Benazir Hari Card Sindh: Who Qualifies and How to Register Free

Benazir Hari Card in Sindh: farmers with up to 25 acres qualify. See the benefits, the documents and the five parts of the free online form, checked at source.

The Benazir Hari Card is the Sindh government's card for small farmers. It is for growers with up to 25 acres, it is issued through Sindh Bank as an ATM card, and subsidies are paid into it. You register free online at cms.benazirharicard.gos.pk, or ask the helpline on 0311 1646111.

We opened the official registration form on 1 October 2026 and read every field. You will need your CNIC, a photo, your Form VII land record and a Sindh Bank branch of your choice. Nobody should charge you for the form.

Five steps to register for the Benazir Hari Card online in Sindh

The Benazir Hari Card is for Sindh farmers with up to 25 acres

The card is for farmers in Sindh who hold between 1 and 25 acres of farm land. The Sindh Agriculture, Supply and Prices Department says this first phase covers that group, and that larger landholders are planned for a second phase.

The Sindh Agriculture Minister set the 25 acre limit in a meeting recorded on the department's own website in October 2024. The Sindh cabinet had approved the card for holders of up to 25 acres in September 2024, as reported at the time.

You also need a valid CNIC, a mobile number in your name, and land in one of the 24 districts listed on the form. Karachi is on the list too, so peri-urban farmers are not left out.

Some websites say the limit is 12.5 acres. We found no official page that says so. The department's own words are "up to 25 acres".

The card carries subsidies, Sindh Bank payments and disaster help

The Benazir Hari Card works as a multi-purpose ATM card. The Sindh government pays its farm subsidies into it through Sindh Bank, so the money reaches the farmer directly instead of passing through a middleman.

The department lists these benefits:

The card is now the route for wheat support. In 2025 the department ran the Sindh Wheat Growers Support Program through it. In September 2026 the cabinet approved a fresh Rs 14.9 billion wheat subsidy for growers with up to 25 acres, again paid into the card, as reported from the meeting.

Set your expectations right, though. The card is not a fixed monthly payment. Money arrives only when a scheme is announced and you qualify for it.

Register online for the Benazir Hari Card in five parts

Registration is free and online. Go to benazirharicard.gos.pk and press Self/Online Registration, which opens the form at cms.benazirharicard.gos.pk. It has five parts: personal details, assets, irrigation, bank details and document uploads.

  1. Personal details. Name, father or husband name, surname, CNIC number, CNIC issue and expiry dates, mobile number, district, taluka, tappa, deh and village. Add your family size and a next of kin with CNIC.
  2. Land details. Total land in acres, land you farm yourself, fallow land, your share and the survey numbers. List any tenants or sharecroppers with their CNIC and area, then your crops by Rabi or Kharif season.
  3. Assets and irrigation. Tick your machinery, such as a tractor or thresher, and your animals. Then pick canal, tube well, rain or kacha area, and the power source for any pump.
  4. Bank details. Pick your city and preferred Sindh Bank branch. Give your date of birth, mother's name, marital status and both addresses. You can mark your land on a map.
  5. Uploads. The front and back of your CNIC, a photo and your Form VII land record. The form takes JPG or PNG files, and several images for Form VII.

Before you start, get your Form VII ready. You can check your entry free on the Board of Revenue's Sindh land record portal first, so the survey numbers you type match the record.

If you have no smartphone, the department also uses enumerators and a call centre. Ask your district agriculture office, or call 0311 1646111 from Monday to Friday, 9 am to 5 pm.

Farmers have already been registered in the hundreds of thousands

By December 2024 Sindh had registered 336,000 farmers, and 298,000 were eligible for the wheat subsidy. The minister said over Rs 18 billion had already been paid out, according to the department's own news page.

The card's website gives a target of 1.4 million farmers. The department's news page says 1.5 million. The two official figures differ, and neither page explains why.

At launch, the project director said Rs 8 billion had been set aside for the card. The first cards were handed out in Rohri, with 42,000 farmers registered in Sukkur and Ghotki, including 1,000 women.

Use only the official Benazir Hari Card address

The only official addresses are benazirharicard.gos.pk and cms.benazirharicard.gos.pk. Several private sites use similar names. Do not type your CNIC into them, and never pay anyone to register you.

The card's site says it was built partly to fight fraud. Keep it that way on your side too. Do not share the OTP on your phone or your ATM PIN with an agent, a shopkeeper or a caller who says he is from the department.

If something goes wrong, use the online complaint form on the official site. It asks for your name, CNIC, district, taluka and a short description. Farmers in Punjab have a separate scheme, the Punjab Kisan Card, and cannot use the Sindh card.

Who can apply for the Benazir Hari Card?

Is there a fee to register?

No. The online form is free. Anyone asking for money to register you is not from the department.

Which bank issues the Benazir Hari Card?

Sindh Bank. You pick your preferred branch on the registration form, and subsidies are paid into that account.
