The UK High Potential Individual visa, or HPI, is open to graduates of eligible universities who finished a degree in the last 5 years. The fee is £880. You also need £1,270 in savings and the health surcharge. Whether your Pakistani university counts depends on a Home Office list that follows world rankings. Check that list first.

The visa needs no job offer. It lasts 2 years, or 3 years with a PhD. This guide shows how to check your eligibility from Pakistan and what the visa costs in full.

The HPI visa depends on which university gave your degree

You can apply if an eligible university awarded your qualification in the last 5 years. GOV.UK says the list of eligible universities is based on rankings from around the world. You must check the published list for the year your degree was awarded.

The qualification must equal a UK bachelor's degree, postgraduate degree or PhD. We could not open the university list on 8 October 2026, so we cannot tell you whether any Pakistani university is on it. Do not trust anyone who says yes or no without showing you the list.

The GOV.UK cost page also lists a qualification check by Ecctis at £252 including VAT. We did not read when the check is required, so confirm that on the page.

Eligibility points for the UK High Potential Individual visa

Add up the full cost before you start

The visa fee is £880. The qualification check adds £252. The health surcharge is £2,070 for a 2 year visa or £3,105 for 3 years. You must also hold at least £1,270 in savings.

Add the first three lines for a 2 year visa: £880 plus £252 plus £2,070 is £3,202, before the £1,270 you must also hold in savings. For a 3 year PhD visa the same lines come to £4,237. Dependants add their own fees, so ask the cost page for each person before you commit.

Compare it with studying in the UK: the UK student visa from Pakistan costs differently. The HPI visa is a choice for someone who has already finished a degree.

Prove your savings the right way

You must show at least £1,270 in your bank account. GOV.UK says it must be held for 28 consecutive days, and day 28 must fall within 31 days of your application. Do not move the money during that time.

If you have held a valid UK visa for 12 months or more, you do not need to show the savings. For most Pakistani applicants, though, the savings test applies.

Keep bank statements in your own name. A borrowed lump sum parked for a month is the kind of thing a caseworker questions. Use your own money.

Follow the steps from degree check to application

Start by checking the university list, then the English requirement, then the money. Only then pay the fee. Each step can end your application, so do the cheap checks first.

  1. Find your university on the GOV.UK eligible universities list for your award year.
  2. Confirm the degree was awarded in the last 5 years.

  5. Hold £1,270 in your own account for 28 days.
  6. Apply online and pay the £880 fee and the health surcharge.
Six steps to apply for the UK High Potential Individual visa

Remember the limits before you rely on it

You can apply for an HPI visa only once. You cannot apply if you have already held a Graduate visa or studied on the Doctorate Extension Scheme. Partners and children can apply as dependants if they qualify.

Keep your degree certificate and transcript ready, and check the award date on them. The 5 year window runs from the date the qualification was awarded, so a late convocation or a delayed result can change your position. If you are close to the limit, apply sooner rather than later.
