How to Verify an Islamabad Learner Permit or Driving Licence Online on ITP DLIMS
Check an Islamabad learner permit or driving licence on the Traffic Police DLIMS portal with a CNIC and number, and generate the e-licence. Read the steps.
Short answer: Open dlims.islamabadpolice.gov.pk, the Islamabad Traffic Police's Driving License Information Management System (DLIMS). Use "Verify Learner" with a CNIC and permit number, "Verify License" with a licence number and CNIC, or "e-License" to generate the electronic licence. The portal's help line is 051-9001541.
A licence is easy to lose and easy to fake. If you are hiring a driver, renting out a car or checking your own papers after a renewal, a two-minute check on the official portal tells you more than a photocopy does.
We opened the DLIMS home page and each of its public pages on 11 October 2026 and read the forms and notes on them. We did not run a search with a real CNIC, so we cannot show you what the result screen looks like. This guide covers what the portal asks for and how to use it safely.
DLIMS has three public checks and one login
The home page menu shows four items: Verify License, e-License, Verify Learner, and Apply for Learner / License Renewal. The first three work without an account. The fourth needs a login.

The portal describes itself as the Islamabad Traffic Police's way to obtain a driving licence online. It covers Islamabad Capital Territory. How to verify a learner permit
Choose "Verify Learner", type the CNIC and the permit number, and submit. Both fields are marked as required. The CNIC field accepts only digits, so leave out the dashes.
- Open dlims.islamabadpolice.gov.pk in your browser.
- Press "Verify Learner" in the menu.
- Enter the CNIC as 13 digits with no dashes.
- Enter the permit number exactly as printed on the permit.
- Submit and read the details that come back.
- Compare the name and permit status with the document you hold.
If the portal returns nothing, check the permit number and the CNIC for a typed digit. The portal's own text does not explain error messages, and we could not trigger one without real data.
How to verify a driving licence and generate an e-licence
For a full licence, press "Verify License", enter the licence number and the 13-digit CNIC without dashes, and submit. The e-License page asks for the same two details and has a "Generate e-License" button. The page's code is set up to build a QR code for the result.
The e-licence is the portal's own electronic version of your Islamabad licence. We did not test what the output looks like, and we cannot say whether a given police officer, rental company or foreign embassy accepts a printout. Ask the party that needs it before you rely on it.

Registration and login for learner and renewal applications
The "Apply for Learner / License Renewal" route needs an account. The register page asks for a first name, then a choice between Pakistani (CNIC) and Foreigner (passport number), an email address and a password.

The notes on the page tell you to use your own CNIC or passport number and to check that it is correct. A wrong number creates an account you cannot use for the application.
Safety checks before you trust any result
Use the portal address exactly as the Islamabad Police publish it. Do not enter your CNIC on a lookalike site found through an advertisement, and never give your DLIMS password to an agent.
The check only tells you what the system holds. A licence number that verifies still has to match the person in front of you, so compare the name and the photo with the CNIC. If you are checking a licence for an employer or a rental, tell the holder what you are doing. What to do when the portal does not help
The home page prints one query line: "In case of any query call 051-9001541". Use it for a permit that will not verify, or a licence that appears under the wrong details.
The portal also has a "Feedback" button fixed to the side of its pages. We did not test it. If a licence record is wrong, the fix is a visit to the licensing branch, not another search, and the number above is where to ask which one.
