How to Use CDA and MCI Services on PAK App in Islamabad

CDA and MCI now offer bill payments, permits and birth and death registration on PAK App. See each service, the Rs 420 fee, and how to sign in with Pak ID.

CDA and the Metropolitan Corporation Islamabad (MCI) now offer a set of civic services on PAK App, the federal government's app built by the National IT Board (NITB). You can pay property tax and water bills, apply for open space, generator, signage and advertising permissions, and register a birth or death. Download PAK App, sign in with Pak ID, then open the CDA or MCI tile.

CDA announced the move on 20 September 2026. NITB's own notice says birth and death registration was already on PAK App and business licences are now live too. We read both notices, the store listings and NITB's service catalogue on 3 October 2026. No fee for the licence services is published yet.

Six CDA and MCI services are on PAK App so far

CDA lists property tax, water bills, parking permits, advertising and open space permissions, generator licences and municipal approvals. NITB adds birth and death registration. CDA says more civic services will be added step by step, so the list below is a snapshot, not a final menu.

Parking permits and municipal approvals appear in the CDA release but not in NITB's notice, so they may not have their own screens yet. The release says you can apply, upload documents, track and pay "where applicable", which means some cases may still need a visit.

PAK App is the NITB app, not NADRA's Pak ID app

PAK App is published by the National IT Board, Government of Pakistan. You sign in to it with a Pak ID account, which is NADRA's digital identity. So you may need both apps: Pak ID to prove who you are, and PAK App to use the CDA and MCI services.

The names are easy to mix up. When MCI launched online birth and death registration on 20 June 2026, the state news agency said it ran through the Pak ID App. NITB's later notice puts it on PAK App. Our reading is that the service sits in PAK App and uses Pak ID to sign you in. We could not open the screen to confirm it.

Payments go through Raast, the State Bank's instant payment system, the same one behind Raast transfers in your bank app.

Download PAK App and sign in with Pak ID in five steps

Install PAK App from the official store listing, check that the developer is the National IT Board, open it and sign in through Pak ID. First-time users must have a verified Pak ID account. After that, the CDA and MCI tiles sit inside the app with Islamabad's other services.

  1. Open Google Play or the Apple App Store and search for "PAK App". On Android the listing ID is com.nitb.pak.islamabad. On iPhone the App Store ID is 6749236470.
  2. Check the developer name reads National IT Board, Government of Pakistan. Do not install a lookalike from any other publisher.
  3. Open the app and choose to sign in with Pak ID. If you do not have a Pak ID account, create one first in NADRA's Pak ID app with your own CNIC.
  4. Find the CDA or MCI section on the home screen. NITB's promotional image shows MCI tiles for open space, generator and advertising services.
  5. Pick your service, fill in the form, upload the papers it asks for, then pay through Raast if a fee is shown.
Five steps to download PAK App, sign in with Pak ID and open CDA or MCI services

Birth and death registration costs Rs 420 within a year

NITB's PAK Center service catalogue lists the Islamabad fee as Rs 420 if the birth or death is reported within one year, Rs 560 within five years and Rs 1,460 after that. The catalogue is for the walk-in centre, so treat the app fee as the one shown at payment.

The catalogue was updated on 30 March 2026 and cites the ICT Birth (Registration and Certification) Rules 2025. Its document list is what you will need to photograph for the app.

For a birth, the catalogue lists the hospital or clinic birth slip with the doctor's name stamp, attested CNIC copies of both parents, and proof of an Islamabad address. A home birth needs an affidavit from the Lady Health Worker or midwife and the vaccination card. Parents' marital status must already be updated with NADRA.

For a death, it lists the hospital or doctor's death slip, CNIC copies of the deceased and the applicant, and the family's FRC from NADRA. If a son, daughter, brother or sister applies, all legal heirs must consent on Rs 10 judicial stamp paper. One warning from the catalogue: the date and place of death cannot be changed once registered. Read every word on the preview before you submit.

Licence and permit fees are not published yet

No CDA, MCI or NITB page we could open lists a fee for open space, generator, signage or advertising permits on PAK App. CDA says payments go through "available digital channels". Expect to see the charge inside the app before you pay, and keep the receipt.

These are business services for shop owners, restaurants and event organisers. A shop that runs a generator outside, puts tables in an open space or fixes a signboard needs MCI's permission. MCI's website still carries the old paper signboard form, so a counter application should still be possible if the app fails. No deadline for a decision is published.

Property tax and water bills are paid through Raast

CDA says property tax and water bill collection is moving to digital payment, with PAK App as the main new route. You enter your consumer number from the bill, check the amount and pay through Raast. CDA's duplicate bill pages for both bills are still on its website.

Problems with the app are common, so keep a backup route

PAK App had a 3.1 star rating from 517 reviews on Google Play when we checked on 3 October 2026. Several recent reviews describe blank pages and a "Something went wrong" message. Save every reference number, and use the support email if a payment goes through but the service does not update.

Never pay an agent to "process" a PAK App service for you. The whole point of the app is that you can do it yourself, and nobody outside CDA or MCI can speed up an approval.
