KP Vehicle Token Tax 2026-27: Rates by Engine Size and How to Pay
Khyber Pakhtunkhwa token tax 2026-27: Rs 2,000 to Rs 8,000 a year for cars, Rs 2,500 once for bikes, EVs exempt. Where to pay and what late tax can cost.

Khyber Pakhtunkhwa vehicle token tax for 2026-27 is Rs 2,000 a year for a private car up to 1000cc, rising to Rs 8,000 above 2500cc. A motorcycle pays Rs 2,500 once, for life. Electric cars pay nothing until 30 June 2028. When we checked on 27 September 2026, the Excise department's website had no working online payment link, so plan to pay at your district Excise and Taxation office.
Those rates come from the Khyber Pakhtunkhwa Finance Act, 2025, which replaced the whole token tax schedule in the Motor Vehicles Taxation Act, 1958. The Finance Act, 2026, in force from 1 July 2026, changed only one part of it: the rates for taxis, vans and buses that carry passengers for hire. Private car and motorcycle rates stay as they were.
We read both Acts in full at the motor vehicle sections, one from the KP Code and one from the Provincial Assembly's own website. We also opened every page on kpexcise.gov.pk that deals with vehicles. We did not pay tax on a real vehicle, so we cannot tell you what the counter will print on your receipt.
KP token tax rates for private cars in 2026-27
A private car, jeep, pickup or van with up to 6 seats pays a flat yearly amount by engine size. KP does not use a percentage of the car's price. The rates below are in the Schedule set by the Finance Act, 2025, and the Finance Act, 2026 did not touch them.

The quarter column is our own division. The 1958 Act levies the tax "in equal instalments for quarterly periods" starting 1 July, 1 October, 1 January and 1 April, so a year's tax splits into four equal parts.
That flat structure matters if you drive an expensive car. In Punjab, a car between 1001cc and 2000cc now pays 0.3 per cent of its invoice price, as the Punjab token tax schedule shows. In KP, a 1300cc car pays Rs 3,000 whatever it cost.
One warning. The copy of the 1958 Act on the Excise department's own website was compiled in 2012 and still shows the old figures, such as Rs 500 for a small car. Do not use it for rates.
Motorcycles, electric cars and commercial vehicles pay differently
A motorcycle or scooter pays Rs 2,500 once and never again. Electric four-wheelers are exempt until 30 June 2028. Taxis, rickshaws and buses pay the new 2026-27 rates set by the Finance Act, 2026, and goods vehicles pay by laden weight.
- Motorcycle or scooter: Rs 2,500 for life time, in the Schedule's own words.
- Electric cars: the Schedule sets rates from Rs 2,000 to Rs 8,000 by motor power in kWh, then adds a note that all electric four-wheelers are exempt up to 30 June 2028.
- Tractors: Rs 2,000 a year, with or without a trailer.
- Goods vehicles: Rs 1,500 a year up to 2,030 kg laden capacity, rising in steps to Rs 12,000 above 16,000 kg.

So a 14-seat van carrying passengers for hire now pays Rs 5,600 a year instead of Rs 4,200. A 50-seat bus pays Rs 25,000 instead of Rs 15,000. Transporters feel this change, private owners do not.

Paying KP token tax online did not work when we checked
We found no working online payment for KP token tax on the department's website on 27 September 2026. The e-Services menu items lead nowhere, and the apps address the site links to does not exist. Pay at your district Excise and Taxation office and keep the receipt.
Here is exactly what we saw on kpexcise.gov.pk:
- The e-Services menu lists Vehicle Verification, Registration Book Info and Vehicle Reg., but each item links to nothing.
- The "Online Vehicle Info" tile on the home page sends you to an e-bidding site of the Local Council Board, not to a vehicle search.
- The site's link to apps.kpexcise.gov.pk fails because that domain does not exist. We confirmed this with a public DNS lookup, so it is not a problem on our side.
- The Motor Vehicle Tax page carries registration fees and number plate charges, but no token tax table and no pay button.
Payment apps and bank apps may list KP Excise as a biller. We could not confirm that on any KP government page, so we do not tell you to rely on it. If you do pay that way, check the receipt shows your registration number and the right tax year.
The department's head office is at Auqaf Plaza, Shami Road, Peshawar Cantt, phone 091-9212260. Its website header also lists 091-9214067. Before you buy a used car, it is still worth checking the record through the vehicle verification portal for each province.

Late token tax can cost up to twice the tax
Under section 9 of the 1958 Act, if you do not pay on time you owe the arrears plus a penalty of up to twice the tax. Unpaid tax can also be recovered by warrant, by sale of movable property, or as arrears of land revenue.
Take a 1300cc car that skipped one full year. The arrears are Rs 3,000. The penalty can go up to Rs 6,000 on top, so the worst case is Rs 9,000 for that year. The word in the Act is "may extend to", so the officer can charge less, but you cannot count on it.
The same copy of the Act says quarterly payments are due before 31 July, 31 October and 31 January, with a fourth instalment for the April quarter. It also carries a 15 per cent rebate for paying the whole year in one go by 31 July. That copy dates from 2012, and we could not confirm the rebate still applies, so ask at the counter rather than plan around it. If you also own a car registered in Karachi, the Sindh vehicle tax portal works differently and does take payment online.
Registration fees and late registration fines in KP
Token tax is yearly. Registration is a one-time fee when the vehicle is new. The Excise department's Motor Vehicle Tax page lists both the fee and the fine for registering more than 60 days after purchase or import.

The fine bands on that page run 1301cc to 2000cc and above 2000cc, while the fee bands break at 2500cc, which is why two rows show a range. Number plates, the registration book and scanning cost Rs 1,215 as a package for a car and Rs 892 for a motorcycle. Federal advance tax is a separate charge at registration and on transfer of ownership, and non-filers pay more.
Common questions
How much is token tax for a 1000cc car in KP?
Rs 2,000 a year. That is the rate for a private car up to 1000cc in the Schedule set by the Finance Act, 2025, unchanged for 2026-27.
Is there lifetime token tax for motorcycles in Khyber Pakhtunkhwa?
Yes. A motorcycle or scooter pays Rs 2,500 once, for life. There is no yearly motorcycle token tax in KP.
Do electric cars pay token tax in KP?
No, not until 30 June 2028. The Schedule sets rates for electric four-wheelers but exempts all of them up to that date.
Can I pay KP token tax online?
We could not find a working online payment on kpexcise.gov.pk on 27 September 2026. Pay at your district Excise and Taxation office unless the department announces a working portal.
Did token tax go up in the KP budget 2026-27?
Only for passenger vehicles for hire. Vans with 7 to 15 seats now pay Rs 400 per seat and larger buses Rs 500 per seat. Private car rates did not change.
