Pay CDA Property Tax and Water Bill Online in Islamabad on PAK App
CDA property tax and water bills in Islamabad can now be paid on the federal PAK App through Raast. Step by step, other ways to pay, and what to do if it fails.
You can now pay your CDA property tax and water bill in Islamabad on the federal PAK App. The Capital Development Authority (CDA) and the Metropolitan Corporation Islamabad (MCI) announced on 20 September 2026 that both bills are part of the app. Keep your consumer number ready, because the app asks for it.
The app is made by the National Information Technology Board (NITB). It is free on Google Play and the Apple App Store. Payments go through Raast, the State Bank's instant payment system.
We read CDA's own release of 20 September 2026, the PAK App store listing and NITB's page for the app on 27 September 2026. We did not make a payment in the app, so the menu names below may differ a little on your phone.
CDA property tax and water bills are now on PAK App
CDA says it is "going digital" for property tax and water bills. Both can be paid on PAK App from your phone, with no visit to a CDA or MCI counter. The same app also carries parking permits, generator licences and other MCI services.
That is the whole announcement. CDA did not give a date when counter payments stop, and it did not change the bill amounts. Your bill, its due date and any rebate stay exactly as printed.
Honestly, the bigger change is the record. CDA says every payment will be stored electronically. That matters the day you need a property tax clearance for a transfer, because the Revenue Directorate asks for one.

How to pay your CDA property tax on PAK App
Download PAK App, sign in with a Pak ID account, open the CDA or MCI service, enter the consumer number from your property tax bill, check the amount and pay through Raast. Save the receipt. The whole thing should take a few minutes.
- Install PAK App by National IT Board, Government of Pakistan. Check the developer name before you install, because copycat apps exist.
- Sign in with your Pak ID account. The listing says the app uses Pak ID single sign-on, so one verified account works for all its services.
- Find the CDA or MCI section and choose property tax.
- Type the Property Consumer Number printed on your bill. This is the same number CDA's website uses for a duplicate bill.
- Check the owner name, the property and the amount. Stop if anything looks wrong.
- Pay through Raast from your bank app or wallet. Keep the receipt and a screenshot.
Lost the bill? You can get the consumer number from a duplicate property tax bill on CDA's website, which asks only for the number and a simple maths check. If you do not know the number at all, it is on any old bill or with the Revenue Directorate.
How to pay your CDA water bill on PAK App
The water bill works the same way. Choose the water bill service, enter the Water Consumer Number from your bill, confirm the amount and pay by Raast. CDA's website calls this the "Water and Allied Charges" bill, so look for that name too.
Two numbers confuse people here. The property consumer number and the water consumer number are different. Using the wrong one will either fail or pull up the other bill.
CDA's chairman ordered in March 2026 that water bills reach homes every month without delay. If yours has not arrived, the duplicate water bill page gives you a copy with the water consumer number. Houses in Rawalpindi or Lahore are served by WASA, not CDA, and have their own WASA water bill systems.
Other ways to pay still work
PAK App is an extra option, not the only one. CDA's website still lists an Online Payments link and duplicate bill pages. You can also pay at a bank, using the details on your bill. CDA has not said any of these are closing.
- PAK App: new, through Raast, from your phone.
- CDA website: the Online Payments link on cda.gov.pk points to CDA's own bill payment page. We could not connect to that page on 27 September 2026, so try it yourself before relying on it.
- Bank branch: take the printed bill. The banks that accept it are listed on the bill itself.
- Raast outside the app: if you already use Raast in your bank app, the PAK App payment will feel familiar.
We did not find an official 1-Link or bank app route for CDA bills on any CDA page, so we are not listing one. Please do not trust a WhatsApp message that gives an account number for CDA payments.
Due dates, rebates and late payment
Your due date is the one printed on your bill. CDA and MCI have not published a single 2026-27 due date, rebate schedule or late surcharge on a page we could read, so we are not stating one as fact. Paying before the printed date is the safe choice.
Press reports in September 2026 said MCI's Directorate of Revenue delayed 2026-27 property tax bills to upgrade its billing system. The same reports said the 5% early payment rebate would run from the date each bill is issued until its due date. We could not find this on an MCI or CDA page. MCI's website would not load on 27 September 2026 because its security certificate had expired, so treat it as reported only.
Coming from Punjab? The rules there are different. Punjab's Excise department has its own property tax payment system and a separate rebate deadline, and none of it applies to a house in Islamabad.
Other CDA and MCI services on the app
CDA lists more than bills. Advertising and open space permissions, parking permits, generator licences and municipal approvals are all part of the PAK App rollout. You can apply, upload documents, track the application and pay a fee where one applies.

The phrase CDA repeats is "subject to applicable service requirements". In plain words, some services may still need a site visit or a paper document. NITB's page says the same app already handles Islamabad vehicle token tax. Islamabad drivers can also check an e-challan online through a separate system.
Problems you may hit and what to do
The most common problems are a wrong consumer number, a payment that leaves your bank but does not show on the bill, and app errors. Keep your Raast receipt, wait a working day, then complain in the app or to CDA with the receipt.
Reviews on Google Play in July to September 2026 describe blank pages and "Something went wrong" errors on some services. That is a user report, not a test we ran, but it is a good reason to screenshot every step.
- Bill not found: check you used the right consumer number, property or water.
- Money taken, bill still unpaid: keep the Raast transaction ID and wait one working day.
- Still unpaid after that: register a complaint in the app, or email CDA at contactus@cda.gov.pk with the receipt.
- App will not open the service: pay at a bank before the due date instead of waiting.
