Check a Clinic, Lab or Hospital Is Registered With IHRA in Islamabad
Islamabad clinics, labs and hospitals must be registered and licensed by IHRA. See how to search its list, the five steps, the fines and where to complain.

Short answer: To check a clinic, lab or hospital in Islamabad, search the Registered HCEs list on ihra.gov.pk, the website of the Islamabad Healthcare Regulatory Authority (IHRA). Match the name and address, and note its IHRA number. IHRA says no healthcare establishment may work in the capital without registration and a licence. The phone number is 051-9199-902.
Islamabad has famous hospitals and also small clinics in back lanes and in villages of the capital territory. A board on the wall does not tell you which kind you are walking into. IHRA keeps a public register so that you can check.
We opened the IHRA website and its registration, complaint and enforcement pages on 12 October 2026. We did not look up any named clinic for you, and we cannot say a particular place is registered.
IHRA's list shows the name, status, type and address of each establishment
The Registered HCEs page on ihra.gov.pk is a table with four columns after the IHRA number: establishment name, registration status, type, and address. On the day we opened it, the page held 1,962 numbered entries, from IHRA-00001 onwards, nearly all marked "Registered".
The type column tells you what the place is registered as. Examples on the page include hospital, GP clinic, dental clinic, homeopath, laboratory, collection centre and physiotherapist. A clinic registered as a GP clinic should not advertise surgery.
| Column | Use it to |
|---|---|
| IHRA number | Quote it if you call or complain |
| Name | Match the board outside |
| Registration status | See whether it is marked Registered |
| Type | Check it matches what the place offers |
| Address | Match the building and sector |

Registration and a licence are two separate steps
IHRA says healthcare establishments must be registered and must also hold a licence. The licence is permission to use the premises as a healthcare establishment and focuses on quality standards. IHRA says it must keep a register of all licensed establishments. The list we opened is the registered list.
The IHRA registration page also shows a separate tool to verify a regular licence, and a registration status page. We did not run a licence check, because it needs a registered establishment's details, so we cannot describe the result screen.
The law quoted on the page is section 14 of the Islamabad Healthcare Regulations Act 2018. It says no establishment may provide a healthcare service unless it is registered, and none may provide a service for which it is not licensed.
How to check an Islamabad clinic in five steps
Use the list on a phone or computer before you pay. The steps below take a few minutes. Keep the IHRA number if you find the place.
- Open ihra.gov.pk and go to Registration and Licensing, then Registered HCEs.
- Search the page for the clinic name, using your browser's find option.
- Match the address and the type with the board and the services offered.
- Look for the displayed registration or licence on the premises.
- Call IHRA on 051-9199-902 if the name is missing or looks different.

The list may be out of date. A new place could be missing, and we could not find a date on the list page. If you cannot find a name, ask the clinic for its IHRA number before you decide.
Running without registration is an offence under the IHRA Act
IHRA's page says failure to be licensed in time can bring a fine that may extend to Rs 1,000,000 or an order to close. It says setting up an establishment without registration or a licence is punishable with up to five years in prison, a fine up to Rs 1,000,000, or both.
IHRA also says it has empowered district administrations in the capital to seal the premises of quacks. Under the Act, a quack is a person delivering healthcare without registration with the Pakistan Medical and Dental Council, the National Council for Tibb, the National Council for Homeopathy or the Pakistan Nursing Council.
A building on the list does not prove its doctor is qualified. Our guide to checking a doctor is registered with PMDC covers the person. For a pharmacy or medical store, see why Islamabad doctors need a drug sale licence to run a medical store.
Report an unregistered place or a bad experience
IHRA has an online complaint form with the types Doctor Complaint, Staff Complaint, Hospital Complaint and Others. The page says that under section 34 of the Act a complaint must be filed within 60 days of the date you knew of the cause. It also warns that a complaint proved false can bring a fine of up to Rs 200,000.
Gather the receipt, prescription, reports and photos before you file. The full steps are in our guide to complaining against a hospital or doctor in Islamabad. IHRA's office is in H-8/2 and the website lists office hours of Monday to Friday, 8:30 am to 4:30 pm.
Common questions
What is the IHRA phone number?
The IHRA website lists 051-9199-902 and the email info@ihra.gov.pk. We read both on 12 October 2026.
Does IHRA cover Rawalpindi?
No. IHRA's mandate is the Islamabad Capital Territory under the Islamabad Healthcare Regulations Act 2018. Punjab has its own regulator for Rawalpindi.
Is every hospital in the capital on the list?
The list we opened starts with IHRA-00001 and runs to 1,962 entries, but we cannot confirm that it is complete or current. A missing name should be checked with IHRA.
What does the type column mean?
It shows the category the place is registered under, such as hospital, GP clinic, dental clinic, laboratory or homeopath. It helps you see if the services match the registration.
Can I complain without a lawyer?
Yes. IHRA's online form asks for your name, contact details, complaint type, the details, and whether you have evidence. Check the 60 day limit before you wait.
Are government hospitals covered?
IHRA says all establishments in the capital, public and private, must be licensed. We did not check which public hospitals are on the registered list.
How we verified this
What we checked, where we read it, and what we could not confirm.
We read the Islamabad Healthcare Regulatory Authority home page, the registration and licensing page, the registered establishments list, the complaint pages and the enforcement pages on 12 October 2026. We did not read the licensing fee page, so we state no fee. We did not test the licence verification tool.
