KP Complaint WhatsApp Number and Email: New Relief Department System

KP will take complaints against government departments by WhatsApp and email, with a diary number and a focal person in each department.

The Khyber Pakhtunkhwa government announced on 15 September 2026 that its Relief, Rehabilitation and Settlement Department will register complaints against government departments through a dedicated official email address and a WhatsApp number. Every complaint is to get a diary number and an acknowledgement, every department must name a focal person to resolve what is sent to it, and a complainant's identity is to be kept confidential. As of 17 September, neither the number nor the email address has been published on an official page.

That last sentence is the one to read twice. Three outlets reported the system on 15 September, and none printed the KP complaint WhatsApp number the government says it has set up. We spent the morning of 17 September looking for it on kp.gov.pk, on the Relief Department's own site and in the provincial press office's releases, and it is not there yet.

So this page tells you what the system is, how to write a complaint it can act on, what should happen after you send it, and how it sits beside the routes KP citizens already use. The Chief Minister's own complaint cell, by comparison, took 3,551 complaints between January and August 2026, and 1,047 of those came in over WhatsApp, which is a fair sign of why the province is adding another WhatsApp line.

What has KP announced?

A complaint line inside the Relief Department, reached by email and WhatsApp, that logs each complaint with a diary number, sends an acknowledgement, and hands the matter to a named focal person in the department complained about. Corruption and abuse of power complaints get a records audit, and leaking a complainant's name is treated as misconduct.

A diary number is simply the serial number an office gives a letter when it enters it in the register. It sounds old-fashioned, and it is, but it is the thing that lets you ask "what happened to complaint number so-and-so" instead of describing your problem from the start every time. On the systems that work, the number is the whole difference.

The focal person rule is the other part worth noticing. A complaint that reaches a department with nobody responsible for it goes into a pile. A complaint that reaches a person whose name is on a list, and whose list is watched, tends to get an answer. Whether KP publishes the list of focal persons is something we will watch for.

What is the WhatsApp number and email?

Not published. ProPakistani, ARY News and PhotoNews all reported the system on 15 September 2026 without the number or the address. We checked kp.gov.pk, reliefdepartment.kp.gov.pk and dgipr.kp.gov.pk on 17 September and found no notification, press release or contact page naming either.

What the Relief Department's site does carry, in its header, is a general office number, 0949212058, and a general email, rrsdpesh@gmail.com. Those are the department's ordinary contacts, read on its own site, and they are not the new complaint line. We mention them so that you know what is and is not official, not as a place to send a complaint.

A different WhatsApp number was circulated in early August as a Chief Secretary's complaint line. We could not find it on any kp.gov.pk page, and it belongs to a separate announcement, so we are not printing it. A number that reaches you as a forwarded message, rather than on a government page or a signed notification, is not one to send your CNIC to. That rule has saved readers money on fake petrol relief codes and fake NADRA fee pages, and it applies here.

When the number is published, it will be on a kp.gov.pk address, and we will add it to this page with the date.

How do you file a complaint on the new system?

By sending a message to the official email or WhatsApp number once it is public. The announcement does not prescribe a form, so write it like a letter to an office: who you are, which department and office, what happened, when and where, what proof you have, and what you want done. Then keep the diary number that comes back.

How to write a complaint to the KP Relief Department line, six steps
  1. Name the department and the office. "Education Department, District Education Officer, Mardan" can be routed. "The government" cannot.
  2. State the date, the place and what happened in plain sentences. One event per complaint.
  3. Give your full name, CNIC number and a phone number that is on your own CNIC.
  4. Attach what you have: a receipt, a rejection letter, a photo of a notice, a token number. On WhatsApp, send the file, not a screenshot of a screenshot.
  5. Say what you want. A refund, a reply, an appointment, an inquiry. A complaint without an ask is a grievance, and a grievance is easy to file away.
  6. Save the diary number and the acknowledgement. That number is your proof of the date you complained, which matters if the matter goes on to an ombudsman later.

If the complaint is about corruption or bribery, the announcement says records will be audited. That means dates, amounts, names and the office concerned are what the investigator needs. Accusations without those are very hard to audit, however true they are.

What happens after you send it?

The Relief Department is to enter the complaint, issue a diary number and an acknowledgement, and send it to the focal person of the department concerned. Corruption and abuse of power complaints are to be examined against government, financial and electronic records. A report with findings and recommendations follows, and proven corruption goes to the relevant authority for legal action.

No timelines were announced. The Wafaqi Mohtasib has a statutory 60 days, and the Pakistan Citizen's Portal tracks responses against a named official, so a KP line with no stated deadline is a weaker promise on paper than either. In practice the diary number gives you something to chase, and the focal person gives you somebody to chase.

The confidentiality rule is stronger than most. Exposing a complainant's identity, or leaking sensitive details, is to count as official misconduct. For anybody complaining about the office they deal with every week, that is the clause that makes filing at all a realistic choice.

How is this different from the Citizen's Portal and Dastak?

The Pakistan Citizen's Portal is the federal app run from the Prime Minister's office, works with a CNIC and a phone number, and reaches provincial departments too. KP's new line is provincial, run from one department, and reached by WhatsApp or email rather than an app. Dastak in KP is not a complaint channel at all. It is the province's arms licensing portal.

The Dastak confusion is real and worth a sentence. Punjab's Dastak brings government documents to your door. KP's Dastak handles gun licences. Neither takes complaints, and the two Dastaks share nothing but a name, so anybody who tells you to "complain on Dastak" is thinking of something else.

The CM Complaint Cell is the closest existing thing to the new line. Between January and August 2026 it took 3,551 complaints, referred 2,610 to departments, and recorded relief in 988 of those, according to The Nation's report of the 10 September review. The Chief Secretary said at that review that departmental complaint cells would be integrated with the CM cell. The Relief Department line announced five days later may be part of that integration or separate from it. The announcement does not say, and we are not guessing.

The federal route remains open regardless. If you would rather use an app with a tracking screen than a WhatsApp thread, the Citizen's Portal complaint process takes a KP department complaint today, with no number to wait for. And a federal body, as opposed to a provincial one, belongs with the Wafaqi Mohtasib, which the KP line does not replace.

What should you do now?

Wait for the number from an official page, and in the meantime file anything urgent through a channel that already exists. Draft the complaint now in the shape above, so it is ready to paste the day the line opens. And treat any number that reaches you by forward as unverified until you see it on kp.gov.pk.

No. Dastak KP is the province's arms licensing portal. Punjab's Dastak is a doorstep document service. Neither takes complaints.
