How to Apply to a National Incubation Center in Pakistan: Open Calls in October 2026

Which Pakistani startup incubators had open applications on 7 October 2026: NIC Sialkot, NIC Peshawar and Plan9, what each offers, and what to ask about equity.

Two National Incubation Centers (NICs) showed open applications when we checked on 7 October 2026: NIC Sialkot for its first cohort, and NIC Peshawar for Cohort 14. Neither page gave a closing date. NIC Karachi's Cohort 15 has already picked its 36 startups. Plan9 in Lahore takes no equity but opens applications only a month before each cycle.

Founders in Pakistan often hear "apply to an incubator" and then lose a week finding which one is actually open. This guide lists what we could confirm on each programme's own pages, what each says it offers, and what it does not say about equity and fees. It is about startup incubators in Pakistan, so it skips bank loans and angel investors.

Ignite runs the National Incubation Centers

Ignite, the National Technology Fund, is the government body that funds the NIC network. Its own website lists nine NICs, including Islamabad, Lahore, Karachi, Peshawar, Quetta, Hyderabad, Faisalabad and Sialkot. It also lists the Pakistan Startup Fund, BridgeStart Pakistan with Global Gateway and Direct tracks, and tech innovation grants for deep technology.

Each NIC runs its own cohorts and its own application page. There is no single Ignite form. You apply to the centre, and its team decides.

A page that says "open" with no date can be stale. Email or call the centre before you spend time on a pitch.

NIC Sialkot targets four local industries and early stage teams

NIC Sialkot is the newest centre. Ignite says it is run with a consortium led by Mobilink Bank and will support up to 25 startups a year. Its own site says it takes teams at the idea, prototype and early revenue stage, and gives priority to four fields: surgical instruments, sports goods, musical instruments and leather goods.

It lists legal help, financial modelling, pitch development, media services, coaching, mentoring, and training using the Founder Institute curriculum. It also lists co-working space for 94 incubatees and links to investors. Its site says nothing on equity or fees, so ask before you apply. The contact on its page is hello@nicsialkot.com.

NIC Peshawar and Karachi publish less detail

NIC Peshawar says applicants get mentorship, funding opportunities and a network of innovators. The page we read gave no deadline, eligibility rules, equity or fees. Its listed contact is info@nicpeshawar.pk and +92 336 8567196.

NIC Karachi's Cohort 15 announcement says it received over 500 applications, heard about 160 pitches and welcomed 36 startups, with global mentoring through Orbit Ventures. Watch its apply page for Cohort 16, since a cohort's closing date is not shown in advance.

Plan9 takes no equity but wants you in Lahore for six months

Plan9, run by the Punjab Information Technology Board, says on its FAQ page that it is funded by the Government of the Punjab and "expects no equity" in your startup. A cycle lasts six months, and the programme pays a stipend for each team member. We found no amount.

  1. Be a Pakistani national, aged 18 or over.
  2. Have a product-based idea with a tech component, and a mockup, wireframe or prototype.
  3. Form a team of up to 5, with a chief executive and a chief technical officer.
  4. Be ready to attend 10 am to 6 pm in Lahore for the whole cycle, and not hold a job elsewhere.
  5. Apply with one idea only, and upload a pitch video, when the call opens.

Applications open one month before a cycle starts, and the page does not name a current window. That is why we list no Plan9 deadline.

Register the company before you ask for money

Most funders, banks and customers want a registered business. The route most startups take is a private limited company with the Securities and Exchange Commission of Pakistan (SECP). The steps are in how to register a private limited company with SECP.

SECP also ran a dedicated startup portal. We tried to open it on 7 October 2026 and the address did not resolve, so we cannot say whether it still works. Use the main SECP site instead.

Freelancers who are not ready to form a company can start with PSEB registration for freelancers, which sits on a different path. If you are still deciding between a company and freelance income, look at how freelancers receive payments in Pakistan first.

Ask these questions before you apply

An incubator is a trade. You give time, and sometimes a share of your company. So ask: do you take equity, and how much? Are there fees? Do I have to move? Who owns the intellectual property? What happens if I leave early?

Get the answers in writing. We found no equity or fee terms on the NIC pages we read, so we do not claim they are free or that they take a stake.

Which NIC has an open call right now?

On 7 October 2026, NIC Sialkot (Cohort 1) and NIC Peshawar (Cohort 14) showed open applications, without deadlines.

Does Plan9 take equity?

No. Its FAQ says the programme is funded by the Punjab government and expects no equity.

Who can apply to Plan9?

Pakistani nationals aged 18 or over, with a product-based tech idea, a prototype, and a team of up to five including a CEO and a CTO.

Do I need a registered company to join an incubator?

The pages we read do not list it as a condition. Registration with SECP is still the usual next step for funding and banking.

What does Ignite offer besides incubators?

Its site lists the Pakistan Startup Fund, BridgeStart Pakistan and tech innovation grants. We did not verify their current terms.
