How to Get a Wheelchair, Hearing Aid or Artificial Limb From Bait-ul-Mal in Pakistan
Bait-ul-Mal gives disabled persons Rs 20,000 to Rs 30,000 a year plus wheelchairs, hearing aids and limbs. See the papers each item needs and how to apply.

Pakistan Bait-ul-Mal gives disabled persons yearly cash of Rs 20,000 for a family with one disabled member, or Rs 30,000 for two or more. It also supplies wheelchairs, hearing aids, white canes and artificial limbs. Each item has its own papers.
The scheme is called Special Friends, and it is easy to miss. Most people searching for a wheelchair start with a charity or a private shop, and pay. A free one may be available from a federal body that has a form for exactly this.
We read the Pakistan Bait-ul-Mal projects page and forms page at pbm.gov.pk on 7 October 2026. Everything below comes from them, and we mark what we could not confirm.
Special Friends gives cash and devices to disabled persons
Bait-ul-Mal says it supports persons with disabilities with financial assistance, standard and customised wheelchairs, hearing aids, white canes and artificial limbs. The cash amount depends on how many disabled people live in the family.

The site lists these as annual amounts, along with devices. It does not say how many instalments they are paid in, or how long a decision takes.
Cash assistance needs a disability certificate or the disability mark on the CNIC
For the yearly cash, the page lists four items: an application on the Bait-ul-Mal form, a copy of a valid CNIC, a B-Form for a child under 18, and a disability certificate or a NADRA CNIC that carries the disability mark.

The forms page has a separate form headed Disabled Persons / Special Friends, with a requirements sheet and the form as PDF and JPG. Download that one, not a general form.
A standard wheelchair needs a doctor's recommendation
For a standard wheelchair, the page lists an application with a CNIC copy, a disability certificate or a clear photo showing the disability, and a recommendation from a government medical officer. People aged 60 and over are also eligible.
That last line matters for families caring for an elderly parent who no longer walks. It means a wheelchair can come from this scheme without a disability certificate, as long as the other items are present. Our guide to the senior citizen card covers what else older citizens can claim.
Customised wheelchairs are handled differently. The page says online applications are required for 21 districts, naming Islamabad, Gujranwala, Hyderabad, Sukkur, Kotli, Rahim Yar Khan, Haripur and Tank among them. It does not list the full 21 in text we could read, so check your district on the site before you queue. A disability certificate from the social welfare department or NADRA and a photograph showing the disability are required.
Hearing aids and artificial limbs need a hospital estimate and Sehat Sahulat clearance
Hearing aids and artificial limbs have the longest list. Collect these before you apply.
- An application with a CNIC copy.
- An estimate from a government hospital.
- Medical test reports.
- An undertaking about the Sehat Sahulat Card.
- An NOC from the Sehat Sahulat Programme if the item is not covered by it.
The Sehat Sahulat step is the one that trips people. Bait-ul-Mal wants proof that a health insurance programme will not already pay. If your province has a health card, find out first whether it covers the device. In Khyber Pakhtunkhwa, the Sehat Card Plus eligibility check is the place to start.
The forms page also lists separate forms for Hearing Aids and Artificial Limbs. The home page links a cochlear implant registration form for children, which is a different programme with its own rules.
Where to apply and what we could not confirm
The forms page is the starting point, and forms are free to download. The site also lists a case tracking page at mis.pbm.gov.pk/track. We did not test it, and we do not know where each district office sits or how long approval takes.
Do not pay anyone to get a wheelchair or a form. If an agent offers to speed up your case for a fee, that is a reason to walk away. Providing the right papers first time is the only thing that saves days.
