Claim Up to Rs 1 Million Group Insurance for a Deceased Federal Employee in Pakistan

A federal employee's family can claim Rs 350,000 to Rs 1 million group insurance, a monthly grant and burial charges from FEB&GIF. Papers, steps and helpline.

When a federal government employee dies in service, the family can claim group insurance of Rs 350,000 to Rs 1,000,000 from the Federal Employees Benevolent and Group Insurance Funds (FEB&GIF). The spouse also gets a monthly grant of Rs 4,000 to Rs 10,100 for life, plus Rs 10,000 burial charges. The claim goes through the employee's own department on Form B.

We read FEB&GIF's own benefits page, its FAQs, its coverage data and its death grant application form, so the amounts and papers below come from the fund itself. Its coverage page says 649,113 federal employees are covered. If your family member was one of them, the money is owed by law under the Federal Employees Benevolent Fund and Group Insurance Act 1969.

Three payments are due when a federal employee dies

FEB&GIF pays three main death benefits. The sum assured, Rs 350,000 to Rs 1,000,000, is paid if the employee dies in service. The monthly benevolent grant goes to the spouse for life. Burial charges of Rs 10,000 are paid in every case.

The marriage grant and stipends are separate claims made later. The first claim, on Form B, covers the sum assured, the monthly grant and burial charges together.

The sum assured depends on the employee's pay

The group insurance amount rises with pay. An employee whose pay was up to Rs 5,000 leaves Rs 350,000. Each Rs 5,000 step adds Rs 50,000, up to Rs 1,000,000 for pay above Rs 65,000 a month.

These rates are in the Eighth Schedule, in force since 1 December 2013, as FEB&GIF's FAQ quotes it. "Pay" here means basic pay plus special pay, technical pay, personal allowance and any other pay that counts for pension. Some examples from the schedule:

  • Pay Rs 20,001 to Rs 25,000: sum assured Rs 550,000.
  • Pay Rs 40,001 to Rs 45,000: sum assured Rs 750,000.
  • Pay Rs 60,001 to Rs 65,000: sum assured Rs 950,000.
  • Pay Rs 65,001 and above: sum assured Rs 1,000,000.

Most current salaries sit in the top slab. FEB&GIF's FAQ also mentions a special package for employees who die in a security related incident, paid partly by the fund and partly by the department.

The department, not the family, sends the claim

The family gives papers to the deceased employee's office. That office fills Part II of Form B, the head of department signs it, and an officer of at least BS-20 forwards it to the right FEB&GIF regional board.

  1. Get the death certificate from the union council. The union council death certificate is needed for every later step.
  2. Collect the family papers. CNICs of all beneficiaries, B-Forms for minor children, and a family registration certificate help the office fill the dependants list.
  3. Open a bank account in the beneficiary's own name. Form B asks for the IBAN and two cheque leaves. A joint account is not accepted.
  4. Hand the file to the employee's office. It completes Form B, attaches the service record and forwards it.
  5. Track the case. Use the Track Cases option on febgif.gov.pk, or call the facilitation centre.
Steps for a family to claim FEB and GIF group insurance after a federal employee dies

Form B needs eleven attached papers

Form B lists annexes A to K. They include the last pay certificate, service book pages, CNICs, the death certificate, the death notification, the nomination form, a dependants list, a widow certificate, the direct credit form and two cheque leaves.

All copies must be clear and attested, on A-4 paper. Here is the full list from Part III of the form:

  • Annex A: last pay certificate or pay slip, countersigned by the head of department.
  • Annex B: first and second pages of the service book, or the pension order, or the statement of service for a gazetted officer.
  • Annex C: CNICs of the deceased and all beneficiaries, both sides, and B-Forms for minors.
  • Annex D: death certificate from the union council or municipal committee.
  • Annex E: death notification, or the order striking the employee off strength.
  • Annex F: the employee's nomination form for the benevolent fund and group insurance.
  • Annex G: list of dependent family members with CNIC, age, marital status and income.
  • Annex H: dependency certificate for anyone other than the spouse.
  • Annex I: widow or non-remarriage certificate for female beneficiaries.
  • Annex J: Direct Credit System (DCS) form.
  • Annex K: two cheque leaves showing the IBAN.

The department also certifies that the employee was a regular contributor and was not a contract, work charged or ad hoc employee, a provincial deputationist, or a uniformed member of the armed forces. Those groups are not covered.

Three regional boards handle the claims

The claim goes to the FEB&GIF regional board for the employee's last posting. Islamabad covers Islamabad, Khyber Pakhtunkhwa, the northern areas, Azad Kashmir and four Punjab districts. Lahore covers the rest of Punjab. Karachi covers Sindh and Balochistan.

The facilitation centre answers on 0800-46000, and on 051-9252164, 051-9253163 and 051-9252316. Give it the beneficiary's CNIC number and the name of the grant. The fund's home page says public dealing runs till 2 pm.

The monthly grant now needs an active NBP account

Monthly benevolent grants are paid into bank accounts through National Bank of Pakistan. FEB&GIF says NBP has marked about 18,000 beneficiary accounts dormant for pending biometric verification, and payment has stopped in those accounts until the widow visits her branch.

If the monthly grant suddenly stops, go to the NBP branch first with your CNIC and do the biometric check. The same move to biometric checks is happening for pensions, where proof of life through NADRA is replacing bank visits. The pension itself is a separate claim through the accounts office, and a government pension case follows its own steps.

Punjab government employees claim from State Life instead

Employees of the Government of Punjab are not covered by FEB&GIF. Their group insurance runs through State Life Insurance Corporation, under policy number 946105454, handled by State Life's Group and Pensions office in Lahore.

State Life's death claim information form for Punjab government employees asks the office to report the death, quote the deceased's BPS and personal number, attach the last salary slip, and list the family as shown on the FRC. The District Accounts Officer verifies the pension payment order, and the head of department signs. The Group and Pensions office is at State Life Building, 15-A Sir Agha Khan Road, Davis Road, Lahore, phone 042-99200353. Common questions

How much group insurance does a federal employee's family get?

Rs 350,000 to Rs 1,000,000, depending on the employee's pay slab. It is paid only if the employee died in service.

Does the family get anything if the employee died after retirement?

Yes. The spouse gets the monthly benevolent grant for life and the family gets Rs 10,000 burial charges. The sum assured is not paid after retirement.

Where do we submit the FEB&GIF claim?

To the deceased employee's own department. It completes Form B and forwards it to the Islamabad, Lahore or Karachi regional board.

Can the employee's contributions be refunded instead?

No. FEB&GIF's FAQ says the 1969 Act has no provision to refund contributions.

The monthly grant stopped. What should the widow do?

Visit her NBP branch for biometric verification. About 18,000 accounts were marked dormant for this reason.
