How to Transfer Vehicle Ownership in Khyber Pakhtunkhwa

Transfer runs through your district KP Excise office, not online. The documents, the Rs 500 motorcycle fee, and why the car fee is not published anywhere.

Transferring a vehicle's ownership in Khyber Pakhtunkhwa means a trip to your district Excise and Taxation office with both parties present, a filled Transfer Order form, both CNICs and the original registration book showing token tax paid up to date. A motorcycle's base transfer fee is Rs 500, a rickshaw's is Rs 800, and cars have no published fee at all.

We checked kpexcise.gov.pk directly on 4 October 2026, and the department's own site does not carry a transfer-of-ownership fee table for cars. It publishes registration fees and token tax rates, but not this. Khyber Pakhtunkhwa is one of five provinces that runs its own excise department, and a vehicle registered here is transferred here, not through any national office.

Documents you need for a KP vehicle transfer

Bring the Transfer Order form, both CNICs, the registration book, and two witnesses' CNIC copies. The seller and buyer usually attend together, and the office asks to see token tax paid to date before anything else moves.

This is the same core set every provincial excise department in Pakistan asks for, built around the old Motor Vehicles Taxation Act machinery that all four provinces still run on in one form or another. If your KP token tax is behind, clear the arrears first. An office will not move a file with unpaid tax sitting on the book.

What the transfer actually costs in KP

A motorcycle's base transfer fee is Rs 500 and a rickshaw's is Rs 800, figures we confirmed through coverage of the KP Assembly's own amendment bill. Car and van fees are not published anywhere on the department's site, so we are not quoting one.

We know the Rs 500 and Rs 800 figures because the KP Assembly waived them for one month starting 6 April 2026, under the Motor Vehicle Registration Amendment Act. A waiver only makes sense against a real underlying fee, which is how we know what the base charge is for those two categories.

Ask the counter clerk for the current car and van fee when you go. Fee schedules move with each year's Finance Act, and KP's own site does not keep this one current enough to print a number here with confidence.

How the transfer works at the Excise office

You register at the counter, submit the form and documents, and an officer checks the registration book against the file. Once everything matches, the fee is paid and a new book or an endorsed receipt is issued in the buyer's name.

  1. Clear any pending token tax on the vehicle before you go.
  2. Fill the Transfer Order form with both parties present.
  3. Attend the district Excise and Taxation office together.
  4. Submit the TO form, both CNICs and the registration book.
  5. Pay the fee and collect the new book or receipt.
Steps to transfer vehicle ownership at a district Excise office in Khyber Pakhtunkhwa

An untransferred vehicle stays legally registered to the seller. Any challan, tax demand or dispute attaches to their name, not the buyer's, until the file is actually updated. That is the single biggest reason to finish this the same week money changes hands, not whenever it is convenient.

Why you cannot do this online yet

KP Excise's homepage lists Vehicle Reg. and Online Vehicle Info as e-Services, but neither leads to a working online transfer tool, and we found the same gap when we checked for the department's token tax page in September. The Assembly has ordered one for motorcycles and rickshaws, and it was not live when we checked.

So for now, cars, motorcycles and rickshaws alike go through the district office in person. Treat any website or agent offering an "online KP transfer" with suspicion until the department actually publishes one, because nothing on kpexcise.gov.pk supports that claim today.

Mistakes that delay a KP vehicle transfer

Unpaid token tax is the most common holdup, since the office checks the registration book before it checks anything else. A missing witness signature or a photocopy that does not match the original CNIC sends the file back too.

  • Arrive with the registration book showing current token tax, not a promise to pay it later.
  • Have both parties present, since a one-sided transfer letter is not accepted as proof of sale.
  • Match CNIC photocopies exactly to the originals, including any recently renewed card.
  • Ask about the current car or van fee at the counter rather than relying on an old figure online.

A leased vehicle needs the lessor's clearance on top of the usual documents, and a vehicle bought under the File Return Scheme needs its original registration file, not just the book.

Common questions

Can I transfer a KP vehicle online?

Not yet for cars. The Assembly ordered an online system for motorcycles and rickshaws in April 2026, but it was not working on the department's site when we checked.

What is the fee to transfer a motorcycle in KP?

Rs 500, a figure confirmed through the one-month waiver the KP Assembly passed from 6 April 2026. Rickshaws carry a Rs 800 base fee.

Is there a published car transfer fee for KP?

No. kpexcise.gov.pk does not list one, and we are not printing a figure we cannot verify. Ask at the district office directly.

What happens if token tax is unpaid before a transfer?

The office will not complete the transfer until the arrears are cleared. Check the registration book's token tax status before any money changes hands.

Does the seller or buyer pay the transfer fee in KP?

The office does not fix this by rule. In practice, whoever wants the transfer done pays it, which is usually the buyer.

Can someone else transfer the vehicle on my behalf in KP?

The department's own process is built around both parties attending. We did not find a published provision for an agent or power of attorney doing this at the KP counter.

The document list and process steps are the standard excise practice confirmed against kpexcise.gov.pk's e-Services menu and the equivalent Punjab and Sindh processes already verified on this site. The Rs 500 motorcycle and Rs 800 rickshaw transfer fees, the one-month waiver from 6 April 2026, and the order to build an online transfer system are drawn from press coverage of the KP Assembly's Motor Vehicle Registration Amendment Act, since the Assembly's own bill PDF on pakp.gov.pk returned a 404 for us on the date checked. We could not find a published car or van transfer fee anywhere on kpexcise.gov.pk and say so plainly rather than estimate one.
