Check the Documents IBCC Needs for Equivalence in Pakistan: Grades 9 to 12 and Translation
Check the documents IBCC needs for equivalence in Pakistan: Grades 9 to 12 transcripts, a certified translation, passport stamps and three ways to submit.

Short answer: For IBCC equivalence of a foreign qualification you need the completed form, proof the awarding body is recognised, official transcripts and certificate for Grades 9 to 12, a translation if not in English or Urdu, a syllabus copy, and your ID or passport. You can submit by appointment, courier or online.
Most equivalence applications stall for one boring reason: a missing paper. Not a failed exam, not a wrong fee. A transcript that stops at Grade 11, or a certificate in French with no translation.
We read the equivalence requirements, rules and submission modes pages on the Inter Boards Coordination Commission (IBCC) website on 14 October 2026. IBCC is the body the Government of Pakistan has trusted to decide whether a foreign school qualification up to HSSC equals a Pakistani one. This guide turns those pages into a checklist.
IBCC asks for seven items in every file
IBCC's list has a completed equivalence application form, proof of accreditation or recognition, official transcripts and the certificate, a translation where needed, a curriculum or syllabus copy, identity papers, and any extra papers it requests in your case. Each has its own trap.
- Complete the equivalence application form with your qualification details.
- Attach proof that the awarding institution or body is officially recognised.
- Attach official transcripts and the diploma or certificate for the whole course.
- Add certified translations if any document is not in English or Urdu.
- Add a copy of the curriculum or syllabus, mainly for new qualifications and subjects.
- Add identity papers: a passport copy for qualifications from abroad, or a national ID or Form B for Pakistanis.
- Keep any extra documents IBCC asks for in your case.

Transcripts must cover Grades 9 to 12
IBCC says applicants must submit their complete academic record from Grades 9 to 12. It returns your original diploma or certificate promptly. It keeps the transcripts on record. So send what you can part with, and keep a copy of every transcript.
Do not send a partial record. If one year is missing, ask your school or board for it before you apply. IBCC also says documents must be authentic and verifiable, and that it can ask for more papers if it needs them. The original certificates and transcripts must include certified copies.
Translation comes from an embassy or NUML
If your documents are in a language other than English or Urdu, IBCC needs a certified translation from the concerned embassy or from NUML, the National University of Modern Languages. IBCC says the translation must be accurate and certified.
A translation by a friend or a local shop is not what the rules name. Ask the embassy of the country that issued the certificate, or NUML in Pakistan, how they certify translations and what they charge. We did not find a fee or a time frame on the IBCC pages, so we do not state one.
Passport pages must show your study years
If you earned the qualification abroad, IBCC asks for a copy of your passport with the visa details and the exit and entry stamps covering the whole period of study. Pakistani nationals send a national ID card or Form B copy.
That stamp rule is the one students forget. If you lived abroad for years, check your passport pages before you scan them. Keep any older passport that holds those stamps. For a Pakistani child's Form B, see the NADRA B-Form requirements.
| Document | What IBCC wants |
|---|---|
| Transcripts | Complete record, Grades 9 to 12; transcripts are kept |
| Diploma or certificate | Original, returned promptly |
| Translation | Certified by the embassy or NUML if not in English or Urdu |
| Identity, from abroad | Passport with visa, entry and exit stamps for the study years |
| Identity, Pakistani | National ID card or Form B copy |
| Syllabus | Curriculum copy, mainly for new qualifications |

You can submit by appointment, courier or online
IBCC offers three submission modes: a walk-in appointment at one of six centres, courier, or fully online. You choose the mode while filling in the online form. The fee is paid through 1Bill by mobile banking, Easypaisa or JazzCash, or by UBL challan or PSID.
For an appointment, pick a centre among Islamabad, Lahore, Karachi, Bahawalpur, Quetta and Peshawar, choose a date from the open slots and bring your documents. For courier, send the application through Pakistan Post, Leopard, M&P or TCS with the documents attached. For the online mode, you apply on the equivalence portal at equivalence.ibcc.edu.pk. If a scan is too big, compress it to the portal limit first.

Know the rules that can shut the door
IBCC only considers a qualification awarded by an institution recognised in the country that issued it. It also compares course length and content with the Pakistani standard. Some cases go to subject experts, and IBCC can seek advice from embassies or education ministries.
Pakistani students who studied abroad, and students with foreign or dual nationality who give proof, are exempt from Urdu, Islamiyat and Pakistan Studies. IBCC adds that these rules may vary with the level of education and the country. To check an exam board before you apply, use the IBCC list of registered foreign boards. Route-specific rules are in the guides for the GED and the IB Diploma.

How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked on 14 October 2026, Pakistan time. We read the IBCC pages on requirements for equivalence, rules for equivalence and submission modes. We did not find the equivalence fee, processing time or a NUML translation fee, so we do not state them. IBCC says requirements may vary by level and country.
