A choice registration number in Islamabad costs Rs 10,000 for an ordinary number you pick on a car and Rs 3,000 on a motorcycle, rising to Rs 2 million for 1, 5 or 786 on a car. Every band in between is listed below, for cars and for bikes, along with the rule most buyers miss: in Islamabad the number now belongs to you, not to the vehicle.

The Excise and Taxation Department of the Islamabad Capital Territory publishes these fees in its own fee schedule and on its Registration Number Policy page. We read both on islamabadexcise.gov.pk on 27 October 2026. The department works under the Islamabad Capital Territory Administration. Government, semi-government and commercial vehicles do not pay the special number fee at all.

Islamabad choice number fees for cars run from Rs 10,000 to Rs 2 million

For a private car, jeep or other four wheeler, Islamabad charges Rs 2 million for 1, 5 and 786, Rs 1 million for other single digits and triple numbers, Rs 500,000 for double digits like 11 or 77, and Rs 10,000 for any other number you choose.

Number you want (four wheeler)Fee
1, 5, 786Rs 2,000,000
2, 3, 4, 6, 7, 8, 9, and 111, 222, 333, 444, 555, 666, 777, 888, 999Rs 1,000,000
11, 22, 33, 44, 55, 66, 77, 88, 99Rs 500,000
10 to 90 in tens, 100 to 900 in hundreds, and 12, 14, 72, 313, 512, 514, 572Rs 100,000
101, 110, 123, 143, 202, 303, 404, 505, 606, 707, 808, 909, 911, 912, 914, 972, and every other two digit numberRs 50,000
Any other number you chooseRs 10,000

Look closely at the Rs 50,000 row. It covers "remaining two digit numbers", so a plain number like 23 or 47 costs Rs 50,000, not Rs 10,000. The Rs 10,000 band is for three and four digit numbers that appear in none of the rows above.

Motorcycle choice numbers in Islamabad cost Rs 3,000 to Rs 50,000

Bikes pay far less. A motorcycle owner pays Rs 50,000 for 1, 5 or 786, Rs 30,000 for other single digits and triple numbers, Rs 20,000 for double digits, and Rs 3,000 to reserve any ordinary number of their choice.

Number you want (two wheeler)Fee
1, 5, 786Rs 50,000
2 to 9 (except 5), and 111 to 999 triplesRs 30,000
11 to 99 doubles, and 313, 512, 514, 572Rs 20,000
10 to 90 in tens, 100 to 900 in hundredsRs 10,000
143, 123, 302, 420, and every other two digit numberRs 5,000
Any other normal number you reserveRs 3,000

The schedule prints the double digit fee as "20.000", with a full stop. We read that as Rs 20,000, because the rows above and below follow the same pattern. Confirm it at the counter before you pay.

Advance and out of series numbers cost Rs 500,000 to Rs 5 million extra

An advance series number, one from a series Islamabad has not opened yet, costs Rs 500,000 per series. Going more than ten series ahead, or asking for a deviated series, costs Rs 5 million, on top of the number fee itself.

The fee schedule says this in a note that changes an earlier notification dated 24 August 2021. The Registration Number Policy page puts the same thing more simply: "Deviated/Advance Series Number Fee (Private vehicles): 5,000,000". So a private car owner who wants a number from a future series should budget for the series charge first, then the number band from the table above, then the normal registration fee and taxes.

A worked example, using the department's own figures: 786 from an advance series on a private car would cost Rs 2 million for the number plus Rs 500,000 for the series, before registration fee and tax. That is our arithmetic. The schedule does not show a combined total.

Your Islamabad number stays with you when you sell the car

Islamabad now links a registration number to the owner's CNIC or NTN, not to the vehicle's chassis. When you sell, the number stays with you for your next vehicle. The buyer gets a new number, or their own personalised one if they already hold it.

This matters most to people paying Rs 100,000 or more for a number. Four rules from the policy page decide what happens next:

  • A personalised number cannot pass to another person or company within one year of allotment.
  • If you do not put it on another vehicle within one year of it being detached, it goes back to the pool and anyone can buy it.
  • If the owner dies, the number can pass to a legal heir.
  • If the seller is a bank or leasing company, the number moves with the vehicle to the buyer.

So if you are paying for a special number, you are buying it for yourself, not for the car. The transfer fee, biometric and paperwork for the sale itself are covered in Islamabad vehicle registration, transfer and token tax.

How to apply for a choice number in Islamabad

Ask for the number when you register or re-register the vehicle at the Excise office in Sector H-9, or through the department's online services portal. Pay the number fee by challan along with the other registration charges, then collect the smart card.

  1. Check the fee band for the number you want in the tables above.
  2. Call 051-111-383-383 to ask whether the number is free. The department's site lists a Number Reserve service but gives no public search.
  3. Apply at the H-9 counter or the online portal with your CNIC and the vehicle papers.
  4. Pay the challan. The Excise site names the PAK APP for online payments.
  5. Keep the receipt with your registration papers. The smart card takes 10 days for most vehicles and 15 to 30 days for a new locally made car.

Counters for registration work run from 8:30 am to 3:15 pm on working days, as set out in Islamabad Excise office timings. Saturday and Sunday are holidays.

One warning. The department's home page says only islamabadexcise.gov.pk and the PAK APP are official. Agents who promise a "guaranteed" number for cash outside the challan system are not part of the process, and the fee is never paid in cash to a person.

The fee table has one printing problem to be aware of

The column heading on the number fee table reads "Amount (in Rs.)/MONTH". The same heading sits on the biometric penalty table just above it, which really is monthly. Nothing else on the site treats a number fee as monthly, so ask before you pay.

The Registration Number Policy page lists the ordinary requested number fee as a single amount, Rs 10,000 for a four wheeler and Rs 3,000 for a two wheeler, with no mention of a monthly charge. That matches the bottom rows of the schedule. We think the "/MONTH" is a copying slip, but that is our reading, not the department's statement.

Choice numbers in other provinces work differently. Punjab sells many of its numbers by e-auction with reserve prices, and Sindh has its own premium number plate auction.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked 27 October 2026. Every fee comes from the Excise and Taxation Department, Islamabad: its fee and tax schedule and its Registration Number Policy page at islamabadexcise.gov.pk, which we read on 27 October 2026. The service times come from the same site's service delivery table. The 786 example is our arithmetic. We could not open the department's online services portal from our connection, so we could not test a live number search, and we did not buy a number. Fees can change by notification, so confirm at the counter or on 051-111-383-383 before you pay.
