If your buffalo, cow, goat or chickens fall sick in Punjab, call the Livestock Department's toll-free helpline, 08000-9211. It runs 24 hours a day, 7 days a week. The department says diagnosis, treatment and surgery at its veterinary hospitals are free, and it runs vaccination drives against the main animal diseases.

A sick milking buffalo can cost a family its income within days. Many farmers still wait, or call a quack, because they do not know the government service is there. We read the Livestock and Dairy Development Department's own pages and the Punjab Animal Health Act 2019 to set out what you can get, how to ask for it and what we could not confirm.

Call 08000-9211 for a sick animal

The number is 08000-9211. The department calls it a toll-free, 24/7 helpline. It is part of the SPMS 9211 system, which registers farmers, logs each complaint as a ticket and sends it to field staff for treatment, vaccination or breeding services.

The department says this system serves about 14.5 million livestock farmers in Punjab. When you call, have these ready:

  • Your name, CNIC number and mobile number.
  • Your village, union council and tehsil.
  • The animal: buffalo, cow, goat, sheep or poultry, and how many are sick.
  • What you see: fever, not eating, swelling, lumps on the skin, sores in the mouth or feet, diarrhoea, or a drop in milk.
  • When it started, and whether a neighbour's animals have the same signs.

Write down any ticket or complaint number they give you. If nobody comes, call back with that number. The Pakistan Citizen's Portal is the next step if a complaint is ignored.

What the Livestock Department gives free

The department's own answers say it gives free diagnosis, treatment and surgery. It also lists vaccines against infectious diseases, artificial insemination, deworming and feasibility reports among its services. We found no published fee for routine vaccines, so ask before the visit.

The department says it has more than 3,500 service centres. These include Civil Veterinary Hospitals, Civil Veterinary Dispensaries, mobile dispensaries and Sahulat centres. Veterinary doctors, veterinary assistants and insemination technicians staff them.

What the Punjab Livestock Department provides: treatment, vaccines, deworming and insemination

The vaccines Punjab gives your animals

The department vaccinates against Haemorrhagic Septicaemia (gal ghotu), Foot and Mouth Disease (munh khur), Black Quarter, Enterotoxaemia, goat pleuropneumonia and Newcastle disease in poultry. Its vaccine institute in Lahore makes more than 20 vaccine and test products.

The Veterinary Research Institute in Lahore Cantt produces vaccines including HS, anthrax, PPR, sheep pox, goat pox, lumpy skin disease and two Newcastle disease vaccines. The department says vaccines are kept between 2°C and 8°C all the way to the field. That matters. A vaccine left in a hot bag stops working, which is one good reason to use the government supply rather than a loose vial from the market.

To get your animals vaccinated:

  1. Call 08000-9211 and ask when the next campaign reaches your union council.
  2. Or visit your nearest veterinary hospital or dispensary and ask the veterinary assistant for the schedule.
  3. Vaccinate before the risky season. The department's own advice is to vaccinate on time and protect animals from extreme heat and cold.
  4. Keep healthy animals tied separately if a disease is in the area, and tell the staff.
  5. Ask for a vaccination record for each animal. You will want it at the mandi.
Steps to get your animals vaccinated by the Punjab Livestock Department

Report a disease outbreak, as the law asks

The Punjab Animal Health Act 2019 says that in a controlled area, anyone in charge of an animal must report a scheduled disease to the local veterinary officer. The officer must then visit, check the report and say what control steps are needed.

A "controlled area" is one the government has declared disease-free, or marked for wiping out a disease, under section 3 of the Act. Even outside such an area, early reporting is the fastest way to get help. The department's lumpy skin page says farmers can report lumpy skin or other diseases free through its mobile app.

Signs that need a call the same day: several animals sick at once, sudden deaths, lumps across the skin, blisters in the mouth or between the hooves, or swelling of the throat. Do not sell or move a sick animal to the mandi. That is how diseases travel from one village to the next.

Mobile vets and the Livestock Card

The department runs mobile veterinary dispensaries on a monthly schedule, along with livestock training buses. Ask the helpline when one visits your area. Small farmers can also look at the Punjab Livestock Card, an interest-free loan scheme, when it opens again.

The department also lists the Kissan Rehnumai app on its website. The Punjab Livestock Card gives interest-free credit for feed and care, but its last phase closed, so check before you apply. Farmers who also grow crops will find the Punjab schemes for farmers run by the Agriculture Department are a separate set.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked on 1 October 2026. We read the Punjab Livestock and Dairy Development Department's pages on livestock.punjab.gov.pk: the SPMS 9211 page for the toll-free 24/7 helpline and the 14.5 million farmers figure, its FAQs for free diagnosis, treatment and surgery, its extension services pages for the 3,500 service centres and mobile dispensaries, its preventive measures page for the vaccination list, its vaccine production page, and its lumpy skin disease page. We read the Punjab Animal Health Act 2019 on the Punjab Code. We did not call the helpline, so the answer time and whether a vet visits at home are not tested. Fees for routine vaccines and insemination are not published.
