A tree-lined avenue in thick smog

If EPA Punjab has sealed, stopped or fined your unit under the smog rules, you apply for permission to resume on its online "Application for Compliance of Standards" form. You attach a Rs 100 stamp paper affidavit or undertaking under Rule 12(4) of the Smog Prevention and Control Rules, 2023, plus a covering application and proof of the action. Filing the form does not by itself reopen the unit. The Director General decides.

The form sits on the Environment Protection Department site at epd.punjab.gov.pk. We opened it, and the three sample formats linked from it, on 22 October 2026. This guide walks through each field and document. It applies to units, vehicles and activities that EPA has acted against, not to a general complaint about someone else's smoke.

The form is for anyone EPA Punjab has acted against under Rule 12(1)

The form asks for the date of EPA's action and lists six kinds: stopping the polluting activity, suspending work, sealing the premises, seizing goods, other corrective directions, and impounding vehicles or goods. You tick the ones that were applied to you.

The sample application says the action was taken under Rule 12(1) of the Punjab Environmental Protection (Smog Prevention and Control) Rules, 2023. If your trouble came from another law, the form may not fit. Call helpline 1373 to ask.

You need five things before you open the form

Have your CNIC, the unit ID, the phone number that appears on the challan or the Eco Watch App, proof of the action, and the three documents signed and scanned. The unit ID is typed in the pattern ***-***-****, as shown on the form.

Documents for the EPA Punjab compliance of standards application

The affidavit says you will install controls, the undertaking says you will stop

The covering application lets you choose. Option (a) is an affidavit confirming compliance by installing pollution control measures. Option (b) is an undertaking to refrain from polluting activity until compliance is ensured. The form page has upload boxes for both.

The sample affidavit states you will bring operations to the prescribed emission standards and complete the controls within the period the Director General or inspection team sets. The sample undertaking states you will not resume until controls are in place and EPA verifies and permits it. Pick the one that matches what you really intend to do, because both are signed under legal consequences for a false declaration.

The sample application is a one-page letter to the Director General

It names the applicant and the unit, records who took the action, ticks the affidavit or undertaking, and asks for permission to resume operations. The enclosures it lists are the affidavit or undertaking, a copy of the sealing order if you have one, and other supporting documents.

Fill the blanks exactly. Wrong spellings of the unit name or ID can make your file hard to match with the action record. Keep a copy of every page you sign.

Follow the form in this order

  1. Download the three samples from the form page.
  2. Buy two Rs 100 stamp papers if you will file both documents, otherwise one.
  3. Fill and sign the application and the affidavit or undertaking.
  4. Scan the stamped, signed papers as PDF.
  5. Open the form and enter your details and the unit ID.
  6. Tick the actions taken against you and enter the amount in the PKR field.
  7. Upload the proof and the documents, then press Submit.
Steps to file the EPA Punjab compliance application

The form has a "PKR" box, but the page does not say what amount it wants. We could not tell whether it is a fine, a deposit or a repair cost, so check on 1373 before you enter a figure. If the problem was black smoke from a truck, the rules for a smoke direction slip may apply instead.

The page gives no deadline and no promise of reopening

We found no processing time, fee or appeal route on the form page. The only stated result is that the Director General considers the affidavit or undertaking. Do not restart work until you hold a written permission.

The better course is to fix the cause first. The list in the guide to a brick kiln and factory smog inspection shows what inspectors look for, and the pre-smog action plan lists the wider actions.

Common questions about the compliance application

Who can use the Application for Compliance of Standards?

Any person or unit that EPA Punjab has acted against, as the form lists them. The applicant is the owner or the person in charge.

Do I need stamp paper?

Yes. Both the sample affidavit and the sample undertaking say "On Stamp Paper of Rs. 100/-".

Can I choose between the affidavit and the undertaking?

Yes. The sample application has two boxes, (a) for the affidavit and (b) for the undertaking, and the form has an upload box for each.

Is there a fee?

The page shows a PKR box but states no fee. We could not confirm what it means, so ask on 1373.

How long until EPA decides?

The page states no time limit. Expect to follow up by phone at +92-42-99231818 or by email at ddisepa@punjab.gov.pk.

Can I reopen without permission?

No. The sample undertaking itself says you will not resume until compliance is verified and permitted by the Punjab Environmental Protection Agency.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked 22 October 2026. We read the Application for Compliance of Standards page and the three linked sample files for the application, the affidavit and the undertaking, all on epd.punjab.gov.pk. The sample files show a 27 September 2026 date. We did not submit the form. The meaning of the PKR field, any fee, the decision time and the upload size limits beside each box (we read 4 MB for scans) were not confirmed. Check the live form before you file.
