Short answer: Humqadam is a Punjab Social Protection Authority (PSPA) programme that pays Rs 2,000 a month to poor persons with disabilities. You need a special CNIC or B-form from NADRA and a poverty score of 30 or less in the national socio-economic registry. The PSPA helpline is 1221.

Most families we hear about know the Himmat Card. Far fewer know that a second Punjab programme for disabled persons exists, run by a different office and paid through a different route. That is Humqadam. We read the PSPA programme page so you can tell, before you go anywhere, whether your family is likely to qualify.

Humqadam is a monthly cash transfer for poor disabled persons

The PSPA calls Humqadam an unconditional cash transfer for poor persons with disabilities in Punjab. The page says each person gets Rs 2,000 a month through a branchless banking channel. "Unconditional" means you do not have to do anything in return for the money.

The authority's stated goal is to improve the social inclusion and income of disabled persons and to lower their dependence on others. Persons with disabilities from all districts of Punjab are eligible if they meet the conditions below. The programme page carries no date, so check the amount when you contact the office.

Two conditions decide who qualifies

The page sets two conditions. First, your poverty score must be 30 or less in the national socio-economic registry, the household database that BISP built. Second, the person must hold a special CNIC or B-form from NADRA that records the disability.

The poverty score is a Proxy Means Test, or PMT. It estimates a household's wealth from simple indicators such as assets and living conditions, without asking for income. A lower number means a poorer household. You do not choose the score. A survey sets it.

That has a practical result. If your household was never surveyed, or was surveyed years ago, you may not have a score. The registry is the first thing to check, and a PMT of 30 or less is a high bar. For BISP's own survey and how to update it, read what to do when BISP says you are not eligible.

A disability record on the NADRA card comes first

Without the special CNIC or B-form, the page gives you no route in. The card shows the disability. In Punjab the disability certificate is issued through the Social Welfare department's system, and our walkthrough in how to apply for a disability certificate on DPMIS in Punjab covers that first step.

  1. Get your disability certificate from the Punjab Social Welfare system if you do not have one.
  2. Apply to NADRA for the special CNIC or B-form that records the disability.
  3. Find out whether your household has a poverty score in the national socio-economic registry.
  4. Call the PSPA helpline on 1221 and ask whether your CNIC is eligible for Humqadam.
  5. If you are told you are eligible, ask which payment agent to visit and what to carry.

The PSPA page does not publish an application form

We could not find an application form or a registration portal for Humqadam on the PSPA website. The page describes the programme and its rules, not a way to apply. So we do not state a process that we cannot show you.

What the authority does publish is a social protection helpline, 1221, which its home page describes as a 24 hour call centre for eligibility questions, complaints and cash-out agent details. The same site gives a landline, +92 42 99231758, and the email info@pspa.punjab.gov.pk. The home page also links an online eligibility check for programmes.

Beware of any agent who asks for money to "register" you. The authority's page mentions no fee and no middleman.

How Humqadam differs from the Himmat Card

Humqadam comes from PSPA and uses the poverty score. The Himmat Card comes from the Social Welfare Department and uses its disability registration. They pay different amounts on different schedules. We cannot say whether one person can receive both.

Our report on the Punjab Himmat Card for disabled persons covers Rs 10,500 a quarter and the CNIC check on DPMIS. If you need equipment rather than cash, the Social Welfare pathway in how to apply for a free wheelchair or hearing aid in Punjab is a different door again.

It is worth asking the helpline about both. Say your CNIC, say the disability, and ask which programmes it is eligible for. Write down the date, the time and the agent's name.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked on Sunday 11 October 2026. We read the Punjab Social Protection Authority's Humqadam Program page, its home page with the helpline notice and its contact footer. We tried the online eligibility check link and it was blocked from our network, so we could not describe its screens. We did not call the helpline. The programme page is undated and amounts may have changed.
