Check if a Company Is Blacklisted by PPRA in Pakistan Before You Deal With It
Check if a company is blacklisted by PPRA in Pakistan: where the list is, how to read each entry, how long bars last under the 2026 rules, and how review works.

To check if a company is blacklisted for federal government work in Pakistan, open PPRA's public list of active blacklisted firms at epms.ppra.gov.pk and search for the company's name. Each entry shows the government buyer that blacklisted it, the period, the end date and the reason.
We opened the active blacklist on 2 October 2026. It showed 100 entries. The newest was dated 23 September 2026, a 10-year bar for fraudulent and corrupt practices. Bars of 10 years made up 33 of the 100. Three-year bars were the most common, at 38.
The check takes two minutes. It is worth doing before you take a firm as a joint venture partner, hire it as a subcontractor, or pay it an advance.

PPRA keeps the federal blacklist on its EPMS site
The Public Procurement Regulatory Authority (PPRA) publishes every active blacklisting by a federal procuring agency on its Electronic Procurement Management System (EPMS). Rule 25(5) of the Public Procurement Rules, 2026 requires the final decision to be uploaded to PPRA's website.
A procuring agency is any federal body that buys goods, works or services with public money. The list we saw included ministries, utilities, the National Highway Authority, military formations and state companies.
Blacklisting by one agency is not automatically a ban everywhere. PPRA can turn it into a cross-debarment, which bars the firm from all federal procurement. Rule 21 then makes a firm ineligible to bid if it is blacklisted by the buyer or cross-debarred by PPRA.
How to read an entry on the blacklist
Each entry has a PPRA reference number, the firm's name and sometimes its address, the agency that blacklisted it, the length of the bar, a start and end date, and the reasons. Some link to a copy of the order itself.

Read the remarks line carefully. Five entries on the page we opened carried one. Four said a court had suspended the blacklisting order, until a hearing or a final decision. One said PPRA itself had suspended it on 30 September 2026. A suspended entry still appears on the list.
Search the list the right way
Search for the firm's exact registered name, then for a shorter part of it. Firm names are written in many styles, with or without "M/s", "Pvt" or "Private", so one search can miss a match.
Check the partners' other firms too, because joint ventures are listed under their joint name.
- Get the firm's full registered name from its SECP certificate or partnership deed.
- Open the active blacklist on epms.ppra.gov.pk.
- Use your browser's find tool (Ctrl+F) with one distinctive word from the name.
- If you find a match, compare the address and read the reasons and remarks.
- Check the separate archive of de-listed firms for past bars that have ended.
Confirm the firm is real while you are at it. A company's details can be checked against SECP records, and the steps to register a company with SECP show what its incorporation papers should look like. An NTN verification confirms the tax number on its invoices, and a filer status check shows whether it files tax returns.
Blacklisting periods range from six months to ten years
Under rule 25 of the 2026 rules, a buyer can blacklist a firm for up to 10 years for corrupt and fraudulent practices, up to 5 years for false information about eligibility, and 6 months for failing a contract or putting in abnormally low bids.
Many entries on today's list are older and were made before the 2026 rules began. That is why you will see two-year and three-year bars for "unsatisfactory performance" that do not match the new scale exactly.

One more rule widens the net. Under rule 25(7), a firm debarred by an international lender such as a multilateral development bank, or by a foreign country, is treated as blacklisted and cross-debarred in Pakistan too.

A blacklisted firm can ask PPRA to review the decision
A firm that thinks it was wrongly blacklisted can ask PPRA for a review within 30 days, on paying the prescribed fee. PPRA must decide within 90 days. Under rule 25(5), the bar does not take effect until the review is decided or the 30 days pass.
Before acting, PPRA examines the record. It can set the blacklisting aside, uphold it, cross-debar the firm for the same period, bar it from all procurement, or impose a fine instead.
A blacklisted firm is still bound to finish any contracts it already has, under rule 25(8). So the list tells you about future eligibility, not about work already in progress.

Common questions
Where is the PPRA blacklist?
On PPRA's EPMS site, under "Active Black Listed Firms". A separate archive lists firms whose bars have ended.
Does the federal list include Punjab or Sindh blacklistings?
No. It covers federal procuring agencies. Provincial procurement authorities keep their own lists.
Can a blacklisted firm still bid for federal tenders?
Not with the buyer that blacklisted it. If PPRA has cross-debarred it, it cannot bid with any federal buyer for the period.
What does "days left" mean on an entry?
The bar is close to ending. The entry shows how many days remain before the To date.
A firm on the list says a court stopped the order. Is that true?
Read the remarks line. Where a court or PPRA has suspended an order, the list says so, with the date.
How long can a firm be blacklisted?
Up to 10 years for corrupt and fraudulent practices under the 2026 rules. Shorter bars apply for other grounds.
