 would type AJKATL 8220312345671 and send it to 9966. That number is an illustration, not a real CNIC. Note that FBR gives an 11-digit NTN for the AJK format, while its own company NTNs have 7 digits.

Check your AJK filer status in five steps
Use the phone you normally use, type the code in capital letters with one space, and send it to 9966. Save the reply. If the AJK check shows you inactive, try the plain ATL format too, in case you filed with FBR rather than in AJK.
- Open the SMS app on your phone.
- Type AJKATL, one space, then your 13-digit CNIC with no dashes.
- Send it to 9966.
- Read the reply and screenshot it with the date showing.
- If it says inactive, send ATL, a space and your CNIC to 9966 to check FBR's list as well.
We have not sent these messages, so we cannot quote the exact wording of the reply. FBR's general SMS service charges are not stated on its status page. The plain ATL check and its replies are covered in checking your filer status.

The law puts the AJK list on par with FBR's ATL
The Income Tax Ordinance defines "active taxpayers' list" as the list FBR keeps under section 181A, and it includes the list issued by the Azad Jammu and Kashmir Central Board of Revenue. FBR's own ATL download page repeats this.
FBR's page says the AJK list is to be considered at par with the ATL (Income Tax) after the amendment made by the Finance Act 2018. In plain words, an office applying filer rates under the Ordinance must accept the AJK list as well as FBR's list.
| Source | What it says |
|---|---|
| Income Tax Ordinance, section 2(1A) | ATL includes lists issued by AJK CBR and the Gilgit-Baltistan Council Board of Revenue |
| FBR ATL download page | AJK list at par with ATL (Income Tax) since the Finance Act 2018 |
| FBR ATL status page | AJKATL SMS formats for CNIC and NTN |
Gilgit-Baltistan's list counts too, but FBR gives no SMS for it
The same definition in section 2(1A) also includes the list issued by the Gilgit-Baltistan Council Board of Revenue. So a Gilgit-Baltistan filer has the same legal standing. FBR's status page, however, lists no SMS format for Gilgit-Baltistan, and we found no FBR check for it.
A Gilgit-Baltistan filer who needs proof should get it from the board that issued the list, in writing. We could not reach a Gilgit-Baltistan source to confirm how it publishes its list, so we will not guess at a code.
Show the law if an office treats you as a non-filer
Filer status cuts tax on bank profit, cash withdrawals, vehicle registration, property deals, shares, dividends and prize bonds, according to FBR's benefits page. If an office checks only FBR's list, show your AJKATL reply and point to section 2(1A).
- Keep the dated screenshot of your AJKATL reply.
- Carry a copy of your AJK return acknowledgement for the year.
- If refused, ask the officer to note the refusal in writing.
- Point to section 2(1A) of the Income Tax Ordinance, which includes the AJK list.
- For a bank, ask its complaints desk to apply the AJK list, and keep the reply.

How big the gap is depends on the transaction. The filer vs non-filer rates for 2026-27 list each one, and for a car, car tax for filers and non-filers shows the registration and transfer amounts.

How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked 31 October 2026. We read FBR's check active taxpayer status page, its ATL download and benefits pages, and section 2(1A) of the Income Tax Ordinance amended up to 30 June 2026. We did not send the SMS, so we cannot quote the reply. We could not open an AJK or Gilgit-Baltistan revenue board website to confirm how they file or publish their lists.
