How to Check If a Government Decision Is Officially Notified in Pakistan

Headlines say approved, but only a notification usually makes it official. See the three stages, where to find notifications and how to read the date on them.

To check whether a government decision is real, find the notification itself. An announcement, a cabinet approval and a notification are three different stages. Only a notification, published by the responsible office, usually puts a rule into force. Look for it on the ministry or body's own site.

This matters for fees, deadlines and filings, where acting on an announcement can cost you money. Headlines say "approved" when a committee has only agreed to a proposal. This guide shows how to tell the stages apart, where to look and what to do when you cannot find the paper.

Know the three stages: announcement, approval, notification

An announcement is a statement by a minister or an office. An approval is a decision by a body such as the cabinet or the Economic Coordination Committee. A notification is the formal document that makes the decision official, and it carries a number and a date.

Search the responsible office's own notification page

Each office posts its own notices. For tax, FBR posts SROs at fbr.gov.pk/sros and circulars at fbr.gov.pk/orders. For federal cabinet matters, the Cabinet Division lists notifications at cabinet.gov.pk. The Press Information Department posts press releases at pid.gov.pk.

We opened each of these on 8 October 2026. The FBR SRO page is split into income tax, sales tax, federal excise and customs. The Cabinet Division page lists dated notifications, such as the austerity measures of 17 September 2026. Our report on market closing times under austerity shows how those measures reached shops.

  1. Name the office that must issue the paper (FBR, a ministry, a province).
  2. Open that office's site by typing the address yourself.
  3. Go to its notifications, SROs or orders page.
  4. Search for the topic and the date.
  5. Read the start date inside the document.

Check the date inside the document, not the date it was posted

A notice can be posted days or months after it was signed. On 8 October 2026 the Cabinet Division site listed a notification titled "Committee for Monitoring and Implementation of Conservation and Additional Austerity Measures" under 7 October. When we opened the PDF, it was a revised notification dated 10 March 2026.

That does not mean anything is wrong. It shows why you should read the date on the paper. A listing date tells you when it was uploaded, and the document tells you when the decision was made. The same notification carried a line saying it was to be published in the Gazette of Pakistan Extraordinary, which is the official government gazette.

Why the date inside a Pakistani government notification matters more than the date it was posted

Also check the start date. A notification may take effect on the day it is signed, on the day it is published or on a later date named inside it. If the start date has not arrived, the old rule still applies today.

Check federal and provincial powers before you trust a headline

A federal notification does not bind a province on provincial subjects such as land, licensing, health and education. A decision by the federal cabinet on those subjects may apply only in Islamabad. Check whether the body that decided has power over your subject.

What to do when you cannot find the notification

If no notification exists, it is only a plan. Say it is announced or approved but not yet notified. Do not pay a fee, change a filing or tell customers about a new rule based on a headline. Ask the office, and write down who answered and when.

What is a notification in Pakistan?

It is a formal government document with a number and date that makes a decision official. An SRO, a gazette notice and a cabinet division notification are examples.

Is a cabinet approval the same as a law?

No. Cabinet approval is a decision. A law needs an Act or an order, and a rule usually needs a notification before it takes effect.

What is an SRO?

A Statutory Regulatory Order. FBR uses SROs to change tax and customs rules, and it lists them at fbr.gov.pk/sros.

Where can I read cabinet division notices?

On the Cabinet Division website at cabinet.gov.pk, under its notifications section.

Can a headline date be wrong?

It can mislead. We found a notification listed on 7 October 2026 that was dated 10 March 2026. Always read the date on the document.
