The drive was run by Capital Emergency Services through CDA's Building Emergency Audit and Prevention Wing. The release says it acted on the directions of the Interior Minister and the CDA Chairman, under the Islamabad Fire Prevention and Life Safety Regulations 2010 and the Building Code of Pakistan fire safety provisions of 2016.

Hospitals drew the most audits and the sharpest finding
Hospitals were the main target. CDA ran 115 fire and life safety audits in hospitals, against 29 in government buildings, 6 in commercial properties and 4 in residential buildings. It also issued 41 challans directly to hospitals.
The release says 161 enforcement actions were directed at hospitals, and that CDA's data shows 150 hospitals do not have enough fire and safety equipment. It also says a specific advisory went to PIMS, the Pakistan Institute of Medical Sciences. CDA did not publish the names of the other hospitals or the buildings it sealed.
That matters to patients and families as much as to owners. A hospital is full of people who cannot walk out fast. If you visit one, note where the exits are. It takes ten seconds.

Penalties came to Rs 2.4 million in nine cases
CDA recovered Rs 1.7 million from five commercial cases and Rs 0.7 million from four hospital cases. Separately, 102 commercial fire and life safety plans brought in Rs 510,000 in fees.

By our arithmetic, the plan fees work out to Rs 5,000 a plan if every plan paid the same. The release does not state the fee per plan, so check with CDA before you budget. The average penalty in a commercial case was Rs 340,000, which is a lot more than an extinguisher costs.
What a shop or building owner in Islamabad should check now
CDA says it will keep issuing notices and challans, follow up the 15 pending commercial cases, and de-seal only premises that show verified compliance. Owners should act before an inspection team arrives, not after a seal goes on the door.
- Read the notice if you have one. A final notice or show cause notice names what CDA found and how long you have.
- Check that fire exits are open, marked and not used for storage.
- Service your extinguishers and keep the service tag current.
- Prepare or update a fire and life safety plan and submit it to CDA's Building Emergency Audit and Prevention Wing.
- If you are sealed, fix the faults and apply to the same wing for de-sealing, with proof of the work done.
Fire safety is part of the same approval chain as your building plan. A building that was approved by CDA on its building plan was approved with exits and access in mind, and changes made later can break that. Partitions, blocked stairs and extra floors are where trouble usually starts.

Tenants and visitors can report a fire risk
If you rent space in a building with locked exits or no working extinguishers, raise it with the owner in writing first. If nothing changes, the complaint goes to the authority that approved the building, which in Islamabad is CDA.
The route for a complaint about a builder to CDA, RDA or LDA works the same way for a safety fault: dated photos, the building's address and plot number, and a written complaint you can follow up. CDA's enforcement this year has not been limited to fire, and it has also sealed and demolished illegal housing schemes in the capital.
