BEEF Out of Province Scholarship for Balochistan domicile students at public universities elsewhere: 60% or 3.00 GPA, documents, and how to apply via your FAO.

The BEEF Out of Province Scholarship is for students with a Balochistan domicile who study at a public university in Punjab, Sindh, Khyber Pakhtunkhwa, Islamabad, AJK or Gilgit-Baltistan. You need 60% marks or a 3.00 GPA. You apply through your university's financial aid office, not on your own. The official page is beef.org.pk/out-of-province-new.

The Balochistan Education Endowment Fund (BEEF) was set up by the Government of Balochistan in 2014. Its website lists more than ten scholarship schemes, from Cadet College places to foreign PhDs. This one is for students who left the province to study.

We read the scheme page, BEEF's 2025 Policy Guideline, the 2025-26 application form and BEEF's contact page on 3 October 2026. BEEF's homepage says the scheme "is now open for applications". It does not give a closing date or the stipend amount, and we say below what that means for you.

Who can apply for the BEEF Out of Province Scholarship

You can apply if you hold a local or domicile certificate of Balochistan and study outside the province at a public sector institution. You must be in a BS, professional, Masters or MS/MPhil programme, with at least 60% marks or a 3.00 GPA, and on your institution's merit list.

"Domicile" here means the certificate that shows your permanent home district is in Balochistan. A student born in Quetta but holding a Sindh domicile does not qualify.

The merit list is the condition most students miss. You do not compete with every Balochistan student in Pakistan. Your own institution ranks its Balochistan students and sends that list to BEEF. If your name is not on it, BEEF will not consider you.

Which result BEEF uses for your year

BEEF judges you on your most recent full result. A first year BS student is judged on the FA or FSc result. A third year student is judged on semesters one to four. MS students use the first semester for coursework and the first two semesters for the research year.

A first year student who joined a BS this autumn will need the intermediate result card. If you passed through the Balochistan board 12th class result this year, keep that result card ready to attach.

How to apply through your university

You apply on BEEF's paper Scholarship Application Form, but you hand it to your university's Focal Person or Financial Aid Office. That office checks it and sends it to BEEF with the merit list. The scheme page says BEEF will not accept individual forms.

  1. Download the 2025-26 Scholarship Application Form from the Out of Province page on beef.org.pk.
  2. Fill in your details and your student or guardian bank account: account title, IBAN, bank name, branch code and the mobile number linked to the account.
  3. Attach copies of your result, your domicile, your CNIC or B-Form, and two passport size photos.
  4. Take the form to your Focal Person or Financial Aid Office and ask them to verify it.
  5. Ask the office for its own closing date, since it must send the merit list to BEEF.
Five steps to apply for the BEEF Out of Province Scholarship through a university financial aid office

Get the IBAN right. BEEF pays into the account on the form, so one wrong digit can hold up your money for months. You can check your IBAN number on your bank's app before you write it down.

The scheme page lists a CNIC or B-Form "or CNIC of" a parent, and the sentence is cut short on the page. Attach both your own B-Form or CNIC and your father's or guardian's CNIC to be safe.

When we checked on 3 October 2026, the "Click Here" link in the announcement on BEEF's homepage opened an unrelated gambling page in Indonesian, not the scheme. The working scheme page is beef.org.pk/out-of-province-new. Use that address and do not enter details elsewhere.

We opened the link twice, once with a normal browser identity and once through a reader service. Both times it returned the same gambling page. The other BEEF pages we read, including the scheme page itself, the DAE page and the contact page, loaded normally.

Nothing on BEEF's scheme page or in its Policy Guideline asks for a fee or an online login. The form is a PDF that you print and hand to your university. Treat any page asking for a password, a fee or card details as something other than this scheme.

What BEEF has not published

BEEF does not publish a closing date or the stipend amount for this scheme. The 2025-26 round reached universities in May 2026. BEEF's homepage still says the scheme is open, so ask your financial aid office for its deadline this week.

We found one official date. The National University of Modern Languages posted the 2025-26 "Out of Province Scholarships" call on its own website on 19 May 2026. So the 2025-26 round ran in spring. Whether the "now open" notice refers to that round or a new one is not clear from BEEF's pages.

The rules on other scholarships also differ between BEEF's own documents. The scheme page says any student on another scholarship cannot apply. The 2025 Policy Guideline is softer: it bars you only if the other award is worth more than 60% of the BEEF stipend. Tell your financial aid office about any other award you hold, and let them decide.

The Policy Guideline also lets students send forms straight to the BEEF office in Quetta, as a second priority after the university lists. The newer scheme page says no individual form will be accepted. Go through your university first.

Other BEEF routes if you do not qualify

If your university is private, or your marks are below 60%, this scheme is closed to you. BEEF runs other schemes, including a Punjab Educational Endowment Fund quota of about 460 places a year for Balochistan students. Its contact office is in Quetta.

That quota comes through the PEEF scholarship, run under BEEF's umbrella for intermediate, graduation, Masters and MS/MPhil students. BEEF also has special quota places for orphans, children of BPS 1 to 6 government servants, minorities, transgender students, students with disabilities and women-headed families, though BEEF's Policy Guideline places those under its schemes within Balochistan.

Common questions

What is the last date for the BEEF Out of Province Scholarship?

BEEF has not published one. Your university's financial aid office sets its own internal deadline, so ask them. The 2025-26 call reached universities in May 2026.

Can I apply directly to BEEF without my university?

The scheme page says no, and that BEEF will not accept individual forms. Apply through your university's Focal Person or Financial Aid Office.

Can private university students apply?

No. The scheme page says students of private institutions are not eligible. The Policy Guideline also allows BEEF panel institutions, so check with BEEF if your university is on that panel.

How much does the BEEF Out of Province Scholarship pay?

BEEF does not publish the amount on the scheme page or in its 2025 Policy Guideline. It does say it pays the stipend once a year into the bank account on your form.

Can a student from Punjab or Sindh studying in Quetta get a BEEF scholarship?

Yes. BEEF keeps special slots for students of other provinces studying in Balochistan. They need their own province's domicile, 60% marks or a 3.00 GPA, and 75% attendance.

Do I need my FSc result to apply in first year?

Yes. First year BS and professional students are judged on their FA or FSc annual result.
