Get a Free Cochlear Implant for Your Child From Bait-ul-Mal, Under Age 5

Pakistan Bait-ul-Mal pays the full cost of a cochlear implant for poor children under 5. See the online form, documents, medical board review and tracking.

Short answer: Pakistan Bait-ul-Mal pays the full cost of a cochlear implant for poor families. Register your child online at pbm.gov.pk/CochlearRegistration.html. The child must be under 5 years old. You need the father's CNIC, the child's B-Form and the name of the hospital or medical board that recommended the implant. It is free to apply.

We opened the registration form, the tracking page and Bait-ul-Mal's medical assistance policy on 9 October 2026. A cochlear implant costs more than Rs 2.5 million, according to Bait-ul-Mal, which says it has sponsored about 2,500 of these surgeries. For a family on a daily wage, this programme is often the only way a child born deaf gets one.

Bait-ul-Mal pays the full cost of a cochlear implant for poor children

Pakistan Bait-ul-Mal, the federal welfare agency, covers the full cost of a cochlear implant for deserving patients. Its board approved full funding in September 2019. The child gets the surgery and follow-up speech therapy at a partner hospital.

A cochlear implant is a small electronic device placed in the inner ear by surgery. It sends signals straight to the hearing nerve. For a child with severe or total hearing loss, it can make speech possible where an ordinary hearing aid does not help.

Bait-ul-Mal's board decided at its 65th meeting, on 5 September 2019, to pay the full cost of the implant. It also allowed contracts with private hospitals for the surgery. In December 2025, Bait-ul-Mal's Managing Director said the programme had sponsored about 2,500 implant surgeries and speech therapy courses.

Your child must be under 5 and the family must be poor

The online form accepts children under 5 years of age. The family must be poor or deserving, which Bait-ul-Mal checks through its own inquiry. A hospital or medical board must have recommended the implant.

Age matters because children learn to speak in their first few years, so doctors usually advise an early implant. The form states the limit plainly: "Age must be less than 5 years". When we read the form's code, its date check rejected any birth date before 1 April 2021. Go by the stated rule of under 5.

Bait-ul-Mal's medical assistance policy has no separate income line for cochlear cases. For its general medical help, a district officer checks the family's economic status before a case is sent for approval. Government employees in grades 1 to 12 can also be considered case by case under that policy.

If your child has no B-Form yet, get one first. Registering a child with NADRA comes first, because the form asks for the B-Form number.

Register online in five steps

Open the registration page, fill in every field in one sitting, choose your province and district, name the recommending hospital, and submit. Bait-ul-Mal's medical board then reviews the case and its officials call you if it is approved.

  1. Get a hearing test and a written recommendation for a cochlear implant from an ENT department at a government or teaching hospital.
  2. Open pbm.gov.pk and click Register Now under Cochlear Implant, or go straight to pbm.gov.pk/CochlearRegistration.html.
  3. Enter the child's and father's details. Type the CNIC with dashes, or the form will refuse it.
  4. Pick your province and district, and write the hospital or board that recommended the implant.
  5. Submit the form. Bait-ul-Mal says you must finish it in one session, so keep your papers beside you.
Five steps to register a child for a free cochlear implant with Pakistan Bait-ul-Mal

Bait-ul-Mal warns that incomplete or false details can delay or deny help. Check the phone number twice, because approval comes by a call.

Track the case on mis.pbm.gov.pk with the CNIC and mobile number

After you apply, track the case at mis.pbm.gov.pk/track. Choose Cochlear Implant as the project, enter the beneficiary's CNIC and mobile number, and type the code shown. The page shows where the case stands.

The review is done by Bait-ul-Mal's standing or special medical board. If the board approves the case, Bait-ul-Mal staff contact the family for the next steps, including the hospital and surgery date. Bait-ul-Mal pays the hospital directly. Under its policy, medical payments go by crossed cheque to the hospital, not cash to the family.

How to track a Pakistan Bait-ul-Mal cochlear implant application on mis.pbm.gov.pk

Bait-ul-Mal has named some of the hospitals doing these surgeries. It signed an agreement with Shaikh Zayed Hospital Lahore in December 2025, and in November 2025 its Managing Director visited Fauji Foundation Hospital to review sponsored cases. Your case may go to another panel hospital near you.

Never pay an agent, and ask the district office if nothing happens

Registration is free and is done only on pbm.gov.pk. Nobody needs to be paid to "push" a case. If you hear nothing for weeks, visit the Bait-ul-Mal district office or email the address on the form.

The form gives ad.it@pbm.gov.pk for questions. Take a printout or a screenshot of your submitted form, the hospital recommendation and the child's B-Form when you visit an office.

Bait-ul-Mal also gives hearing aids, wheelchairs and other devices to older children and adults who are not candidates for an implant. Those come under a separate scheme for hearing aids and wheelchairs from Bait-ul-Mal, with its own forms.

If you are refused and believe the decision is wrong, Bait-ul-Mal is a federal body, so you can complain to the Wafaqi Mohtasib, the federal ombudsman, free of charge.
