Pakistan Hosts First SCO Coordinators Meeting in Islamabad, 28 to 30 September

Pakistan is hosting the first meeting of the Shanghai Cooperation Organisation's national coordinators in Islamabad from Monday 28 September to Wednesday 30 September 2026. The Foreign Office announced it on Sunday. It is the first meeting under Pakistan's year as chair of the SCO, which ends with a leaders' summit in Islamabad in August 2027.

For people who live in Islamabad, the practical question is simpler: will roads close, and is there a holiday? As of 12:40 PKT on Monday, we found no official answer to either. No traffic plan, no road closure notice and no holiday notification had been published by the Islamabad Traffic Police, Islamabad Police or the Cabinet Division. Details are below.

The SCO meeting runs in Islamabad from 28 to 30 September

The SCO Council of National Coordinators meets in Islamabad for three days, 28 to 30 September 2026. Pakistan's national coordinator for the SCO chairs it. Coordinators from the member states and officials of the SCO Secretariat attend, according to the Foreign Office.

National coordinators are senior diplomats, one for each member country. They prepare the work that leaders and ministers later sign off.

The Foreign Office curtain raiser, dated 27 September 2026, says this meeting will discuss the programme of activities under Pakistan's chairmanship, preparations for upcoming SCO meetings and events, and "other matters on the agenda of the Organization."

Pakistan chairs the SCO until the August 2027 summit

Pakistan holds the chair of the SCO Council of Heads of State for 2026 to 2027. The council is the SCO's top body. Pakistan's year as chair ends with the leaders' summit it will host in August 2027, the Foreign Office says.

The Foreign Office lists four priorities for the year: better connectivity, innovation, closer economic cooperation and stronger people-to-people contacts. The stated aim is to turn shared plans into "practical and mutually beneficial initiatives."

More SCO meetings in Pakistan are likely before the summit, but the Foreign Office has not yet published that calendar.

Pakistan joined the SCO as a full member in June 2017, after 12 years as an observer, according to the Foreign Office's SCO page. The Foreign Office describes the SCO as representing over 40 per cent of the world's population.

No official road closures or holiday announced for residents

We found no official traffic plan, road closure or holiday for the SCO meeting as of 12:40 PKT on 28 September. Islamabad Police, the Islamabad Traffic Police and the Cabinet Division had published nothing on it. Security in the Red Zone is normally tight for foreign delegations.

Here is exactly what we checked on Monday morning:

• The Islamabad Police website and its news page. The latest items were about police station visits and public complaints. Nothing mentioned the SCO or traffic diversions.
• The Cabinet Division's list of public and local holidays. The last entry for 2026 is the Eid Milad-un-Nabi holiday of 26 August. There is no SCO holiday.
• The Motorway Police live travel board, at 12:38 PKT. The M-1 from Peshawar and the M-2 from Lahore showed no closures on the Islamabad end, only cloudy weather. The M-14 showed a road-work closure between Kotbellian and Essakhel, far from the capital.

News reports on Monday described heavy container barricades across Islamabad. Those containers went up last week before a planned march on the capital, which the organisers have since moved to 4 October. The Foreign Office has not linked them to the SCO meeting. We could not confirm from any official source which roads are blocked today.

Traffic around the Islamabad roads on 27 September had already eased on the motorways by Monday. Inside the city, roads around the Red Zone are the ones most often slowed during diplomatic visits.

What residents of Islamabad should do this week

Plan for short delays near the Red Zone and Constitution Avenue from 28 to 30 September, even without a formal notice. Check the traffic helpline before long trips, and keep your CNIC with you at checkpoints. Nothing official requires more than that.

1. Call the Islamabad Traffic Police helpline on 1915 before a trip through the Red Zone, the Diplomatic Enclave or Faisal Avenue.
2. Leave extra time for school runs and office trips near Constitution Avenue and Jinnah Avenue.
3. Carry your original CNIC. Police can ask for it at any checkpoint.
4. Check the Motorway Police travel board before driving in from Lahore or Peshawar. It updates several times a day.
