UK Immigration Rules changed on 8 October 2026: visitors from Pakistan no longer prove training is unavailable at home, and religious worker rules change next.

New UK Immigration Rules took effect on 8 October 2026. For Pakistanis, the main changes are on the Visitor route: you no longer have to prove that training you want in the UK is unavailable in Pakistan, and every visitor can now join workshops, debates and skills competitions. Religious worker rules change on 29 October.
The changes come from the Home Office's Statement of Changes HC 584, laid before Parliament on 3 September 2026. Its explanatory memorandum says most of the changes start on 8 October 2026. A few start later: religious worker rules on 29 October, student funds on 30 November and a passport rule for EU scheme holders on 9 December.
The UK visit visa fee from Pakistan is unchanged at £135 for up to six months. What changed is what you can do once you arrive, and what you must prove.

Visitors no longer have to prove training is unavailable in Pakistan
From 8 October 2026, a visitor coming to the UK for training does not need to show that the same training is not available at home. The Home Office says the change keeps the Visitor route in line with commitments the UK has made in trade agreements with other countries.
Before this, an officer could ask a Pakistani doctor, engineer or bank employee why the course could not be taken in Lahore or Karachi. That question is now gone from the rules. You still have to meet every normal visitor test: a genuine visit, enough money, and a plan to leave at the end.
Put plain evidence in your file instead. A letter from your employer naming the course, its dates and who pays is worth more than a long cover note. Keep the training short and clearly separate from work. Being paid by a UK organisation, or doing productive work there, still breaks visitor rules.

Every visitor can now attend workshops, debates and skills competitions
The list of permitted activities for visitors has grown. Under Appendix Visitor: Permitted Activities, all visitors can now take part in workshops, debates and skills competitions, provided they meet the eligibility rules in Appendix V: Visitor.
This came from the UK's return to Erasmus+, the European Union's study and training programme, which the UK joins in 2027. Most of the new Erasmus+ activities, such as 30 day traineeships and job shadowing, are reserved for Erasmus+ participants only. Workshops, debates and skills competitions are the part open to everyone, including Pakistani visitors.
Artists, entertainers and musicians also gain something. They can now attend rehearsals in the UK as visitors, and entertainment staff can help with permitted activities. A Pakistani band booked for a UK show no longer has to fit rehearsals into a grey area.
Skilled Workers who are victims of modern slavery can change employer
A Skilled Worker visa normally ties you to the job and the employer that sponsored you. From 8 October 2026, a worker whom the Home Office's Competent Authorities recognise as a victim of modern slavery can work for any employer for the rest of their permission.
The Home Office says the aim is to get victims to come forward early and to stop employers using sponsorship to exploit workers. A Pakistani worker stuck with an abusive sponsor can now leave and change employer on a Skilled Worker visa once recognised as a victim.

Religious worker and minister of religion rules change on 29 October
Many UK mosques sponsor imams and religious teachers from Pakistan. From 29 October 2026, the Temporary Work, Religious Worker route drops the rule that a sponsor must first advertise the job. A sponsor will instead have to show the worker is affiliated with its faith organisation.
The Minister of Religion route changes on the same date. The upper limit on how long someone can stay on that route is removed, in line with other work routes. For both routes, the money test changes for applicants who are exempt from the National Minimum Wage, because they do not get a salary in the UK.
If you are an imam or qari planning to go, ask your sponsoring mosque which route it is using and whether its paperwork reflects the 29 October rules.
One stricter rule applies to people already in the UK
Not every change is an easing. From 8 October 2026, an applicant inside the UK who once failed to report for immigration bail, or absconded from bail or custody, can be refused for having breached immigration laws. The Home Office says this brings in-country applicants into line with those applying from abroad.
The Home Office also tightened two procedural rules to stop people stretching their stay through repeat applications. One sets a single window to give biometrics, even if an application is later changed. The other fixes which application must follow a fee waiver request.

What Pakistani applicants should do now
Check which date applies to you. The rules in force on the day you apply are the ones used to decide your case.
- If you are a visitor coming for training, drop any paragraph arguing that the course is not available in Pakistan. Focus on the employer letter and your return plans.
- If you are coming for a workshop or competition, name it in your application and attach the invitation.
- If you are a religious worker, confirm your sponsor's route before 29 October.
- If you are a student applying after 29 November, plan for the higher monthly UK student visa funds.

Common questions
Did the UK visit visa fee change on 8 October 2026?
No. HC 584 did not change the fee. A standard visit visa of up to six months costs £135 when applied for from outside the UK.
Do I still need to show I will return to Pakistan?
Yes. Every visitor must still show a genuine visit, enough money and a plan to leave. Only the training availability test was removed.
Can Pakistanis join Erasmus+ traineeships as visitors?
Only if you are an Erasmus+ participant. The traineeship and job shadowing activities are reserved for that programme.
