Short answer: When the ECP displays a voter list for your area, you have a set window to act on it. Use Form 15 to claim a missing name, Form 16 to object to a wrong entry and Form 17 to correct your own details. Give the form, with proof, to the Revising Authority or the Registration Officer before the display period ends.

A wrong name on a voter list rarely looks wrong at first. A man who died three years ago is still on page 12. A woman's father's name is spelt with one letter off. Neither matters until polling day, when the roll is the only thing the presiding officer trusts.

We read the ECP voter page and the Election Rules, 2017, on 12 October 2026. This guide follows rules 29 to 37 and rule 44. Local government polls in Punjab are reported for 14 December 2026, so lists in that province are the ones most likely to be on display soon.

Three forms handle three different problems

Rule 31 sets the forms. A claim to have a name included goes on Form 15. An objection to an entry goes on Form 16. An application to correct an entry goes on Form 17. Each is addressed to the Revising Authority, the officer who decides disputes about the roll.

The ECP's voter page also lists Forms 21, 22 and 23 for registration or transfer, objection or deletion, and correction of particulars. In our reading, Forms 15 to 17 are the ones used while a list is on public display. Forms 21 to 23 are the standing forms for the rest of the time. Ask the registration office which one fits your case.

The list is displayed for at least thirty days

Under rules 29 and 30, the Registration Officer publishes the preliminary roll in Form 11 at his office and at other public places, with a notice stating the dates for claims and objections. Rule 30 says the display period must not be less than thirty days.

That notice is your clock. A claim, objection or correction filed after the period, or not in the manner the rules lay down, is rejected under rule 33. There is no appeal built into that sentence, so treat the last date as a hard one.

Who can file and what you must attach

A claim must be signed by the person making it and presented by that person or by a father, mother, spouse, son or daughter authorised in writing, rule 32(2) says. You may add any proof you like. The Registration Officer cannot take forms in bulk from one person or a party, under rule 44.

An objection has a strict condition. Under rule 32(3), you cannot object to a name on a roll unless your own name is on that same roll. The objection must also give all the particulars of the person it concerns, so you need the serial number and details from the list.

If your own entry is wrong, rule 32(6) says you apply to the Revising Authority on Form 17. Carry your CNIC, and first check that you are registered to vote. Our guide on checking your vote and polling station with 8300 shows how to see your entry, so you know exactly what to correct.

The Revising Authority holds a short hearing

For each claim, objection or correction that is not rejected out of hand, the Revising Authority serves a notice (Part II of the form, and Part III for the person objected to), by hand, post or courier. On the day fixed it holds a summary inquiry and records its decision, rule 36 says.

A summary inquiry is a short hearing. Rule 36(3) says the people involved are not entitled to an adjournment, although the authority may allow one for recorded reasons. So go on the day named on your notice, with your proof.

There is one protection worth knowing. Before an entry is deleted on objection, rule 36(6) says a person registered at the permanent or temporary address on the National Identity Card must not be deleted. A person registered elsewhere is transferred to the permanent address on the card instead.

Follow these steps to object or correct

  1. Find the notice of display and note the last date for claims and objections.
  2. Check your own entry and the entry you are worried about, and note serial numbers.
  3. Take the right form: 15 to claim, 16 to object, 17 to correct.
  4. Attach proof and a copy of your CNIC, and sign it yourself.
  5. Present it yourself, or through a parent, spouse or child authorised in writing.
  6. Attend the hearing on the date on your notice.

For a Punjab union council seat, the ECP's draft schedule for local government elections shows how soon these windows may open. We cannot tell you the display dates for your area, because we did not find them on an ECP page.

Rules on who may file a claim, objection or correction to a voter list in Pakistan

Common questions

Which form do I use to object to a name on the voter list?

Form 16, under rule 31 of the Election Rules, 2017. It goes to the Revising Authority, or is presented to the Registration Officer.

Can I object to a name on another area's list?

No. Rule 32(3) says no one may object to the inclusion of a name unless their own name appears on that electoral roll.

How long is the display period?

Not less than thirty days, according to rule 30. The notice published with the roll gives the exact dates.

Can my brother file the form for me?

The rules name your father, mother, spouse, son or daughter, authorised in writing. A brother is not on that list in rule 32(2) or rule 44.

What happens if I miss the last date?

The claim, objection or correction is rejected under rule 33. You would then use the standing forms with the registration office, where the rules allow.

Is there a fee?

The pages we read name no fee for these forms. The ECP voter page says the registration forms are free of cost from the district office.

How we verified this

What we checked, where we read it, and what we could not confirm.

We read the Election Rules, 2017 (updated to 23 November 2021) and the ECP How to Register page on 12 October 2026. We did not read the Elections Act sections that these rules implement. Rules change by notification, so check the registration office before filing.
