Short answer: Islamabad Police issue an official lost report for a lost CNIC, driving licence, passport or vehicle papers. There is no application fee and the standard processing time is 1 working day, per the police service page. For a lost CNIC or Islamabad driving licence you need a copy of the CNIC and no affidavit.

You lose a wallet on a Friday. By Monday you need a CNIC reprint, a duplicate licence or a replacement book for the car. Each of those offices asks the same thing first: where is the police report?

We read the Lost Report page on the Islamabad Capital Territory Police website, including its document list, its frequently asked questions and the list of Police Khidmat Markaz centres. We did not submit a report ourselves, because the form asks for a real CNIC.

The lost report is free and takes one working day

The police page lists "No Application Fee" and "1 Working Days Standard Processing". You can apply online or visit a Police Khidmat Markaz (PKM), meaning a police facilitation centre, or the nearest police station. The page does not say whether a stamp paper is needed for the affidavit, so ask when you submit.

Which lost items Islamabad Police report online and which need a police station visit

The online form asks for four things

The form asks for your full name, father's name, CNIC number and contact number. Then you choose the lost item: CNIC, driving licence, passport or other, and describe it. Finally you tick a declaration that the details are true.

  1. Open the Lost Report page on the Islamabad Police website, under Citizen Services.
  2. Enter your name, father's name, CNIC and mobile number.
  3. Choose the lost item type and describe it, including where and when you lost it.
  4. Tick the declaration and submit.
  5. Save the Application ID shown after you submit.
  6. Track the status with your CNIC and that Application ID.

Use a mobile number you answer, because the police may call you back. If you lose your phone along with the wallet, borrow one and note the number you give.

A lost vehicle book is inspected by an officer

The page says you can report lost vehicle documents online, but a Verification Officer will inspect the vehicle after you submit. So bring the car or bike to the centre. The officer checks the engine and chassis numbers against the pictures you provided.

That check is the point. A lost registration book can be misused, so the police match the physical vehicle to the record before they issue anything. If the car is parked at home, allow a trip back, and keep the Islamabad token tax receipts you still have.

Where to go in person

The page lists 11 PKM centres and says each one handles Lost or Missing Reports. PKM Cascade in the Diplomatic Enclave and PKM F-6 near Super Market are listed as open 24/7. Most others work 08:30 AM to 05:00 PM, and Pakistan Asaan Markaz G-9 works 08:00 AM to 08:00 PM.

What to do next with the report

A lost report is a start, not the replacement. For a CNIC, the next step is NADRA, and the order is explained in what to do when you lose your CNIC. For the licence, apply for a duplicate through the police licensing system, and see how to apply for a driving licence in Islamabad.

If your loss involved a crime, such as a snatching or theft, a lost report is the wrong paper. You need an FIR, and you can check an FIR in Islamabad online once it is registered. Say clearly at the counter which one you want.
