How to Avoid a Black Smoke Direction Slip in Punjab: Cover Sand and Clay Loads Under the EPA Plan 2026
Punjab's EPA plan says sand and clay trolleys must be covered and smoky heavy trucks caught on PSCA cameras get Direction Slips. See what to do before checks.

Short answer: EPA Punjab's Pre-Smog Action Plan 2026 says sand and clay trolleys must be covered as per EPA SOPs, and Traffic Police and the Punjab Safe Cities Authority (PSCA) are to enforce it. Heavy trucks seen emitting black smoke on PSCA cameras get a Direction Slip. The order is dated 5 July 2026.
A truck with an open load of dry sand throws dust over every car behind it. A truck with a bad engine leaves a black trail. Both add to the particles that make Punjab's air worse from October to January.
We read the Environmental Protection Agency (EPA) Punjab order on 13 October 2026. This page covers the two items that matter to drivers and owners: covered loads and black-smoke slips. We cover only what the order says. Fines are not part of it.
Sand and clay trolleys must be covered under EPA rules
Item 23 of the plan reads: ensure sand and clay trolleys are properly covered as per the EPA SOPs. The responsible bodies are the Traffic Police and PSCA. The timeline is "continuous", which means there is no end date.
The order does not print the SOPs. SOP stands for standard operating procedure, a written set of steps. We could not find the EPA's cover rules for trolleys in the files we read, so we cannot tell you the exact cover material or how far it must reach.
A tarpaulin that covers the full load and is tied at the sides is the plain reading of "properly covered". We read a report that Traffic Police have also been told to check tarpaulins on loaded trucks, which fits with this item.
Black smoke on a PSCA camera can bring a Direction Slip
Item 24 says: issue Direction Slips to heavy transport vehicles identified emitting black smoke through PSCA camera surveillance. The officer named is the "Incharge SAW", a unit inside the EPA that the order does not spell out. The timeline is again continuous.
A Direction Slip is a written instruction to fix a fault. The order does not say what the slip orders, how long you get, or whether a fine follows. It says only that the slip is issued after a camera picks up black smoke.
| Item | Who acts | Timeline |
|---|---|---|
| 23. Sand and clay trolleys properly covered | Traffic Police and PSCA | Continuous |
| 24. Direction Slips to heavy vehicles with black smoke | EPA (Incharge SAW), via PSCA cameras | Continuous |
| 22. Inspect fuel quality stations and fuel testing labs | EPA field teams | Continuous |

Cover your load and service your engine before the season
You can avoid both items with a little work. The steps below are our practical suggestions, not EPA rules. They follow the wording of the order.
- Cover every sand, clay, gravel or dust load with a full sheet before you leave the yard.
- Tie the sheet at the sides and the back so it cannot flap or slip.
- Have the engine, injectors and air filter serviced if the exhaust shows black smoke.
- Use fuel from a trusted pump, because poor fuel can add to smoke.
- Keep the service receipt in the cab in case an officer asks.

Cheap fuel is part of the picture. The plan separately asks field teams to inspect fuel quality stations and fuel testing labs, which suggests low quality fuel is on the agency's list.
Other rules for trolleys and trucks also apply
This order is one layer. Traffic Police have their own orders for smoky vehicles and loaded trucks, which are explained in the page on the Punjab crackdown on smoky vehicles. That order was reported on 7 October and we could not confirm it on a police page.
Lahore has a separate timing rule. Tractor trolleys are barred in the city from 7 am to 11 pm, as set out in the page on the Lahore tractor trolley ban. A covered load does not give a trolley the right to enter at those hours.
If you are a farmer burning stubble to clear a field, the rules and fine are in the page on crop burning in Punjab. There is a rental help scheme for those who want to avoid burning, described in the page on the super seeder rental subsidy.
What the order does not say
The order gives no fine, no size or type of cover and no deadline for fixing a smoking engine. It also does not say whether the Direction Slip is a first warning or ends in a challan. Treat any figure shared on social media as unconfirmed until you see it in a notice.
The plan runs from July to September 2026. We found no October to December replacement. The same items may be repeated, but we cannot say so.

How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked on 13 October 2026, Pakistan time. We read EPA Punjab's Pre-Smog Action Plan 2026 order, items 22 to 24. The checklist is our own suggestion. We did not test camera enforcement or file a complaint.
