How to Check and Pay an Islamabad Traffic Police E-Challan

An Islamabad e-challan is a traffic ticket issued by Islamabad Traffic Police from Safe City camera footage and sent to the vehicle owner as an SMS e-ticket. The only official check is the E-Challan Verification link on islamabadpolice.gov.pk, and ITP's own payment page named authorised JCash collection points with a fixed Rs 25 service charge. On 17 September 2026 that portal loaded blank for us, and this guide says what does and does not work.

The SMS usually lands a day or two after the drive you do not remember. A ticket number, a violation, an amount, and a strong urge to type "Islamabad e challan check" into a search box. What comes back is a page of lookalike sites with .pk domains and a form each, none of them run by the police. That is the first thing to know about an Islamabad e challan: the official routes are few, and everything else is somebody's advertising page.

The scale is real. ITP's own press release of 3 September 2026 says it took action against more than 72,000 people in August alone, with more than 7,000 vehicles and motorcycles impounded. We read that release, the ITP division page and the ICT Police services page at source, and tried every portal they point to.

What is an Islamabad e-challan, and how do you know you have one?

An e-challan is a digital ticket generated when a Safe City camera records a violation such as a lane change across a solid line, wrong way driving, a signal jump or riding without a helmet. ITP describes the service as electronic issuance, tracking and online payment of traffic violation challans, and the ticket reaches the registered owner by SMS.

The e-ticket goes to the number linked to the vehicle in the excise record, not to whoever was driving. If you sold a car without transferring it, the tickets are yours. If you bought one that way, the seller is getting your tickets and you will find out when a warrant or a recovery notice arrives.

August's numbers, from ITP's release, show where the cameras and the wardens are looking: more than 13,000 lane violations, more than 10,000 illegal parking cases, more than 5,300 motorcyclists without helmets and more than 5,000 wrong way drivers. Lane discipline is the single biggest line, and it is the one most drivers do not think of as an offence.

How do you check an Islamabad e-challan online?

Open islamabadpolice.gov.pk, find E-Challan Verification in the Services grid, and use the portal it opens at traffic.islamabadpolice.gov.pk. ICT Police describes it as the place to check and pay a traffic e-challan online through a secure digital payment system. Do not use any other site for the check.

1. Keep the SMS e-ticket. It carries the ticket number the system uses, and every official route starts from it.
2. Type islamabadpolice.gov.pk yourself. The site was rebuilt in 2026 and its Services section lists E-Challan Verification alongside licence verification and copy of FIR.
3. Tap through to the portal. It opens in a new tab on the traffic.islamabadpolice.gov.pk domain, which is a police subdomain, not a commercial one.
4. Enter what the form asks for. Competitor pages say vehicle number and CNIC; we could not confirm the fields because the page rendered blank for us, so read the form in front of you rather than this article.
5. If the page stays blank, call 1915, the ITP helpline listed on every police page, with the ticket number.
6. Failing that, go to the ITP challan branch for your zone, of which there are four, with the SMS on your phone.

Now the honest part. On 17 September 2026 the portal answered our requests with a JavaScript application titled ICT and an empty screen. We downloaded the application's code to see what the page was meant to show. The verification route's component was an empty page. The rest of the application was ITP's own back office: a digital challan register, ANPR challan screens, an impound inquiry, and a screen for checking a payment against 1LINK by PSID or SMS e-ticket ID.

The Excise route was the working one when we checked e-challans across all provinces earlier this year, a bare numbered address that asked for a challan number and nothing else. It did not answer on 17 September. Portals in Islamabad move without notice, and the police home page is the one link that keeps pointing at whichever is current.

How do you pay an Islamabad e-challan?

ITP's Pay Digital Challan page, as it stood in April 2025, said to pay only at authorised JCash collection points and to pay only the fixed Rs 25 service charge on top of the fine. It listed the agents by area, from Chungi No 26 and Alipur to Blue Area, F-6, F-7, F-8, F-10, Bhara Kahu and Bani Gala. That page is gone from the rebuilt site, and the new site says payment is online through the portal.

The portal's code offers one clue about what "online" means. Its payment status screen checks a challan against 1LINK using a PSID, the payment slip ID that banks, ATMs and wallets all accept, or an SMS e-ticket ID. That is the same rail ICT Police uses for its own recruitment fees, where the notice we read names 1Link 1Bill through any bank, ATM, internet banking, Easypaisa or JazzCash. So if your e-ticket carries a PSID, the bank app's bill payment menu is the likely route. We could not test it without a ticket of our own.

What we will not tell you is that JazzCash or Easypaisa has a Traffic Challan menu for Islamabad, or that the fine rises by half after 15 days, or that a vehicle record is blocked until you pay. Every one of those claims appears on unofficial challan sites, and not one of them cites an ITP page. We looked for the ITP source and found none.

What does an Islamabad e-challan cost?

ITP has a Traffic Violations and Fine page, and when we read the archived copy from April 2025 it held a heading and no table. The rebuilt 2026 site has not published one either. So we are not printing a fine table for Islamabad, because there is no ITP table to print, and the amounts on unofficial sites are copied from Punjab or invented.

Your SMS e-ticket states the amount for your violation, and the portal or the branch confirms it. That is the only figure to trust. If a site tells you a helmet fine is a fixed number of rupees in Islamabad, ask where it read that.

What happens if you do not pay?

ITP has not published a rule for Islamabad on late surcharges, deadlines or blocked vehicle records, and we will not invent one. What we can show is what a neighbouring force does: in Lahore, City Traffic Police said on 16 September 2026 that 2.9 million vehicles carried unpaid e-challans, set up checkpoints to impound the worst offenders, and restricted 14 police services, including driving licences and character certificates, for defaulters, on top of the Punjab e-challan check that already works by CNIC and plate.

That is Lahore, not Islamabad, and the two forces run separate systems. But ITP's August release already reports more than 7,000 impoundments in a month, and the portal's own code has an impound inquiry screen, so a vehicle stopped with a history of unpaid tickets is not an abstract risk in the capital either.

The practical consequences that do not need a rule: an unpaid challan sits on the vehicle's record, and the record is what an excise office or a buyer looks at when the car changes hands. It also sits under your name for anything ITP itself issues, and applying for an Islamabad driving licence puts you in front of the same organisation.

How do you avoid the fake e-challan messages?

ITP's e-ticket tells you a challan exists. It does not carry a payment link, an app to install or an account number to transfer to. A message with any of those is fraud, and it is the pattern of the fake e-challan SMS scam that has been circulating across Pakistan this year.

The tells are consistent. A link to a domain that is not islamabadpolice.gov.pk. A deadline of hours. A request for a card number, a wallet PIN or a one time code. A payment to a personal account or a wallet number. Real tickets have none of these, and the real check begins on the police site, not in the message.

If you get a message about a licence rather than a challan, the same rule applies, and verifying and tracking a driving licence online goes through the police portal too.

Common questions about Islamabad e-challans

Can I check an Islamabad e-challan by CNIC?

ICT Police says its portal checks and pays e-challans online, but the form did not render for us, so we cannot confirm which fields it takes. Earlier this year the Excise verification page took a challan number only.

Where do I pay an Islamabad e-challan?

ITP's own page named authorised JCash collection points with a Rs 25 fixed charge, and the 2026 police site says online through the portal. The ITP challan branches for the four zones take payment in person.

Is there a deadline to pay?

ITP has not published one, and we do not repeat the 15 day and 50 per cent claims on unofficial sites because none cites ITP.

Does an unpaid Islamabad e-challan block my vehicle?

ITP has not published a rule saying so. Lahore has begun impounding and restricting services for defaulters, but that is a separate force.

How much is a helmet fine in Islamabad?

ITP has published no fine table; its violations page held no amounts when we read it. Your SMS e-ticket states the amount.
