Cadre Officers Must Report to Establishment Division After Leave Over 120 Days, Circular Says
An Establishment Division circular of 9 October 2026 tells cadre officers to report back after leave over 120 days, a scholarship or deputation. See the rules.

Short answer: A circular of the Establishment Division dated 9 October 2026 says cadre officers must report back to the Division after leave of any kind longer than 120 days, a foreign scholarship, deputation or an international posting. Applying for an extension is not an excuse to stay away.
Federal civil servants on long leave, study abroad or deputation have always needed to rejoin properly. What changed on 9 October is that the Division wrote the process down as standard instructions with immediate effect.
We read the circular, number 3/1/2026-Admin-I (Pt), on the Establishment Division website on 14 October 2026. It standardises the joining report. It covers cadre officers only, not every federal employee. If you serve in a ministry or a department, ask your own establishment office before you act.
Who must report back to the Division
The circular applies to cadre officers who return after leave of any kind longer than 120 days, a foreign scholarship, local or international deputation, or an international posting. They report to the Establishment Division on their return. The posting notification must contain this direction.
The circular says the notification for leave, scholarship, deputation or international posting must contain this direction without fail. So if you are being sent on one of these, check that your notification carries the line.
Leave of 120 days or less is not named in the first instruction. The circular does not say what happens for shorter leave, so ask your administrative wing. If you are a government employee changing jobs, the idea of a government employee NOC works differently, because that is a permission to apply, not a return report.

An extension request is not an excuse
The circular says that applying for an extension of leave, study leave or deputation is not an excuse to stay away. An officer must report on completion of the sanctioned period even if the extension request is still being processed. Failing to report may be treated as absence without authorization.
Officers who do not submit a joining report after sanctioned leave may be treated as absent without authorization. The circular says the case may be submitted at once to senior officers for directions. It does not list the penalty, so we cannot say what follows.
| Type of absence | What the officer must do |
|---|---|
| Leave over 120 days | Report to the Division on completing sanctioned leave |
| Study leave or foreign scholarship | Report, and give degree or transcript copy |
| Local or international deputation | Report when the approved period ends |
| Extension pending | Still report, as the request is not an excuse |
The deputation line adds a condition. Notifications must say that, on the last day of the period, the officer stands relieved unless the competent authority extended it in advance, as set out in a 1986 letter of the Division.
Scholarship returnees must show their degree
Officers back from study leave or a foreign scholarship must give a copy of their degree certificate or transcript with the joining report. Without it, the officer is treated as absent from duty until a degree copy or a verifiable university document is submitted with a good reason.
The circular says a verifiable document from the university showing good academic standing is acceptable, with a cogent reason for not giving the degree. The Training Wing receives a copy so that the record stays updated. The Establishment Wing keeps a record of everyone who goes and the date they are due back.
- Note the date your sanctioned leave, scholarship or deputation ends.
- Report to the Establishment Division on or before that date, whatever your extension status.
- For study leave or a scholarship, bring a copy of your degree certificate or transcript.
- Ask the Training Wing about any extra condition attached to your scholarship.
- Keep copies of the joining report and any notification.

Surety bonds are now tracked in a liability statement
The circular asks the Training Wing to tell the Establishment Wing about every officer who signs a surety bond for a scholarship or training. The record must show the money owed and the service obligation. A statement of liability is kept in the officer's personal file.
The statement covers the date of joining or return, the bond period, the expiry date of the obligation, what counts as breach and the amount recoverable on breach. It is brought to the competent authority whenever a case on the bond is handled. It also applies when an officer goes abroad or resigns.
Service terms such as GP Fund deduction rates for federal employees run alongside this, but the circular itself says nothing about pay or deductions.

How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked on 14 October 2026, Pakistan time. We read the circular on the Establishment Division website. We did not read the 1986 letter it quotes, any earlier study leave instructions it mentions, or how the Division handles leave of 120 days or less. Ask your own establishment office for your case.
