Short answer: Under PTA's December 2025 amendment, an operator must give you 15 days' notice before it suspends or disconnects a service, and at least 3 days' notice before a planned network upgrade interrupts service. If it cut you off, it must restore service no later than 4 hours after you fix the cause.

The SMS says your postpaid line will be barred. Or the signal vanishes for a day with no word, and the operator later says "maintenance." Both are things the consumer rules now speak to in plain numbers. Most people do not know they exist.

We read the Telecom Consumers Protection (Amendment) Regulations, 2025 on 11 October 2026. It is S.R.O. 2509(I)/2025, dated 29 December 2025 and published in the Gazette on 31 December 2025. It is a scanned PDF on pta.gov.pk, so a digit could be misread. Check the numbers against PTA's copy of the notice.

Fifteen days' notice comes before any suspension

The amended regulation 7 says an operator shall give at least 15 days' prior notice of suspension or disconnection of a service, by at least one listed means. The notice must state the reasons and what you must do to avoid the suspension.

The list of means is wide: personal service, registered or courier mail, telephone, fax, email, your invoice or bill, SMS, USSD message or a press advertisement. So an SMS or a line on your bill counts. A silent cut does not.

Planned upgrades need three days' warning

A proviso added to regulation 5(1) says that for planned network system enhancements, updates or upgrades, the consumer shall be given not less than three days' prior notice of the service interruption by the operator.

The text we read does not say how long such an interruption may last, and it does not define "planned". It also does not say how the notice is sent. We found no separate rule on compensation for it. If your operator cut service for a planned job without telling you, record the date, the hours and any message, and put it in a complaint.

Sudden outages are different. There is a force majeure proviso for events outside the operator's control. The operator is excused only for the length of that event, and only if it took reasonable precautions. It must tell PTA in writing within 21 days, with the cause, the steps taken and how it limited the impact.

Regulation 7(3) says an operator shall not suspend a service when you have paid all dues for that service, even if you defaulted on a different service. It may suspend all connections of the same service in your name if the default on one of them is not cleared.

The notice must also warn of each connection that may be cut. So if you hold two postpaid lines and one bill is unpaid, the operator may act on both lines of the same service, but only after the notice names each connection. Emergency numbers must stay reachable on a suspended line under regulation 7(4).

Restoration has a clock of its own

Regulation 7(5) says the operator shall restore service immediately, and not later than four hours, after you have taken all the remedial steps to the operator's satisfaction. PTA's 2017 customer service targets set a faster 15 minute goal for mobile lines after arrears are paid.

The two numbers differ because they come from two texts. The 15 minute figure is a performance target for the operator as a whole. The four hour figure is the outer limit written into the consumer regulation. Use the four hour limit when you complain about a single case.

  1. Keep the notice you received, or note the date you did not receive one.
  2. Pay the dues and keep the confirmation with the time.
  3. Call the operator and ask for a complaint number.
  4. If service is not back in four hours, say that regulation 7(5) allows four hours.
  5. If it is still not back, file with PTA, attaching the complaint number and proof.

Our guide on the 180 day SIM rule covers suspension for non use, which has its own notice steps. For a SIM blocked after other reasons, read how to restore a blocked SIM.

File with the operator first, then with PTA

PTA takes a complaint only if it first went to the operator and the operator failed to register it, did not act in reasonable time, or gave an unsatisfactory answer. The complaint must carry evidence. The operator must give a complaint number and fix it within three working days.

When you file with PTA, you create an account, verify your mobile number with an OTP, select the operator and the complaint type, give the operator's complaint number and attach proof. PTA then sends a complaint number by SMS. Our guide on complaining to PTA about your mobile network goes through the screens.

Common questions

How much notice must an operator give before suspending my service?

At least 15 days, by at least one listed means such as SMS, bill, email or telephone, with the reasons and what you must do to avoid it. This is in the amended regulation 7(2).

Must I be told before a planned network upgrade?

Yes. The amendment says not less than three days' prior notice of the interruption. It does not say how long the interruption may last.

How soon must service return after I pay?

Immediately, and not later than four hours after you take the remedial steps to the operator's satisfaction, under regulation 7(5).

Can my operator cut a paid service because I owe on another?

No, not for a different service. It may suspend all connections of the same service in your name if the default is not cleared, after a notice that names each connection.

Can I still call emergency numbers if my line is suspended?

The regulation says operators shall not deny access to emergency numbers while a service is suspended for any valid reason. We did not test any specific number.

Does the operator owe me money for a planned outage?

We found no compensation rule for planned outages in the text we read. You can still complain if the notice was missing.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked on 11 October 2026. Source: the Telecom Consumers Protection (Amendment) Regulations, 2025 (S.R.O. 2509(I)/2025, dated 29 December 2025, Gazette of Pakistan, Extraordinary, 31 December 2025), read from the scanned PDF on pta.gov.pk, together with PTA's Telecom Consumer Protection (Amendment) Regulations, 2017 for the 15 minute reconnection target. We did not test how any operator sends these notices in practice.
