How to Get a Driving Licence in Islamabad
Islamabad licences start with a learner permit and a waiting period before the test. Where to apply, what to bring, and what the portal verifies.

You cannot go straight to a driving licence in Islamabad. The learner permit comes first, you hold it for a waiting period reported as 42 days, and only then can you sit the driving test. Planning around that one fact saves most of the wasted trips.
Islamabad Traffic Police runs the system through its own licensing portal at dlims.islamabadpolice.gov.pk, which we opened on 26 August 2026. It offers licence verification, an e-licence, learner verification, and a login for learner and renewal applications.
The order of the process
Each stage has to finish before the next one starts, and skipping ahead is the commonest mistake.

Where to go, and whether to book

Applications are reported to be handled at the Police Khidmat Markaz in F-6 and at ITP headquarters in F-8, with the option of walking in on a queue token or booking an appointment online first. Booking is the better choice if you work fixed hours, because the walk in queue is unpredictable.
Take original documents rather than photocopies alone. An expired CNIC will stop the application, and if your CNIC carries an address outside Islamabad, expect to prove that you live in the city, which is normally done with a utility bill or a tenancy agreement in your name.
What to bring
- Your original CNIC, valid and not expired, plus copies.
- Proof of an Islamabad address if your CNIC shows another city.
- Passport size photographs.
- Your learner permit, once you reach the test stage.
- The fee, paid through the counter or the channel the office names.
Blood group and any medical condition that affects driving will be asked about. Answer accurately, because a licence obtained on a false declaration is a problem later rather than a shortcut now.
What it costs
We could not read a fee schedule on an Islamabad Traffic Police page. The subpages we tried returned errors on 26 August 2026, so every amount below is reported rather than confirmed, and you should treat the counter's figure as the real one.
Figures in circulation for 2026 include roughly Rs 1,000 for the learner permit, about Rs 200 for the medical check, about Rs 200 for the computerised test, and around Rs 2,000 for a new digital licence card. Different licence categories and validity periods carry different amounts, and a duplicate or a renewal is priced separately again.
Pay at the counter or through the official channel only. No part of this process requires a payment to an individual, and an offer to arrange a licence without a test is not a shortcut you want attached to your name.
Passing the test rather than repeating it

The theory portion is computerised and covers signs, rules and right of way. It is the part people underestimate, because everyday driving habits in Pakistan and the correct answer are frequently not the same thing. Read the actual rules rather than relying on experience.
For the practical test, the examiners look for controlled starting and stopping, mirror use, correct signalling, reversing and parking within the marked area, and calm behaviour at junctions. Practise in the vehicle category you are applying for, since a car licence does not cover a motorcycle and the tests differ.
Verify the licence after it is issued
Once you have the licence, check it against the record. The ITP portal offers licence verification and an e-licence, so you can confirm the number, the category and the expiry are recorded correctly rather than discovering an error at a checkpoint.
Verification also matters when you are being handed a licence by somebody else, for example when hiring a driver.
