How to File a Complaint to the Chief Minister Balochistan on AWAAZ
File a complaint to the Chief Minister Balochistan on the AWAAZ portal or the 24-hour line 081-9202424. The form, anonymous option, tracking and next steps.

To complain to the Balochistan government, use the Chief Minister's Grievance Cell, called AWAAZ, at grmbalochistan.com/complain, or call its 24-hour line 081-9202424. You need a name, a phone number and your district. A reference number comes back straight away.
A water line on your street has been dry for two weeks. The department's office says "come tomorrow". That is exactly the kind of problem the Chief Minister Balochistan's complaint system was built for, and it now takes complaints in Urdu, English and Pashto, by form, chat, AI phone call or at the CM Secretariat in Quetta.
We read the Chief Minister's website at cm.balochistan.gob.pk, which links to the portal, and the portal's form, tracking and "how it works" pages on 29 September 2026. We did not file a complaint ourselves.
AWAAZ is the Chief Minister Balochistan's grievance cell
AWAAZ, meaning "voice", is the CM's Grievance Cell of the Government of Balochistan. The Chief Minister's official website sends its "Register Complaint" and "Track Complaint" buttons to it. It covers provincial departments, such as water, health, education and pensions, in every district.
The form offers 40 choices, from Awaran to Ziarat, with Quetta, Quetta East and Quetta West listed separately. Its home page says 37 districts. It gives the CM Secretariat, Zarghoon Road, Quetta, as its address.
Federal matters go elsewhere. The CM site's own "Federal Department Complaints" button opens the Pakistan Citizen Portal registration page, which is explained in the Pakistan Citizen Portal complaint process. A federal body such as NADRA, the passport office or a gas company is not a provincial department.
Five ways to file a Balochistan complaint
The portal names five routes, and says all reach the same desk. Three work now: the web form, the AWAAZ chat, and the AI phone line 081-9202424. Walk-in help is at the CM Secretariat, Monday to Friday, 9 to 4. WhatsApp and the app are "coming soon".

The phone line is the one to use if reading and typing are hard. The portal says the AI assistant listens, writes the complaint and reads your reference number back on the same call.
How to file a complaint on the web form
Open grmbalochistan.com/complain, enter your name, phone number and district, write a one-line subject and what happened in any language, and attach up to three photos or PDFs. Press send and your reference number appears at once.

- Choose your district from the list.
- Write a clear subject and what happened, in any language.
- Attach up to 3 photos or PDFs, 5 MB each, then send and note the reference number.

You can file without your name. The form has a "gumnaam" (anonymous) option that hides your identity from the department. A phone number is still required, so the cell can verify and update you.
The form itself gives the best advice on a strong complaint: a clear one-line subject, enough detail to act on, your district, a way to reach you, and a photo or document. "No water on Sariab Road since 12 September, three streets affected" gets routed. "Water problem" does not.
What happens after you file
The portal describes five stages: filed, read by AI, sent to the department, resolved, and confirmed by you. It says the file closes only when you confirm the work is done, and that delayed files rise automatically towards the Chief Minister's desk.

The home page says the Chief Minister gets a weekly report, district by district and department by department. Its headline promises "an answer in 48h". Treat that as the cell's target, not a guarantee of a fix. The success stories on the home page are, in the portal's own words, "composite examples", so they are not real case records.
How to track a Balochistan complaint
Open grmbalochistan.com/track and enter your reference number. The page shows whether your complaint was received, is with the department, or is resolved and confirmed. If it cannot find the number, it asks you to check it and try again.
Keep the reference number somewhere safe, such as a photo of the screen. Everything after filing runs on it. If a department marks a complaint resolved and nothing changed, say so when the cell calls you back, because the file is meant to stay open until you confirm.
For older contact routes, the Chief Minister's site still lists the phone number 081-9202061 and the email cm@balochistan.gov.pk. KP has a similar setup, with the KP complaint WhatsApp and email system, so this is not unique to Balochistan.
When a provincial complaint is not enough
If a federal body is at fault, the Chief Minister's cell cannot order it to act. Use the Pakistan Citizen Portal for federal departments, and the Wafaqi Mohtasib for maladministration by a federal agency. Both are separate, free systems.
The Wafaqi Mohtasib complaint route suits long delays or unfair decisions by federal offices, such as pensions paid by a federal department. For a provincial office in Quetta or a district, start with AWAAZ, because it is the route the Chief Minister's own website points to.
