How to Check and Restore a SIM Blocked for Biometric Re-Verification in Pakistan

A SIM tied to an old or unverified CNIC can be suspended without notice. How NADRA's biometric match works, who it affects, and how to get the SIM back on.

A SIM can stop working overnight if the CNIC behind it has expired or never passed a fingerprint match, with no text warning first. The fix is almost never online. It is a visit to your operator's franchise with your current original CNIC.

This is different from a SIM you blocked yourself by dialling the wrong code, and different from a number reported for fraud. Biometric re-verification is NADRA checking that the person holding the SIM is still the person on the CNIC it is registered to, and it fails quietly when that CNIC is out of date.

We checked PTA's own complaint portal and its device-check system while building this guide, and we say plainly below what we could and could not confirm on PTA's own pages.

Biometric re-verification means NADRA matching your fingerprint to your CNIC

Every new SIM, every replacement SIM, and every ownership transfer in Pakistan runs through NADRA's biometric system at the point of sale. The franchise scans a fingerprint and checks it against the CNIC record before the SIM is activated or handed back to you.

A SIM gets flagged after the fact, not at the counter, when the CNIC behind it later expires, gets re-issued, or was never matched properly in the first place. The SIM itself has not changed. The identity record behind it has moved, and the network catches up.

A fingerprint that genuinely will not scan, common with manual labourers and older citizens, is treated differently. The franchise cannot override a failed scan on its own, and that case goes to NADRA directly rather than being solved at the shop counter.

Restoring a blocked SIM is a franchise visit, almost never a website

There is no PTA or NADRA website that re-verifies a fingerprint over the internet. The device that does the matching sits at the operator's franchise or customer service centre, and nothing online replaces that step.

  1. If your CNIC itself has expired, renew it at NADRA before anything else.
  2. Take your current, original CNIC to any franchise of your own network.
  3. Place a finger on the biometric device when the staff ask.
  4. Ask for written or SMS confirmation that the SIM is active again.
  5. If the franchise cannot clear it, ask for a complaint number and escalate that to PTA.

Most cases clear at the franchise the same visit, once the CNIC itself is current. The step people skip is the first one: turning up with an expired CNIC to re-verify a SIM gets the visit sent back to NADRA, not solved.

The order of steps to restore a SIM blocked for biometric re-verification in Pakistan

A biometric block is not the same problem as a self-block or a fraud report

These get confused because they all end the same way, a SIM that will not call or text. The cause, and the fix, are different for each one.

  • A SIM you disabled yourself with a self-block code needs a PUK reset, not biometric re-verification.
  • A number reported for fraud or scam activity goes through PTA's fraud complaint category, not a fingerprint check.
  • A handset flagged on the device registration system is a problem with the phone's IMEI, not the SIM at all.
  • If your CNIC is current and the SIM still works, none of this applies to you.

If the franchise cannot fix it, PTA is the next step

PTA's complaint portal takes a case the franchise could not resolve, and the fraud, service provider, and device categories inside it cover most of what is left after a biometric issue. PTA's telecom complaint helpline is 0800-55055. Keep the franchise's complaint number ready before you call, since the escalation goes faster with it than without.

Watch for sites that offer to fix this online for a fee

A biometric check needs a finger on a device in a shop. Nothing about that step happens on a website, so any site offering to "verify" or "unblock" a SIM online, for free or for a fee, is not NADRA or PTA.

  • A real government check sits on a .gov.pk address, not a lookalike domain.
  • No page that asks for your CNIC number should be missing an ownership statement.
  • Nobody legitimate charges a fee by SMS or website to restore a SIM.
  • When in doubt, call PTA's own helpline rather than search for a shortcut.

If your own number is already blocked, remember you may need a second working line to receive any confirmation code during this process. Borrowing a family member's phone for that one SMS is simpler than it sounds.

Common questions

What does biometric re-verification mean for a SIM?

It means NADRA is matching the fingerprint on record for that SIM against the current CNIC. A mismatch, or an expired CNIC behind the SIM, is what triggers the block.

Can I re-verify my biometrics online?

No. The fingerprint match happens on a device at the operator's franchise or customer service centre. There is no website that does this step.

My CNIC has expired. What do I do first?

Renew the CNIC at NADRA before visiting the franchise. A franchise cannot re-verify a SIM against an expired identity card.

My fingerprint will not scan at all. What happens then?

The franchise cannot override a failed scan on its own. That case is referred to NADRA's alternate verification route rather than solved at the counter.

The franchise could not fix my SIM. What next?

Ask for a complaint number from the franchise and escalate it to PTA, either through the complaint portal or the helpline on 0800-55055.
