NCRC Complaint Online in Pakistan: Report a Child Rights Violation, All 13 Types and the 051-9202733 Line
File an NCRC complaint online or on 051-9202733 to report child abuse, child labour or child marriage anywhere in Pakistan. All 13 violation types and steps.

To report a child rights violation to the National Commission on the Rights of Child (NCRC), fill in the complaint form at ncrc.gov.pk/ncrc-complaint, or call 051-9202733, the line NCRC lists for complaints. The form takes complaints from anywhere in Pakistan, including Azad Kashmir and Gilgit-Baltistan, on 13 kinds of violation, from abuse and child labour to child marriage.
If a child is in danger right now, call the police on 15 first. NCRC is a statutory watchdog, not an emergency service. It is the body to tell when a child's rights are being ignored and the usual offices are not acting: a school beating children, a missing child case going nowhere, a child working in a home, or a marriage being arranged for a girl under age. We went through the NCRC form field by field on 31 October 2026.
NCRC accepts complaints on 13 types of violation
The form's "Type of Violation" list has 13 options. They run from rape and sexual abuse, murder, torture and physical abuse to corporal punishment, missing and abducted children, forced conversion and child marriage, child labour and begging, online abuse, education, and nutrition or medical neglect.
| Type of violation on the form | Example of when to choose it |
|---|---|
| Rape / sexual abuse | Any sexual abuse of a child |
| Murder | A child killed, where the case is not moving |
| Physical abuse | Beating at home or at work |
| Torture | Severe or repeated violence, including in custody |
| Corporal punishment | A teacher or madrassa beating a pupil |
| Missing | A child who has gone missing |
| Abductions | A child taken by force or deceit |
| Forced conversion / child marriage | A marriage arranged for a child |
| Child labour / beggary / child domestic labour | A child working in a home, workshop or on the street |
| Online abuse / harassment | Blackmail or abuse of a child online |
| Education | A child denied school or admission |
| Nutrition / Medical | A child denied food or treatment |
| Other | Anything else that harms a child's rights |
The examples in the second column are ours. Choose the option closest to your case. The case description box is where you explain the details, so the category does not have to be perfect.

File the NCRC complaint online in 6 steps
The form asks whether you are the victim's own complainant or complaining for someone else, then the child's details, your phone and email, the date and type of the violation, who did it, the province and district, a description, and an optional attachment.
- Open ncrc.gov.pk and click "File a complaint", or go to ncrc.gov.pk/ncrc-complaint.
- Say whether you are complaining for yourself or on behalf of someone.
- Enter the child's name, father's name, age and gender. The age list runs up to 17, since the form is for children under 18.
- Give your phone number and email, the date of the incident and the type of violation.
- Choose the type of perpetrator (family, friend, acquaintance, stranger or other), the province and the district.
- Describe what happened, attach any photo or document, and press the submit button.

The province list covers Punjab, Khyber Pakhtunkhwa, Sindh, Balochistan, Islamabad Capital Territory, Azad Jammu and Kashmir, and Gilgit-Baltistan. We found no option to complain anonymously. The child's name and your phone and email are asked for, so think about the child's safety before you file.
Write the complaint so it can be acted on
A short, dated account gets further than a long one. Put the facts in order: what happened, when, where, who did it, and which office you already told. Add any FIR number, school name or hospital record.
- Give the exact place: village or mohalla, tehsil and district.
- List every office you have already approached and the date.
- Attach copies, not originals. A photo of an FIR or a medical slip is enough.
- Do not attach images that show a child being abused. Describe them instead.
- Save a screenshot of the form before you submit.
NCRC's page does not say what happens after you submit or how long a reply takes. If you hear nothing in about two weeks, call 051-9202733 with the date you filed. For information rather than complaints, NCRC lists a separate line, 051-9202201.
Other offices that take child complaints
NCRC is one of several routes, and the right one depends on who is failing the child. A federal department's failure can go to the Wafaqi Mohtasib's children's office on 1056, set out in complaining about a child's rights to the Wafaqi Mohtasib.
For a missing child, report to the police at once, using the steps in reporting a missing person in Pakistan. In Islamabad, a planned child marriage can also be reported under the 2025 law, covered in stopping a child marriage in Islamabad. You can file with NCRC as well, since it can push other offices to act.

A bill to change NCRC's membership passed the National Assembly on 27 October
The National Assembly passed the National Commission on the Rights of Child (Amendment) Bill, 2026 on 27 October 2026. It would give the Commission six members, one from each province, one from Islamabad and one from the minority community, of whom at least two must be women. It would also make NCRC prepare its annual report within 120 days of the financial year's end and publish it on its website.
The bill is not law yet. It still needs the Senate and the President. It does not change how you file a complaint.

How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked 31 October 2026. We read the NCRC website and its online complaint form, and the NCRC (Amendment) Bill, 2026 as passed by the National Assembly. We did not submit a test complaint, so we cannot say what confirmation you receive. NCRC does not publish response times, and its email address is hidden on the site.
