Short answer: the Provincial Ombudsman of Khyber Pakhtunkhwa hears complaints, free of charge, about any KP government department that delays, refuses or mishandles your work. File online at ombudsmankp.gov.pk, by email at provincialombudsman@gmail.com, by post, or in person in Peshawar, Abbottabad, Swat or Dera Ismail Khan. The Peshawar office number is 091-9219530 to 32. We read the KP Ombudsman's complaint pages and opened its online complaint form on 9 October 2026. There is no court fee and no lawyer is needed. The form is in English and Urdu, and it asks one question that catches people out: whether you first wrote to senior officers of the department.
The KP Ombudsman deals with maladministration by provincial offices
The Provincial Ombudsman investigates maladministration by Khyber Pakhtunkhwa government departments and offices. That means decisions against the rules, biased or arbitrary action, corruption such as bribery or favouritism, and plain delay, neglect or inefficiency. Federal offices are outside its reach.
The office's "who can lodge a complaint" page uses the same definition as the law. Any person hurt by such a decision, act or omission, or by "neglect, inattention, delay, incompetence, inefficiency and ineptitude", can complain.
Typical cases would be a revenue record that will not move, a pension or dues held back by a provincial department, a municipal service request ignored for months, or a licence or certificate refused without reason. If the office reports to the KP government, it is usually in scope.

Four offices take complaints across Khyber Pakhtunkhwa
The Ombudsman's secretariat is in Phase 5, Hayatabad, Peshawar. Regional offices in Abbottabad, Swat and Dera Ismail Khan also take complaints. The online form asks you to pick the nearest regional office, so you do not need to travel to Peshawar.

File a complaint in five steps
Write the facts, keep a CNIC copy and your paper trail, sign the affidavit, and submit online, by email, by post or at an office. The office usually registers a complaint the same day it arrives and sends the department a notice asking for a report.
- Write to the department first. The online affidavit asks you to confirm you made a representation to senior officers and got no reply, or were turned down. Keep a dated copy.
- Collect your papers. CNIC, the application you made, receipts, letters and any reference number the department gave you.
- Fill the form. On ombudsmankp.gov.pk, choose the regional office, enter your name, CNIC, address, district and mobile number, select the department and its sub-office, and write the main points.
- Accept the affidavit. You confirm the facts are true, that you have not already complained to the Ombudsman on this subject, and that no court case on it is pending.
- Submit and follow up. Note the complaint number and check progress on the track your complaint page.
If you prefer paper, the complaint management page says a complaint on plain paper, by email or by fax is accepted, with a CNIC copy and a plain paper affidavit. An incomplete complaint is still registered, and the office will ask you for the missing documents.

Some complaints the KP Ombudsman cannot take
The office will not hear anonymous complaints, matters already pending before a court or tribunal, foreign affairs, or defence and armed forces matters. These limits come from Sections 9 and 10 of the Khyber Pakhtunkhwa Office of the Ombudsman Act, 2010.
- No anonymous complaints. You must give your real name and CNIC.
- No cases in court. If you have already filed a suit or petition on the same matter, the Ombudsman cannot take it.
- No federal offices. Electricity companies, gas companies, NADRA and FBR go to the Wafaqi Mohtasib.
Some KP complaints also have their own specialist route. A complaint against a doctor or hospital usually goes to the Health Care Commission, set out in complaining about a hospital or doctor in Khyber Pakhtunkhwa. A shop that sold you a faulty product goes to a consumer court in Khyber Pakhtunkhwa.
The time limit is not on the website, so file quickly
The KP Ombudsman's pages we read do not state how long you have to file or how long a decision takes. Comparable laws give three months from when you first learned of the problem, so treat that as a safe target and do not wait.
A short, dated complaint is better than a perfect late one. If your problem is older, explain why in the complaint and attach proof that you kept chasing the department.

No. Anonymous and false-name complaints are not entertained.
