Prepare Your Brick Kiln or Factory for Punjab EPA Smog Inspections: Zigzag, Unique ID and CCTV Checks
What Punjab's EPA pre-smog plan 2026 tells inspectors to check at brick kilns, factories and stone crushers, with a simple checklist to prepare before notices.

Short answer: EPA Punjab's Pre-Smog Action Plan 2026 tells field officers to check brick kilns for zigzag design and a unique ID, and to check factories for working emission control systems, CCTV links and approved fuel. The deadline for both was 15 August 2026. Drones are to watch industrial clusters every week.
Brick kiln owners and factory managers in Punjab know the smog months bring inspectors. The plan sets out in writing what the Environmental Protection Agency (EPA) wants to see. It is better to read it now than to learn it from a notice.
We read the EPA Punjab order of 5 July 2026 on 13 October 2026. It covers July to September, so the dates in it have passed. The items still show where the agency will look when the main smog season is here.
The plan names kilns, factories and stone crushers
The order lists five checks for polluting industry. These are pre-smog notices, a scan of emission control systems, a survey of brick kilns, an inspection of stone crushers and a search for pyrolysis plants. Each has a responsible officer and a date.
| Item | What field officers must do | Date in the plan |
|---|---|---|
| 15 | Issue pre-smog notices to industries and brick kilns | Till 15 August |
| 16 | Verify emission control systems, CCTV connection, approved fuel and stack emissions | 15 August |
| 17 | Scan all brick kilns for zigzag design and unique ID | 15 August |
| 18 | Inspect stone crushers for dust suppression | 15 August |
| 20 | Scan districts for pyrolysis plants and carbon black bags | 30th of each month |
The responsible officers are the Deputy Directors and Assistant Directors (Field) of the agency. For pyrolysis plants, a drone surveillance squad and the Assistant Director (Operations) share the task.

Kilns are checked for zigzag design and a unique ID
A zigzag kiln is built so that hot air moves through the bricks in a zigzag path. This burns fuel more fully and sends out less black smoke than an old straight-fire kiln. The plan says officers will check that the kiln follows the zigzag design and that its unique ID can be verified.
The plan does not explain the ID system or say where to get one. If you own a kiln and do not know your ID, ask your district EPA office. Keep the paper with you on site.
A kiln that still runs on the old design is the likeliest to be found in breach. The plan does not say what happens next. The law behind the plan is the Punjab Environmental Protection Act, 1997.
Factories need working filters, camera links and approved fuel
Item 16 asks officers to verify emission control systems, CCTV connectivity, approved fuel and stack emissions in industrial units and incinerators. A system that is fitted but switched off does not count as working.
- Switch on and test your emission control system before the season.
- Check that your CCTV feed is connected and the camera sees the stack and the filter area.
- Keep records of the fuel you burn and where you bought it.
- Clean filters and keep a dated log.
- Keep a copy of every notice and your reply.

These steps are our suggestions based on the plan's wording. The order does not give a filter standard or a fuel list in the pages we read, so check the current rules with your district office.
Drones will watch industrial clusters every week
The plan sets up weekly drone surveillance of industrial clusters and hotspot zones. When a drone squad reports a violation, field officers must act on it through an Internal Accountability Dashboard. That is an internal tracking system, so the action is recorded.
The order also mentions a plan for ten hotspot zones and the purchase of drones. We did not check whether the purchase has happened.
For a factory owner, this means a missing filter or a smoking stack can be seen from the air, not only on a visit.
Neighbours can report smoke
Anyone can send a report about a smoking kiln or factory to the department. The page on reporting a smoking brick kiln or factory shows the helpline, the WhatsApp number and the app. The same pressure applies to farm fires, and the rules are explained in the page on crop burning fines in Punjab.
For air quality on the day, the Punjab AQI page gives live readings. A kiln owner who sees the AQI rise will often find inspectors at the gate soon after.
What the plan does not tell you
The order has no fines, no appeal steps and no list of approved fuels in the text we read. It is a work plan for officers, not a handbook for owners. If you get a notice, the notice is the document that counts.
We also did not find a new October to December plan. EPA Punjab may issue one, and its dates and items may differ from this one.
Common questions
What is a zigzag brick kiln?
It is a kiln built so hot air follows a zigzag path through the bricks. The plan says officers check for it. The order does not define it further.
What deadline did the plan give for kiln checks?
15 August 2026 for the kiln survey and for the factory emission checks.
Who does the inspections?
The Deputy Directors and Assistant Directors (Field) of EPA Punjab.
Does the plan say what the fine is?
No. We found no fine amount in the order. Read your notice for the stated penalty.
Are drones used?
Yes. The plan sets weekly drone surveillance of industrial clusters and hotspot zones.
Is this plan still in force?
It covers July to September 2026. A plan for the later months was not found.
How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked on 13 October 2026, Pakistan time. We read EPA Punjab's Pre-Smog Action Plan 2026 order in full. The checklist steps are our own suggestions. We did not inspect a kiln or factory.
