Who Gets a Blue Passport in Pakistan, and What Just Changed
You cannot apply for a blue passport. It goes with the job. The rules were tightened after a backlash, and numbers are being cut again.
You cannot apply for a blue passport in Pakistan. There is no form, no fee and no queue. It comes with the office, and it goes when the office goes.
That single fact answers most of what people search for, and it is why the rules changed in July 2026 after a proposal to let former lawmakers pass the privilege to their children.
It is not called a blue passport
The colour is not the legal category. We checked the Directorate General of Immigration and Passports, and in its own words Pakistan issues four kinds of passport:

All of it runs on the Passport Act 1974, the Passport Rules 2021 and the Passport Amendment Rules 2021, notified as SRO No. 1139(1)/2023.
This matters practically. Searching for "blue passport" turns up a great deal of confident writing that is not tied to any rule. Searching for the Official Passport and Schedule III takes you to the instrument that actually decides it.
Who gets one
Broadly, people travelling abroad on the state's business: members of parliament, senior civil servants, members of the judiciary including judges of the Supreme Court, the Federal Shariat Court and the high courts, armed forces personnel on international duties, and senior constitutional officials such as the Auditor General and the Chief Election Commissioner.
Reports also place top taxpayers, recognised on the Federal Board of Revenue's recommendation, among the categories. We could not open a schedule listing every category, so treat that one as reported rather than confirmed.
The consistent thread is that eligibility follows active service and official duty. It is not a personal application and it is not a reward you can request.
What the proposal was, and what it actually was not
Here is where the reporting needs care, because a lot of coverage described an entitlement that does not exist.
On 10 July 2026 a Senate committee approved the Members of Parliament Salaries and Allowances (Amendment) Bill 2026. The proposal would have extended blue passports to dependent children under 28 of former members of parliament, and given sitting and retired senators a lifetime entitlement.
A committee approval is not a law. It is not passage by either house, it is not presidential assent, and it is not a notified rule. Nothing about children of former lawmakers took effect, and after heavy public criticism the government moved away from the proposal.
If you read in July that ex MPs' children were being given blue passports, what had happened was that a committee had cleared a bill proposing it.
What was actually tightened
On 19 July 2026 the Minister of State for Interior, Tallal Chaudhry, set out stricter controls on issuance.
- Every case goes up the chain. Each application is referred to the interior secretary, and to the interior minister if needed.
- Limited validity. Passports are to be issued for restricted periods rather than indefinitely in most circumstances.
- Official duties only. The document may be used for official travel, not personal travel.
- Fewer of them. Holder numbers are to fall a further 15 to 20 per cent.
The number is the interesting part
Pakistan had roughly 70,000 blue passport holders. That has already been cut to under 50,000, with the further reduction still to come.
Seventy thousand official passports is a lot for any country, and the reason for cutting it is not only about optics.
Chaudhry said the size of the blue passport population had been a major impediment in negotiating visa abolition agreements with other countries. That is the part worth understanding. Countries sign visa waivers for official passport holders on the assumption that the category is small and genuinely official. When it runs to tens of thousands and includes people not travelling on state business, the other side becomes reluctant to sign, and ordinary Pakistani travellers get nothing.
So the cut is not simply a gesture about privilege. A smaller, stricter official category is what makes visa agreements negotiable at all.
The provinces are separate
The Khyber Pakhtunkhwa Assembly has voted to end lifetime blue passports for its own members. That is a provincial decision about provincial members.
It does not change federal entitlement, and a decision in one assembly does not apply in another. Provincial and federal rules on this run on separate tracks, and it is worth not reading one as the other.
What this means if you are an ordinary traveller
Directly, nothing. You were never eligible and the rules did not change for you.
Indirectly, possibly something good. If a smaller official category makes visa abolition agreements easier to negotiate, the benefit eventually shows up in ordinary green passport holders' travel. That is a slow and uncertain chain, and we are not going to promise it, but it is the stated reasoning.
