How to Renew a Driving Licence in Punjab

We opened the official DLIMS fee structure and read it, rather than describing the process in the abstract. Here is what a Punjab licence renewal actually costs, and what happens if you are late.

The renewal fee, by category

The combination categories, motorcycle with car, motorcycle with LTV and so on, are charged at the rate of the higher category rather than added together.

The courier fee is the same for everyone

Look down the courier column. Rs 480, on every single row.

It does not scale with the category, and it appears on the new licence, renewal and duplicate tables alike. Two consequences follow that nobody mentions.

On a motorcycle licence, the delivery costs more than the licence. Rs 480 to post it against Rs 450 to issue it. The same is true for a rickshaw licence at Rs 400.

And it is charged even on the Invalid Carriage category, where the licence itself is free. The entire cost of that licence is the postage.

None of this is hidden. It is simply that people budget from the headline fee and are surprised at the total.

What being late costs

This is the part the guides leave out, and it is the part that costs real money.

1. One to three months late. The fine is half the renewal fee.
2. Three months to a year. The fine equals the full renewal fee, so you pay roughly double.
3. More than a year. The fine is two and a half times the renewal fee.

Those are fines on top of the renewal fee and the courier charge. A car licence renewed more than a year late comes to Rs 1,350 plus Rs 3,375 plus Rs 480, against Rs 1,830 if you had renewed on time.

The practical lesson is simple. The expensive threshold is one year, and the cheap window is the first three months.

Renewing it

DLIMS handles the process online, and the Dastak service carries it as a self-service option.

The shape is the same whichever route you use. You identify yourself, the system produces a payment token, you pay against that token, and the licence is couriered to you. That is what the Rs 480 is for.

Two practical notes. Have your CNIC and your existing licence details ready before you start, and do not begin on the day it expires, because payment and delivery both take time and the fine clock starts from expiry rather than from your application.

Duplicate licences are cheap

Worth knowing separately, because people conflate a lost licence with an expired one.

A duplicate runs Rs 100 to Rs 200 depending on category, plus the same Rs 480 courier. A motorcycle duplicate is Rs 580 in total, a car duplicate Rs 630.

So if your licence is valid but lost, that is a small problem. If it is expired, you are in the renewal table above, and the delay is what costs you.
