Prime Minister Shehbaz Sharif inaugurated Sky47 Karakoram-01 in Islamabad, described as Pakistan's first purpose built AI ready sovereign cloud platform and its largest AI ready data centre. It is a genuine first, and it is worth understanding what that phrase actually means before deciding how excited to be.

What is a sovereign cloud, and why does it matter?

A sovereign cloud is computing infrastructure physically located inside a country and governed by that country's laws. Data stays within national borders rather than sitting on servers in Frankfurt or Virginia, which changes who can compel access to it.

For an individual sending a message, the difference is invisible. For a bank, a hospital or a government department, it is the whole question.

Plenty of Pakistani organisations have avoided moving sensitive workloads to the cloud entirely, because the only clouds available meant putting citizen data on foreign soil. Domestic infrastructure removes that objection.

What makes a data centre AI ready?

Density and cooling. Training and running AI models needs racks of specialised processors that draw far more power and throw off far more heat than ordinary servers. A conventional data centre physically cannot host them without being rebuilt.

"Purpose built" is doing real work in that description. Retrofitting an existing facility for AI workloads is expensive and usually compromised, which is why building from scratch matters.

The practical constraint in Pakistan is power. AI infrastructure is enormously power hungry, and reliable supply at that scale is not a solved problem here. That will shape how much of the facility's capacity can actually be used.

What does this change for ordinary users?

Nothing immediately. You will not notice a difference in how ChatGPT or Gemini responds, because those services run on their own infrastructure abroad and are not moving.

What it may change over time is what Pakistani companies can build.

  • Local AI services that were impractical when compute had to be rented abroad in dollars.
  • Lower latency for anything hosted domestically, which matters for real-time applications.
  • Regulated industries able to use AI on data they were not permitted to send offshore.
  • Foreign exchange retained rather than spent on overseas cloud bills.

How does this fit with the rest of Pakistan's tech push?

It lands in the same year as the 5G rollout, which is not a coincidence. Both are infrastructure bets: one on connectivity, one on compute. Roughly 449 5G tower sites are now live across 22 cities following the March 2026 spectrum auction.

Connectivity without compute leaves you a fast pipe to somebody else's servers. Compute without connectivity leaves you infrastructure nobody can reach. Doing both in the same year is at least coherent.

Should you be sceptical?

A little, yes. Pakistan has announced technology projects before that arrived with a ribbon cutting and then went quiet. An inauguration is not the same as a facility running at capacity with paying customers.

The questions worth watching are unglamorous, and there are four of them:

  1. Who actually uses it. Named customers, particularly regulated ones, are the real signal.
  2. Whether power holds at full load. AI racks draw far more than conventional servers.
  3. Whether pricing competes internationally. Pakistani companies will not pay a patriotism premium for compute.
  4. Whether a second facility follows. One data centre is a demonstration, several are an industry.

None of that undercuts the launch. It just means the interesting news is a year away, not this week.
