Check Khud Mukhtar in Punjab: Assets Up to Rs 150,000 for BISP Couples Aged 18 to 35
Khud Mukhtar gives young BISP couples in Punjab assets worth up to Rs 150,000. See who qualifies, the training step and why the district list differs.

Short answer: Khud Mukhtar gives married couples aged 18 to 35 in Benazir Income Support Programme (BISP) households in Punjab income-earning assets worth up to Rs 150,000, after job training. It runs in selected districts only. The official pages are undated and do not agree on the district list, so confirm yours on the 1221 helpline.
Khud Mukhtar gives assets, not cash, to young BISP couples
The Punjab Social Protection Authority (PSPA) says eligible members of BISP households receive productive assets worth up to Rs 150,000. Its examples are livestock, farm tools or small business equipment. The aim is to help a young couple start or grow a small earning activity.
The programme sits inside the Punjab Human Capital Investment Project, a PSPA project with a health part (Aaghosh), a school part (Bunyad) and this livelihood part. The project's own page gives its period as 2020 to 2026. That is a reason to ask early whether enrolment is still open in your area.
| Question | What the official pages say |
|---|---|
| Who can join | Married couple aged 18 to 35 in a BISP beneficiary household |
| How households are found | Through the National Socio-Economic Registry (NSER) |
| What you receive | Productive assets worth up to Rs 150,000 |
| Training first | Labor Market Readiness (LMR) training, then the grant |
| Effect on BISP payment | Not stopped, says the FAQ |
| Complaints | Social Protection Helpline 1221 |

Only married couples aged 18 to 35 in a BISP household qualify
Both pages set three tests: you are a married couple aged 18 to 35, you belong to a BISP beneficiary household, and you finish the training package. Households are picked from the NSER survey, so you cannot apply by walking in with a CNIC alone.
The FAQ on the project website adds detail. A son and daughter-in-law of the BISP woman can qualify. A son-in-law cannot, because he belongs to another household. A widow living with a BISP mother-in-law is not eligible to enrol. If the BISP holder has died, the couple is not eligible.
Age is read from the CNIC. The FAQ says a couple two or three months over 35 can still be enrolled. If the wife has no CNIC yet, her age can be shown with the nikah nama and checked after she gets the card.
If you are unsure whether your household is still in the BISP list, first check your BISP eligibility on 8171. A household that was dropped after the survey is unlikely to be picked.
Training comes first and the assets follow
You do not get the assets on enrolment. The programme first gives Labor Market Readiness training on business skills, basic money management and running a small enterprise. Only a person who completes that package qualifies for the Livelihood Support Grant, which is the asset.
The project page also lists coaching to improve earning habits. The grant is meant for work, so choose the activity before you are asked. A couple that already knows its trade, for example sewing, poultry or a shop, can answer questions with confidence.
- Confirm your household is in the BISP list and the survey record is current.
- Call 1221 and ask if your tehsil is in the Khud Mukhtar area.
- Complete the household form when the field team visits.
- Attend the full training. Do not skip days.
- Name the work you will do with the asset.
- Keep every receipt and message about the asset.

The district list differs between official pages
The programme page speaks of 13 target districts for the project, but Khud Mukhtar is narrower. The FAQ answers disagree. One says eight districts and names seven. Another says six and names Bahawalpur, Muzaffargarh, Rahim Yar Khan, Rajanpur, Lodhran and Dera Ghazi Khan.
We use the safer reading: do not assume you are covered. Some answers also say the couple must live in a tehsil that is part of the programme, and that a family moving to another tehsil is enrolled only if that tehsil is covered.
| Where | Districts or number given |
|---|---|
| Project introduction | 13 selected districts |
| FAQ, one answer | Eight districts, seven names listed |
| FAQ, another answer | Six districts, six names listed |

Papers problems have a fix at NADRA
Most failures come from papers. If a couple lives in a BISP household but is not in the BISP data, the FAQ says the household form is filled and the couple must renew the family tree at NADRA to prove the link. A husband with no CNIC is told to get one first.
Fix these before any visit: a CNIC for both spouses, a nikah nama, and a family tree that shows you as son and daughter-in-law of the BISP woman. Our guide to getting a copy of the nikah nama helps if yours is lost.
The FAQ also says that a household that looks well off can still be included if community groups confirm it is truly poor. Such cases go to those groups. Do not hide land or animals. A wrong answer can remove you later.
Free of charge, and the helpline takes complaints
The FAQs we read say complaints about Khud Mukhtar go to the Social Protection Helpline 1221. The Aaghosh FAQ says enrolment in that programme carries no fee. We did not read a fee rule for Khud Mukhtar, so treat any request for money as a reason to call 1221.
The PSPA home page describes 1221 as a 24 hour call centre for eligibility questions and complaints. The head office is at 78-79, D-Block, New Muslim Town, Wahdat Road, Lahore. The contact page lists +92-42-99231758 and complaints@pspa.punjab.gov.pk.
People who have a different need may find another PSPA scheme closer. See the Humqadam cash programme for poor disabled persons and the interest-free loan for disabled persons.
Common questions
How much does Khud Mukhtar give?
Productive assets worth up to Rs 150,000, according to the PSPA and project pages. The amount is a ceiling, not a promise for every couple.
Who can join Khud Mukhtar?
A married couple aged 18 to 35 from a BISP beneficiary household, found through the NSER, who completes the training.
Will I lose my BISP payment if I join?
The project FAQ says no. Enrolling does not stop the household's BISP assistance.
Is Khud Mukhtar open across all Punjab?
No. It covers selected districts only, and the official pages disagree on how many. Ask 1221 about your tehsil.
Can I apply online?
We found no online application. Households are chosen from the survey and enrolled by field teams.
Where do I complain?
Call the Social Protection Helpline 1221. The complaints email on the PSPA contact page is complaints@pspa.punjab.gov.pk.
How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked on Sunday 11 October 2026. We read the PSPA's Khud Mukhtar Program page, its home and contact pages, and the Punjab Human Capital Investment Project's Khud Mukhtar page and FAQ page. None of these pages carries a date. We did not call 1221, so district coverage and whether enrolment is open are not confirmed.
