A wooden abacus and a brass balance scale on a dark wooden table, for a guide to interest-free loans for disabled persons in Punjab

Short answer: Disabled persons in Punjab can ask for an interest-free business loan of about Rs 25,000 to Rs 100,000 under a Punjab Social Protection Authority (PSPA) scheme. The Punjab Small Industries Corporation (PSIC) holds the funds and Akhuwat runs the loans. The PSPA page gives no form or deadline, so call 1221 first.

The scheme lends to disabled persons so they can start small businesses

The PSPA calls it the Income Generation Scheme for Persons with Disabilities. It is a "graduation" scheme, meaning a way for a disabled person to move from monthly cash help to earning an income. The PSPA says all disabled persons in Punjab are eligible for an interest-free loan to start an enterprise.

The page is undated and does not repeat any age limit, income test or guarantor rule. So the only official rule we can state is the broad one: a disabled person living in Punjab. Everything else is a question for the helpline.

Punjab income generation scheme for disabled persons: Rs 25,000 to Rs 100,000, interest-free, PSIC and Akhuwat

Loans run from Rs 25,000 to Rs 100,000

The page says the average interest-free loan under the scheme ranges from Rs 25,000 to Rs 100,000. "Average" means the size varies by case, and it does not promise Rs 100,000 to everyone. Ask what size suits your plan before you sign.

It also says Rs 270 million has been disbursed since 2017 on a revolving basis. Revolving means repaid money is lent again. That is why the scheme can keep serving new borrowers, and why repaying on time matters to the next person.

The page says the recovery rate is 100 per cent. That is the authority's own statement, and we cannot check it. Treat it as a reminder that borrowers are expected to repay in full.

Akhuwat is the service provider, so its branch is the likely first stop

The page says PSIC manages the funds and Akhuwat administers the scheme as service provider. In practice, the loan officer you meet may be from Akhuwat. Do not assume the scheme follows Akhuwat's ordinary loan rules. Ask which rules apply to you.

Akhuwat's regular products differ. In our guide to Akhuwat's interest-free loans, a family enterprise loan runs from Rs 10,000 to Rs 50,000, with a small application fee, in person at a branch. The disabled persons' scheme can go higher, and we could not confirm whether the same fee or guarantor rules apply.

  1. Write down your business idea, your expected costs and the loan size you need.
  2. Collect your CNIC and, if you have one, your disability certificate or special CNIC.
  3. Call the Social Protection Helpline 1221 and ask how to apply for the PWD income generation loan.
  4. Ask which Akhuwat branch handles it for your district.
  5. Ask in writing what fees, guarantors and repayment dates apply, before you sign.
  6. Keep a copy of everything you sign.
Six steps for a disabled person in Punjab to ask for the PSPA interest-free loan

Keep your disability papers ready

The page does not name a certificate, but a disabled person asked to prove disability will most often be asked for one. If you do not have it, see how to apply for a disability certificate online in Punjab. It also carries the special CNIC process in our disability certificate and special CNIC guide.

Having the papers also opens other help. The Punjab Himmat Card and the Humqadam cash programme are separate schemes with their own rules, and a family may qualify for more than one.

Nayee Zindagi helps acid attack victims on the same menu

Another PSPA programme on the same menu is Nayee Zindagi. The page says it provides medical and psychological rehabilitation, skin grafting treatment at the government's expense, skill training and interest-free loans for work or self-employment for acid attack victims.

The page gives no amounts, no form and no date, so it is a lead rather than a guide. A victim or family should ask 1221 about it and about the Specialised Healthcare and Medical Education Department, which the page names as the treatment partner.

Repay on time and refuse anyone selling access

Interest-free does not mean free. You return every rupee you borrow. Plan the monthly payment from the profit you will really make. A loan of Rs 25,000 that is used well is better than Rs 100,000 that cannot be repaid.

The page mentions no fee for the scheme. Do not pay a middleman to "arrange" a loan. If anyone asks for money to push your file, call 1221, or write to complaints@pspa.punjab.gov.pk.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked on Sunday 11 October 2026. We read the PSPA's Income Generation Scheme for PWDs page, its Nayee Zindagi page, its programme menu and home page. The pages carry no date. We did not call 1221 or visit a branch.
