In Khyber Pakhtunkhwa, a village or neighbourhood council can fine you Rs 15,000 for putting a khokha or temporary shop on a footpath, Rs 12,000 for slaughtering animals for sale outside the set place, and Rs 6,000 for letting a business's sewage run into the street. These are six municipal fines the KP Local Government Department publishes on its own site, under the KP Local Government Amendment Act 2019. Here is the full list, who issues the fine, and how to report an offence in your area.

We read the KP Local Government fines page and its forms page on 25 October 2026. These are local council fines. Traffic fines are a different list, set by the traffic police.

KP lists six local council fines from Rs 1,500 to Rs 15,000

The KP Local Government Department lists fines for six offences: unsafe food storage, footpath khokhas, handcarts without permission, harmful vegetation left on land, slaughter outside the set place, and sewage let onto streets. The amounts run from Rs 1,500 to Rs 15,000.

One reading point. On the department's page, the two amounts for item 2 sit together under both offences. The order of the page puts Rs 15,000 against the khokha and Rs 2,000 against the handcart, which also matches how serious each one is, so that is how we have shown them.

Your village or neighbourhood council issues these fines

Under the KP Local Government Amendment Act 2019, the village council or neighbourhood council is responsible for imposing these fines. Village councils cover rural areas and neighbourhood councils cover towns, and each one is the lowest tier of KP's local government.

Six offences on the KP local council fines list, with fines from Rs 1,500 to Rs 15,000

That matters for both sides. If you are a shopkeeper or vendor, the council office, not the police station, is where a fine comes from and where you go to ask about it. If you are a resident tired of a khokha blocking the footpath, the council is the body with the power to act.

The department's forms page lists a "Form of Ticket Against Municipal Offence", described as the statutory ticket issued for breaking municipal bylaws, illegal encroachments and municipal fines. A real fine should come on that kind of written ticket, not as a verbal demand for cash.

Ask for a written ticket before you pay any municipal fine

Pay a municipal fine only against a written ticket that names the offence and the amount. If someone asks for cash on the spot with no ticket, note their name and the time, and take it to the council office or the Tehsil Municipal Administration.

  1. Ask which offence on the list the fine is for, and check the amount against the table above.
  2. Ask for the ticket. The department's own form exists for exactly this.
  3. Pay only through the method written on the ticket, and keep the receipt.
  4. If the amount is higher than the listed fine, ask the council office to explain the difference in writing.
  5. If you are refused a ticket or a receipt, complain to the Tehsil Municipal Administration or on the Pakistan Citizen's Portal.

Street vendors can avoid the handcart fine altogether by getting permission first, and the process for that is in getting a street vendor licence in Pakistan.

You can report a footpath khokha or a sewage leak to the council

To report one of these offences, go to your village or neighbourhood council office with the location, photos and the date. If the council does not act, the Pakistan Citizen's Portal takes complaints against KP local government offices.

Be specific. "Khokha extended two metres onto the footpath outside the girls' school gate, since August" gives the council something to inspect. "Encroachment in our area" does not.

For sewage, say whether it comes from a shop, a hotel or a house. The fine is Rs 6,000 for a commercial concern and Rs 4,000 for others, so the source changes the penalty. A Citizen's Portal complaint needs the same detail, and how to file one is in using the Pakistan Citizen's Portal to complain.

Traffic and food authority fines are separate lists

These six fines are local council penalties only. KP's traffic fines for bikes, cars and rickshaws come from the traffic police, and food safety penalties on restaurants come from the provincial food authority. Each has its own list and its own office.

The KP traffic list is set out in KP traffic fines for bikes, cars and rickshaws. The food storage fine on this page is the council's version, aimed at anyone selling food to the public, and it can sit alongside action by other bodies.

How we verified this

What we checked, where we read it, and what we could not confirm.

We read the fines page and the forms page on lgkp.gov.pk, the KP Local Government, Elections and Rural Development Department's site, on 25 October 2026, through a page reader because the site does not load directly from our connection. The page does not give a date for the amounts or the section of the Act each fine comes from, and we could not confirm whether councils have since revised them.
