BISP Says Not Eligible? Update Your NSER Survey Free at a Tehsil Desk

BISP decides eligibility from your NSER survey. Update it free at a Benazir registration desk in your tehsil: the papers to bring, the 3 counters and the SMS.

If 8171 says you are not eligible for BISP, the only official fix is to update your household survey, called the NSER, at a Benazir registration desk in your tehsil. Take the CNICs of every adult in the house and the B-Forms of every child. The survey is free, and BISP says no form is needed.

Most families who get a "not eligible" reply on 8171 believe the answer is final. It is not. BISP decides eligibility from the National Socio-Economic Registry, a survey of what your household owns, earns and looks like. If that survey is old, or got your family wrong, the answer on 8171 will be wrong too.

Your BISP eligibility comes from the NSER survey

BISP does not judge your application on the day you send your CNIC to 8171. It looks up your household in the National Socio-Economic Registry, or NSER. That survey covers over 35 million households, and its answers decide who gets Kafaalat.

So the 8171 reply is only as good as your survey record. A household surveyed years ago may still show a working son who has since left, a husband who has since died, or a motorcycle that was sold. BISP calls fixing this a "roster update". If your household was never surveyed at all, the desk will do a new survey instead.

BISP is moving to what it calls a dynamic registry, where a survey can be updated at a desk at any time.

Check your survey status on 8171 before you travel

Send your 13 digit CNIC number by SMS to 8171, or enter it on the 8171 web portal. The reply tells you whether your household is surveyed and whether it is eligible. Do this first so you know which counter you need.

BISP's leaflet still prints the old address 8171.pass.gov.pk. When we tried it on 10 October 2026 it did not open. The current portal is 8171.bisp.gov.pk, which did respond. The full set of 8171 replies and what each one means is in checking your BISP payment and eligibility on 8171.

Five steps to update a BISP NSER survey at a Benazir registration desk

Bring every CNIC and B-Form in your household

The desk needs the CNIC of each adult and the B-Form of each child living in your house. BISP's leaflet adds one rule people miss: every CNIC must already be correct at NADRA, including marital status, widow status and disability.

That NADRA rule matters. If a widow's CNIC still shows her as married, the survey will record her that way. Fix the card at NADRA first. A newborn without a B-Form is also left out of the household count, so getting the child's B-Form from NADRA comes before the desk visit. The same goes for a disabled member: a disability certificate and special CNIC is how NADRA records it.

The registration desk works in three counters

BISP's leaflet describes three stages: an information counter that screens your CNIC and gives a token, a data entry counter where an officer asks about your household, and a token receipt you keep at the end. The whole process is free.

  1. Queue at the information counter. Disabled persons, pregnant women and senior citizens get priority.
  2. Hand over your CNIC, or the CNIC of any family member. Show any BISP letter you received.
  3. Take your token. A surveyed household gets a token for a roster update. An unsurveyed household gets a token for a new survey.
  4. Wait for your token at the data entry counter. Give the CNICs and B-Forms of all members.
  5. Answer the officer's questions on members, education, health, assets and income. Give a working mobile number.
  6. Keep the token receipt and go home.

If BISP has sent you a Kafaalat letter asking for a CNIC update, the screening officer sends you to a priority counter. There you give the CNIC of the ever-married woman in the household, because Kafaalat is paid to her.

Answer truthfully. The leaflet says so directly, and it is also the practical choice. If a question is unclear, the leaflet tells you to ask the officer to explain it.

BISP runs 647 desks and some mobile vans

BISP's NSER Report 2024 says it runs 647 Dynamic Registration Centres, at least one in every tehsil. For remote areas it has added Mobile Registration Vans, 25 of them deployed with GIZ support, mostly in Balochistan.

The vans exist because the tehsil desk is too far for many families. BISP's own report found rural households more likely to be left out of the registry than urban ones, 13.6% against 10.5%.

BISP's homepage links to a list of survey centres on a NADRA address. It did not open for us on 10 October 2026. If you cannot find your desk, ask at the BISP tehsil office or call the toll-free helpline 0800-26477, Monday to Friday, 9am to 5pm.

After the survey you get an SMS from 8171

Once the survey is done, 8171 sends a confirmation SMS to the number you gave. If the household is found eligible, BISP may also send a letter about Kafaalat. You can check the new result on 8171 the same way as before.

BISP does not publish a fixed waiting time, so we are not quoting one. If no SMS arrives, or the result still looks wrong, the leaflet gives one more route: visit the BISP tehsil office, meet the Assistant Director or the relevant officer, and submit a written application asking for your eligibility status.

If you do become eligible, the money now goes into a wallet on a free Benazir SIM, which you collect from a BISP office. How that works is in the BISP Digital Wallet and Benazir SIM, and the current quarterly figure is in how much the BISP Kafaalat payment is.

Nobody can sell you a survey or an eligibility

BISP's chairperson said on 25 August 2026 that BISP charges no fee for any scheme, service or survey, and that no form is needed for the survey. Anyone selling a "BISP form" or charging to put your name in is cheating you.

The same goes for people who say they can change your score. Only BISP staff enter survey answers, at the desk. If someone takes money or cuts your payment, report it at the BISP office or through BISP's complaint system, as explained in agents illegally cutting BISP payments.

Common questions about updating a BISP survey

Can I update my BISP survey online?

No. BISP's leaflet sends updates to a Benazir registration desk in your tehsil. The 8171 portal only shows your status.

Does the NSER update cost anything?

No. BISP says it charges no fee for any survey, and no form is needed.

Who in the family should go to the desk?

Any adult can start with their CNIC, but bring the CNICs and B-Forms of every member. Kafaalat itself is paid to the ever-married woman of the household.

Will updating my survey make me eligible?

Not automatically. It makes your record current. BISP then decides eligibility from the new data, and it does not publish its scoring formula.

What if my status does not change after the survey?

Take your token receipt to the BISP tehsil office and submit a written application to the Assistant Director, or call 0800-26477.
