Pakistan's Board of Investment (BOI) says the Special Economic Zones Act of 2012 gives a one-time exemption from customs duty and taxes on capital goods, and an exemption from income tax for ten years. A zone needs at least 50 acres. That is the BOI's summary. The Act has been amended since, so read the current text before you rely on any number.

We read the BOI's SEZ page on 14 October 2026. It lists 44 notified zones, the approval bodies and the law and regulations. This guide turns that page into a checklist for an investor, a factory owner or a supplier who hears "SEZ benefits" and wants to know what is actually promised.

The SEZ Act exempts capital goods from duty and gives a ten year income tax holiday

The BOI page says the Act was promulgated on 13 September 2012 and the rules were notified later that year. Its fiscal benefits are a one-time exemption from customs duties and taxes on capital goods imported to develop, run and maintain a zone, and an exemption from all taxes on income for ten years.

The capital goods exemption covers both the zone developer and the zone enterprise, meaning the company that runs a factory inside. "Capital goods" means machinery and equipment, not raw material or finished stock. The page does not say when the ten years start, and it does not list conditions. That is why the next step matters.

A zone needs at least 50 acres and a BOI approval

The BOI lists a minimum land requirement of 50 acres, about 20.23 hectares, with no maximum. A zone can be built three ways: by the public sector, by a private developer, or through a public-private partnership.

Provincial SEZ authorities receive the applications from developers. They then pass them to the BOI, which acts as secretariat to the Board of Approval. The BOI Chairman heads a smaller Approvals Committee that handles delegated decisions.

The BOI list of 44 zones is wider than the CPEC list

Many readers link SEZs only with China. The BOI list is far longer. It includes Khairpur, Hub, Bin Qasim, Hattar, M-3 Industrial City in Faisalabad, Rachna Industrial Park, Rahim Yar Khan Industrial Estate and Siddiqsons Tinplate SEZ in Hub, among others. A separate BOI list names the zones proposed under CPEC.

The CPEC Secretariat shows four of those under construction. Our review of the CPEC special economic zones goes through each one. Being on a notified list does not mean a zone is open. Ask for proof that plots and utilities exist.

Check the benefits against the current law before you invest

A tax holiday is only as good as the legal text behind it. Tax law in Pakistan changes every budget, and the BOI's own list shows the Act was amended as recently as May 2026. We did not read the amended text, so we cannot say if the ten year relief is unchanged. Follow these steps.

  1. Download the SEZ Act, 2012 (amended up to 21 May 2026) from the BOI SEZ page.
  2. Find the sections on customs duty and income tax and read the conditions in full.
  3. Read the 2021 regulations on admission of zone enterprises and the sale, lease and sub-lease of plots.
  4. Ask the zone developer for its BOI notification number and check it against the BOI list.
  5. Ask a tax adviser whether your business qualifies as a zone enterprise and when your ten years start.
  6. Get every promise in the plot lease or allotment letter, not in a brochure.

Compare SEZ relief with the other schemes the BOI lists

The BOI incentives database groups special schemes into special economic zones, special technology zones, export processing zones and the Gwadar Free Zone. It also lists sector incentives for areas such as IT, textiles and logistics. If you are a pure exporter, a scheme such as the export rebate PRIE may suit you without moving into a zone.

A zone enterprise that brings foreign engineers also needs a visa for each of them, and the route is the one in the Pakistan work visa for foreign employees guide. Also compare cost. A plot in a zone has a price, a lease and monthly utility charges. Tax relief that saves money on paper can be lost in delays if the zone has no power supply yet.

Common questions about the SEZ Act

What is the minimum size of a special economic zone in Pakistan?

The BOI page gives 50 acres, which is about 20.23 hectares. There is no maximum size.

Does a zone enterprise pay income tax for ten years?

The BOI summary says there is an exemption from all taxes on income for ten years. We did not read the amended Act, so check the current text and ask a tax adviser how it applies to you.

Who approves a new special economic zone?

Provincial SEZ authorities send developer applications to the BOI. The Board of Approval, headed by the Prime Minister, is the highest approving body. The BOI Chairman heads the Approvals Committee.

How many SEZs are notified in Pakistan?

The BOI page says 44 notified SEZs. The list is separate from the nine zones the CPEC Secretariat tracks.

Can a private company build a zone?

Yes. The BOI lists three modes: public sector, private sector and public-private partnership. Federal and provincial governments can also set up zones themselves.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked 14 October 2026. The Act date, benefits, minimum area, approval bodies, zone list and regulation names come from the BOI Special Economic Zone page. Scheme categories come from the BOI incentives database. The BOI states its database is a guide and does not replace the Gazette. We did not read the amended Act or any tax notification, and the ten year relief is stated as the BOI describes it.
