The 8171 web portal asks you for three things and gives you one answer: whether your household is eligible.
We opened it. The portal at 8171.bisp.gov.pk is in Urdu, it offers two functions, and the form wants your form number or CNIC number, your mobile phone number, and the code shown in the image. That is the whole thing. Anyone charging you for this is charging you for typing.
The two things the portal does
The 8171 web portal has exactly two functions, and knowing which one you need saves a wasted trip.

It is a household check, not a personal one. That distinction matters more than people expect, because eligibility is assessed against the household as a unit, so a result is about the family record attached to that CNIC rather than about you as an individual.
Checking your eligibility online
- Open 8171.bisp.gov.pk directly. Type the address. Do not reach it through a search advert, for reasons we come to below.
- Choose the eligibility option, the one that reads about knowing your household's status.
- Enter your form number or your CNIC number. Either works. The CNIC goes in without dashes unless the field formats it for you.
- Enter your mobile phone number.
- Type the code shown in the image. This is a captcha, and it is there to stop bulk automated lookups, which is also why no legitimate service can check thousands of numbers for you.
- Submit and read the result.
The portal interface is in Urdu. If you are reading this in English and the page looks unfamiliar, you are almost certainly on the right site rather than the wrong one, because the fake versions tend to be slicker and in English.
The 8171 SMS route
The programme is named after its shortcode for a reason. Sending your CNIC number to 8171 is the route that works when you have no data connection, no smartphone, or a portal that is not loading under load.
Send the CNIC digits, wait for the automated reply, and treat that reply as the answer. If a message arrives from a personal mobile number rather than the shortcode, it is not from the programme.
Registering a complaint
The second function on the portal is the grievance route, and it is the one almost nobody uses because most people do not know it exists on the same page.
Use it when the record is wrong rather than when the answer is unwelcome. A complaint is the mechanism for a household that believes its assessment does not reflect its circumstances, a payment that was collected by someone else, or details recorded against the wrong person.
The BISP helpline is 0800-26477, open Monday to Friday, 9:00am to 5:00pm. It is a toll free number. For anything the portal cannot resolve, that helpline and your nearest BISP office are the escalation, not an agent in a market.
The scams, because this is the most targeted programme in Pakistan
Payment cycles are the busiest fraud season in the country outside result season. The pattern is consistent enough to write down.
Nobody legitimate charges you to check eligibility. The portal is free, the SMS is free, and an agent who takes Rs 500 to type your CNIC into a public website has sold you nothing.
Nobody legitimate charges a fee to release a payment. A message saying your amount is approved and a processing fee is needed to unlock it is a scam in its purest form. Payments are not unlocked by payments.
Do not share the code that arrives on your phone. One time codes and wallet PINs are the actual target of most of these calls. The programme does not ask for them.
Check the sender. Real automated responses come from the shortcode. Messages from an eleven digit personal number are somebody sitting in a room.
This is the same architecture as the frauds we keep documenting, from fake laptop scheme selections to fake challan texts: a real programme, a real sounding authority, and a small fee to release something you never had.
Where the official information lives
Two addresses, and only two. bisp.gov.pk is the Benazir Income Support Programme's own site, carrying its notifications, guidelines and the BISP Act 2010. 8171.bisp.gov.pk is the check and complaint portal. We requested both and both returned a live page.
Everything else, every site with a similar name, every app promising instant status, every Facebook page offering to register you, sits outside that. The programme does not need an intermediary and does not appoint one.
If the answer is that you are not eligible
Two honest points, because this is where people are most vulnerable to being sold something.
Eligibility is assessed on a survey of your household, so the route for a household whose circumstances have changed is to have that record updated through the programme's own registration process, at a BISP office or a designated registration point. It is not fixed by paying anyone.
A result you disagree with goes through the complaint function, not through a middleman. That is what the second button on the portal is for.
