Upwork W-8BEN in Pakistan: Fill the Tax Form With Your CNIC and Avoid 30% Withholding
Pakistani freelancers fill Upwork's W-8BEN with their CNIC as tax ID. Skip it and you cannot withdraw, and up to 30% can be withheld. Every field explained.

Pakistani freelancers on Upwork fill the W-8BEN tax form under Manage finances, then Tax information, using their Pakistani address, legal name, date of birth and CNIC number as the tax ID. Until the form is done, Upwork will not let you withdraw, and it may withhold up to 30% of future earnings for the US tax authority, with no refund later. Below is each section of the form, the mistakes to avoid, and how it connects to your FBR return.
We read Upwork's help page on completing the W-8BEN and its tax information page on 27 October 2026. Upwork asks every non-US freelancer for this form because the company is based in the United States.
The W-8BEN tells the US you are not a US taxpayer
The W-8BEN is a US tax form for people who are not US persons. Upwork uses it to confirm you are not a US taxpayer. With a valid form on file, Upwork is not required to withhold US tax from your earnings, and you can withdraw immediately.
Companies and partnerships use the W-8BEN-E instead. An individual freelancer in Pakistan, working alone under their own name, uses the plain W-8BEN. US citizens and green card holders living in Pakistan are a different case: Upwork says they must file the W-9.
| Who you are | Form on Upwork |
|---|---|
| Pakistani individual freelancer | W-8BEN |
| Pakistani company or partnership | W-8BEN-E |
| US citizen or resident living in Pakistan | W-9 |
| Claiming treaty benefits or other entity | IRS form sent to Upwork's tax team |

Fill the three sections in seven steps
Go to Manage finances, then Tax information, and complete three sections: tax residence, taxpayer identification and tax identification number. Each section shows Completed once it is done. When all three say Completed, the form is finished.
- Tax residence: enter your Pakistani address. It must be outside the US. Use the same address as your Upwork profile.
- Taxpayer identification: confirm you are a non-US taxpayer and enter your legal name exactly as on your CNIC.
- Select Individual as your federal tax classification.
- Enter your date of birth and Pakistan as your country of citizenship.
- Tax identification number: enter your 13-digit CNIC number. Upwork says this can be a national ID number.
- Read the certification and the statement of source, which confirms your work is done outside the US.
- Sign electronically with your legal name, tick the confirmation box and sign the affidavit that your status has not changed.
The name must be your legal name, not a shortened or English version you use with clients. Upwork's withdrawal rules say the name on your tax information is the one it checks against your bank account when you do not yet have a verified name. A mismatch blocks payments later.

Use your CNIC as the tax ID
Upwork asks for the number you use for tax reporting in your country and says it may be called something else, such as a national ID number. For a Pakistani individual, the CNIC number is the natural answer. Enter it without dashes if the field rejects them.
Upwork says it may verify the number, but not necessarily when you enter it. It uses the form only to confirm you are not a US person and to show the IRS if asked.
If you are not yet registered with FBR, that does not stop you filling the W-8BEN. Your CNIC is still your national ID. But think about registering, because freelance income can bring you inside the FBR's filing tests. The steps to check your filer status take one SMS.
Skipping the form can cost 30% of your earnings
Without a valid W-8BEN, Upwork says you cannot withdraw earnings and it may have to withhold up to 30% of your future earnings and send it to the IRS. Upwork cannot refund tax already withheld and sent, even if you complete the form later.
| Situation | What happens |
|---|---|
| Form completed | No US withholding, withdraw immediately |
| Form missing | No withdrawals at all |
| Form missing for long | Up to 30% of future earnings withheld |
| Form filled after withholding | Withheld tax is not refunded by Upwork |
| Form older than three years | Upwork asks you to refresh it |
On US$1,000 of earnings, 30% would be US$300 lost for no reason. That is our arithmetic, and it is why this form should be the first thing you finish after setting up your profile.

Update the form when Upwork asks or your details change
Upwork may ask you to refresh your W-8BEN even if nothing changed, because the form must be renewed every three years. You must also update it yourself if your details change, such as a move abroad. Editing uses the pencil icon on each section.
To edit: go to Manage finances, then Tax information, select the pencil next to the section, change the details, review, sign again and save. On the very first submission there is no edit button on the review screen. Upwork's advice is to submit anyway, then return and correct it with the pencil icon.
If your tax residence changed this year, Upwork says to use the tax number from where you live now. A Pakistani freelancer who moves to the UAE, for example, would update the address and tax details for the UAE.
When you click the pencil icon, some fields may look empty. Upwork says this is by design and your saved form is still complete.
The W-8BEN does not replace your FBR return
The W-8BEN only settles the US side. Upwork's own tax page says you may still owe tax in your own country and should check local rules. In Pakistan that means declaring your Upwork income in your FBR return.
Upwork's tax information page lists country articles for places such as India, the Philippines and the UAE. When we read it, Pakistan had no separate article, so the W-8BEN is the only Upwork tax form a Pakistani individual meets.
On the FBR side, foreign freelance income brought in through banking channels can qualify for a reduced rate if you register with PSEB, as set out in PSEB registration and the 0.25% freelancer tax. How to put it into the return is in filing a freelancer tax return in Pakistan. YouTube creators face a similar US form through Google, explained in submitting US tax info for YouTube.
Common questions
What tax ID do I put on Upwork in Pakistan?
Your 13-digit CNIC number. Upwork says the tax ID can be a national ID number where a country uses one.
Do Pakistani freelancers pay US tax on Upwork?
Not if a valid W-8BEN is on file. Upwork says it then does not have to withhold US tax.
Can I claim the Pakistan US tax treaty on Upwork?
Not through the normal form. Upwork asks you to choose "other entity type or claiming treaty benefits" and send the IRS form to its tax team.
How soon can I withdraw after filling the W-8BEN?
Immediately. Upwork says you can withdraw as soon as the form is complete, provided your withdrawal method is active.
Why is Upwork asking me to fill the W-8BEN again?
The form must be refreshed every three years, and Upwork may also ask when your details need confirming.
Should I choose W-8BEN or W-8BEN-E?
An individual freelancer uses the W-8BEN. The W-8BEN-E is for a company or partnership.
How we verified this
What we checked, where we read it, and what we could not confirm.
We read Upwork's How to complete Form W-8BEN or W-8BEN-E and Tax information for freelancers on 27 October 2026, plus its name matching page. We did not fill the form on a live account, so the exact wording of field labels may differ slightly. This is general information, not tax advice; for a treaty claim or a company, ask a tax adviser.
